Centre Allocates ₹500 Crore for Development in NC Hills Autonomous Council Area

New Delhi / Haflong, 8 August 2025:
In a significant step toward regional development, the Union Cabinet has approved a Special Development Package (SDP) allocating ₹500 crore specifically for the development of infrastructure in the North Cachar Hills Autonomous Council (NCHAC) area of Assam. This initiative is part of a larger central sector scheme for Assam and Tripura, with a total outlay of ₹4,250 crore.

The ₹500 crore funding will target villages and areas inhabited by former members of the Dimasa National Liberation Army (DNLA) and the Dimasa People’s Supreme Council (DPSC). The move is aimed at accelerating infrastructure development, promoting stability, and mainstreaming previously affected communities.

The package includes projects focused on livelihood and employment generation. Officials stated that the plan will especially benefit women and youth through skill development, local entrepreneurship, and income-generation opportunities.

The announcement comes as part of the government’s larger strategy to foster peace and sustainable growth in the northeastern states by addressing long-standing demands of tribal and autonomous regions.

Dimasa Students’ Union Expresses Strong Displeasure Over Unauthorized Rituals by Bodo Group at Rajbari, Dimapur


| The Dimasa Students’ Union (DSU) has expressed strong dissatisfaction and concern over recent reports of unauthorized traditional rituals and puja offerings conducted by a group from the Bodo community at the historically significant Rajbari archaeological site in Dimapur, Nagaland. The DSU alleges that these rituals were performed without the prior knowledge or consent of the Dimasa people, who regard Rajbari as a highly sacred and cultural landmark.

In an official press note, the DSU emphasized that Rajbari is not just an archaeological site, but the cultural and spiritual heartland of the Dimasa Kingdom and its people—the descendants of Bhima’s son, Ghatotkacha. The DSU highlighted that rituals of a religious or ethnic nature conducted at Rajbari without proper consultation disrespect the heritage and sentiments of the Dimasa community.

“It is highly unfortunate that such a site so deeply embedded in the indigenous identity of Dimasas has been used in such a manner, without due process or respect for our traditions,” stated Pramith Sengyung, General Secretary of the DSU Central Committee.

The Union outlined three primary demands in its memorandum:
1. Immediate investigation and identification of the individuals or group involved in the unauthorized rituals.
2. Implementation of protective measures to prevent unauthorized activities at Rajbari in the future.
3. Protection of Rajbari, recognizing it as a sacred heritage site of the Dimasa Kingdom, with due respect to the community’s historical ownership and consent.

The DSU further called upon government bodies, community groups, and concerned citizens to join in safeguarding the cultural and spiritual significance of Rajbari. The Union stressed that respecting the sanctity of ancestral legacies is crucial for maintaining peace and preserving cultural heritage in the region.

“We will not allow ignorance or overreach to tarnish the sanctity of our ancestral legacies,” the press note concluded.

Officials from the Bodo community have yet to issue a formal response on the matter. Meanwhile, DSU has sought concrete steps from authorities to address these concerns and avert potential inter-community tensions.

Condemnation Statement on Misleading Remarks by Dr. Numal Momin Regarding Article 244(A)

We express our deep concern and strong condemnation over the recent statement made by Dr. Numal Momin, Deputy Speaker of the Assam Legislative Assembly, wherein he remarked that Article 244(A) is not required for the hill districts of Dima Hasao and Karbi Anglong. Such a statement is not only misleading but also a direct affront to the longstanding democratic and constitutional aspirations of the indigenous communities of the hill districts.

Article 244(A) of the Indian Constitution was specifically introduced to address the unique political, cultural, and developmental needs of the tribal-majority hill areas of Assam. It provides for the formation of an Autonomous State within the State of Assam, recognizing the distinct identity and aspirations of the people of Dima Hasao and Karbi Anglong. To dismiss its necessity is to disregard decades of struggle, sacrifices, and repeated demands made by the hill people through democratic means, including accords signed with the Government of India.

Dr. Momin’s statement is not only factually incorrect but dangerously undermines the constitutional mechanism available for ensuring self-governance, protection of identity, and equitable development in these regions. It also reflects a lack of sensitivity and understanding of the historical and political context of the Sixth Schedule areas.

We urge Dr. Numal Momin to retract his misleading statement and call upon all responsible public representatives to respect the constitutional rights of the hill people. We reiterate that Article 244(A) remains a vital and non-negotiable demand of the people of Dima Hasao and Karbi Anglong and any attempt to dilute or misrepresent its relevance will be met with united resistance from the masses.

We stand firm in our commitment to uphold the constitutional safeguards meant for the hill tribes of Assam and continue our peaceful and democratic struggle for the implementation of Article 244(A).
