Member (Administration), Capacity Building Commission Dr. Alka Mittal delivered the Keynote Address at COMET 2026, the annual career guidance festival of Indian Institute of Technology (IIT) Roorkee, as a part of Karmayogi Sadhana Saptah 2026.

Earlier in the day, she met Prof. K K Pant, Director, IIT Roorkee, and deliberated on the areas of possible collaboration between IIT Roorkee and Capacity Building Commission.

The keynote address, titled “The Power of Inclusion: Redefining Leadership in the 21st Century,” aligned with the three core sutras of Sadhana Saptah—Technology, Tradition, and Tangible Outcomes—and emphasized the need for nurturing inclusive, future-ready leadership among India’s youth.

In her address, the Dr Alka Mittal highlighted that leadership in today’s world is no longer defined by authority or hierarchy, but by empathy, adaptability, and inclusion.

Drawing from India’s civilizational ethos, she underscored that “Unity in Diversity” is not merely a cultural ideal but a core leadership principle.

Elaborating on the idea of inclusive leadership, she broadened its scope beyond gender to encompass regional diversity, linguistic and cultural plurality, socio-economic inclusion, and interdisciplinary collaboration.

Dr Mittal underlined that inclusion is a driver of innovation and excellence, noting that diverse teams consistently outperform homogeneous ones.

Addressing the students, she described India’s youth as catalysts of inclusive change, emphasizing that leadership is not a future designation but a present-day mindset. She encouraged them to step beyond their comfort zones, engage with diverse perspectives, and cultivate openness and curiosity.

Emphasizing on the importance of platforms like COMET, she noted that such initiatives act as a bridge between students and changemakers, creating spaces for mentorship, inspiration, and exposure beyond textbooks. These interactions, she said, play a crucial role in transforming potential into purpose.

Quoting Swami Vivekananda, she concluded by emphasizing the importance of dedication to one’s present responsibilities as the foundation for higher leadership roles, urging students to view leadership as a journey of continuous self-improvement and service.

The session witnessed enthusiastic participation from students of IIT Roorkee, who engaged in meaningful dialogue on leadership, leaving an impact by inspiring young minds to embrace inclusive values and align their aspirations with the larger goals of nation-building.

The participation of the Capacity Building Commission in COMET 2026 reflects its continued commitment towards fostering a new generation of leaders equipped to navigate complexity with empathy, inclusivity, and purpose.

In the inspiring spirit of Sadhana Saptah and on the occasion of Public Sector Day, it is a moment of great pride to celebrate a significant milestone in leadership development within India’s public sector.

The 𝗗𝗔𝗞𝗦𝗛 𝗗𝗶𝗸𝘀𝗵𝗮𝗻𝘁 𝗦𝗮𝗺𝗮𝗿𝗼𝗵 – Convocation Ceremony of the inaugural batch of 𝗗𝗔𝗞𝗦𝗛 (𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗼𝗳 𝗔𝘀𝗽𝗶𝗿𝗮𝘁𝗶𝗼𝗻, 𝗞𝗻𝗼𝘄𝗹𝗲𝗱𝗴𝗲, 𝗦𝘂𝗰𝗰𝗲𝘀𝘀𝗶𝗼𝗻 & 𝗛𝗮𝗿𝗺𝗼𝗻𝘆) – was successfully organised on 10th April 2026 at the SCOPE Convention Centre, New Delhi.

DAKSH, a flagship initiative of the Capacity Building Commission (CBC), Government of India, and the Standing Conference of Public Enterprises (SCOPE), is a strategic effort to build a future-ready leadership pipeline across CPSEs through a structured 12-month journey integrating learning, coaching, and real-world application.

The inaugural cohort of 73 officers, launched on 21st April 2025, undertook this transformative journey with McKinsey & Company (Knowledge Partner) and IIM Ahmedabad (Academic Partner), bringing together global expertise and academic excellence.

The ceremony was graced by 𝗦𝗵𝗿𝗶 𝗔𝗷𝗶𝘁 𝗦𝗲𝘁𝗵, former Cabinet Secretary and Chairperson, PESB, as the Chief Guest. In his address, he underscored the importance of values-driven leadership and continuous learning in strengthening public institutions, inspiring participants to lead with vision and integrity.

