RCUES, Lucknow was established in the year 1968 by the Ministry of Housing & Urban Affairs to help urban local governments in achieving Good Urban Governance.

The Regional Centre for Urban & Environmental Studies (RCUES), Lucknow was established at University of Lucknow in the year 1968 by the Ministry of Housing & Urban Affairs, Government of India. It is one of the premier Centres in the country established to play a positive role in the field of urban management. The key activities of the Centre include training, capacity building, research, teaching

, consultancy services and dissemination of information relating to the urban sector in the states of Uttar Pradesh, Madhya Pradesh, Bihar, Odisha, Uttarakhand, Jharkhand, Chhattisgarh, Manipur & Sikkim. The Centre provides its expertise, advisory services & consultancy services to urban local bodies all over the country. The Centre through its mandate intends to build the Capacities of City Managers for Achieving Good Urban Governance
As National Network of Resource Centres (NNRC) & National Resource Centre (NRC) under Ministry of Housing & Poverty Alleviation (MOHUPA), GOI the Centre has been entrusted since past 5 years with the responsibility of human resource development through capacity building activities of officials & non-officials with regard to planning, implementation etc. of the flagship schemes of Ministry viz. SJSRY/Proposed NULM, RAY, USHA etc. in 16 states of the country viz. Uttar Pradesh, Madhya Pradesh, Bihar, Odisha, Uttarakhand, Jharkhand, Chhattisgarh, West Bengal, all N.E. States and Sikkim. The target group of training & capacity building activities include elected representatives, state/district/city level officials from ULBs & parastatals, NGOs, CBOs, private sector, non-officials & other stakeholders engaged in urban administration, management & development. The Centre provides need based consultancy support to the various state governments. Vision Statement:

The Regional Centre for Urban & Environmental Studies (RCUES), Lucknow, under the Ministry of Housing and Urban Affairs, Government of India, is organizing a two-day residential Training of Trainers (ToT) programme for Sanitation Officers of Urban Local Bodies on 20–21 January 2026.
The programme was attended by 41 officers from across Uttar Pradesh, including Executive Officers, Sanitation and Food Inspectors, Sanitation In-charges, Junior Engineers, District Programme Managers (DPMs), and SBM Nodal Officers, among others.

RCUES Lucknow Organises Two-Day Training of Trainers (ToT) for Sanitation Staff of ULBs under SBM 2.0 on 8-9 Jan 2026.

RCUES Lucknow is organising a two days Training Programme on Rejuvenation & Restoration of Water Bodies on 18-19 December 2025 at Lucknow.
This programme is being attended by 33 Officials from various urban local bodies of Uttar Pradesh including Executive Officers, Engineers and SFIs.
The training focuses on enhancing the functional capacity of ULB functionaries to equip them with technical and practical knowledge for effective water body rejuvenation and to enable formulation of actionable city-level plans for sustainable restoration. The training also includes exposure visit for on-site experiential and peer to peer learning.

Clean Cities. Stronger Futures.

The Training Programme on Clean Cities and Sanitation: Achieving SDGs was held on 9–10 December 2025, bringing together 33 ULB officials, including participants from Bihar (5) and Madhya Pradesh (3), for shared learning and cross-state exchange.
Shri Anuj Kumar Jha (IAS), Director, RCUES Lucknow and Secretary, Urban Development Department / Director, DoULB / SMD, SBM-U, addressed the participants and emphasized that capacity-building efforts are successful only when they lead to improved service delivery, while stressing the importance of learning from best practices across states.
Participant feedback and certificate distribution marked a collective commitment towards cleaner, healthier, and SDG-driven cities.

क्षेत्रीय नगर एवं पर्यावरण अध्ययन केन्द्र (RCUES), लखनऊ द्वारा MoHUA, GoI के अंतर्गत Rejuvenation of Water Bodies विषय पर दिनांक 17 November, 2025 को ऑनलाइन प्रशिक्षण कार्यक्रम का आयोजन किया गया।

इस प्रशिक्षण कार्यक्रम में उत्तर प्रदेश, छत्तीसगढ़, मणिपुर एवं चंडीगड़ राज्यों के कुल 100 से अधिक अधिकारियों द्वारा प्रतिभाग किया गया।

क्षेत्रीय नगर एवं पर्यावरण अध्ययन केन्द्र (RCUES), लखनऊ द्वारा MoHUA, GoI के अंतर्गत Climate Action for Cities: SDG-13 विषय पर दिनांक *07 November, 2025 को ऑनलाइन प्रशिक्षण कार्यक्रम का आयोजन किया गया।

इस प्रशिक्षण कार्यक्रम में *उत्तर प्रदेश, सिक्किम और झारखंड* राज्यों के *कुल 26 अधिकारियों* द्वारा प्रतिभाग किया गया।

क्षेत्रीय नगर एवं पर्यावरण अध्ययन केन्द्र (RCUES), लखनऊ द्वारा MoHUA, GoI के अंतर्गत Contract Management & Public Private Partnership विषय पर दिनांक 14 October, 2025 को ऑनलाइन प्रशिक्षण कार्यक्रम का आयोजन किया गया।
इस प्रशिक्षण कार्यक्रम में उत्तर प्रदेश, झारखंड, मध्य प्रदेश और सिक्किम* राज्यों के कुल 32 अधिकारियों* द्वारा प्रतिभाग किया गया।

इस प्रशिक्षण कार्यक्रम में *उत्तर प्रदेश, उत्तराखंड एवं मणिपुर* राज्यों के *कुल 35 अधिकारियों* द्वारा प्रतिभाग किया गया।