Distinguished dignitaries who addressed the gathering included 𝗦𝗵𝗿𝗶 Atul Sobti (DG, SCOPE), 𝗗𝗿. Alka Mittal (Member Admin, CBC), 𝗦𝗵𝗿𝗶 Amit Khera (Senior Partner, McKinsey & Company), 𝗣𝗿𝗼𝗳. Bharat Bhasker (Director, IIM Ahmedabad), 𝗦𝗵𝗿𝗶 𝗞. 𝗣. 𝗠𝗮𝗵𝗮𝗱𝗲𝘃𝗮𝘀𝘄𝗮𝗺𝘆 (Chairman, SCOPE & CMD, NBCC), and 𝗦𝗵𝗿𝗶 Adil Zainulbhai (former Chairperson, CBC), whose insights added immense value to the occasion.

The program has received overwhelmingly positive feedback, with participants demonstrating strong commitment and engagement—contributing meaningfully to the vision of strengthening leadership across CPSEs.

As part of the ongoing Karmayogi Sadhana Saptah, the Capacity Building Commission organised a Samuhik Charcha on “𝗜𝗺𝗽𝗮𝗰𝘁 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗼𝗳 𝗟𝗲𝗮𝗿𝗻𝗶𝗻𝗴 𝗮𝗻𝗱 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗣𝗿𝗼𝗴𝗿𝗮𝗺𝘀.”

The session brought together experts from training institutes, Ministries/Departments/Organisations (MDOs), subject-matter experts, and industry practitioners to exchange perspectives on how impact is being assessed in practice.

The discussion focused on the varied approaches adopted across institutions and industry, highlighting both structured frameworks and evolving practices used to evaluate learning outcomes. It also brought out the key challenges and limitations in measuring impact, particularly in linking training interventions to behavioural change and organisational outcomes.

The charcha enabled a candid and constructive dialogue on what works, what remains difficult to measure, and where greater alignment and innovation are needed in strengthening impact assessment practices.

Through such engagements, the Capacity Building Commission continues to foster evidence-informed, outcome-focused capacity building under Mission Karmayogi.

As part of under , the Capacity Building Commission (CBC) & Karmayogi Bharat, with Govt Odisha, organised a workshop on “Reimagining Capacity Building for Grassroots Governance” at Krushi Bhavan, Bhubaneswar.

The workshop was inaugurated by Shri Rabi Narayan Naik, Hon’ble Minister of Panchayati Raj, Drinking Water & Rural Development, who launched key digital tools under the Capacity Building for Viksit Panchayat initiative—an AI-enabled WhatsApp Chatbot & e-learning modules.

He highlighted strong grassroots institutions are central to Indian democracy & achieving Viksit Bharat requires continuous capacity building, digital empowerment, behavioural change, & data-driven planning.

The session began with a welcome address by Sri Girish S.N., IAS, Commissioner-cum-Secretary, PR&DW Department, emphasising competency-based learning.

Dr. R. Balasubramaniam, Member (HR), CBC, set the context by emphasising the shift towards continuous learning and citizen-centric governance.

The event was graced by Shri Rajesh Kumar Singh, Joint Secretary, Ministry of Panchayati Raj, and Smt. Madhusmita, Director, SIRD Odisha, along with SIRD directors from other states.

The need to integrate learning with practice and strengthen institutions like NIRD&PR and SIRDs was also emphasised, alongside State exhibitions.

The program saw so much engagement and participation that it extended beyond the formal sessions, with dedicated post-workshop sessions organised to deepen the discussions. A post-workshop session at SIRD Bhubaneswar, facilitated by Shri Sumeet Singh, Director, CBC, focused on implementation approaches with SIRD directors. Another session at CYSD, facilitated by Shri Shaba Ahmad, Consultant, CBC, engaged Panchayat representatives & Secretaries on learner-centric approaches and community engagement, with discussions on field-level application.

The programme saw 200+ in-person participants and 13,000+ online viewers, advancing a learning-driven, tech-enabled ecosystem for grassroots governance.

As part of Sādhana Saptah, the Capacity Building Commission (CBC) hosted Dr. Rajiv Pankaj, Director of Education & Skills at FICCI, to advance the strategic roadmap for the Global Digital Capacity Building Alliance (GDCBA).

In a landscape of rapid technological disruption, Dr. Vashima Shubha, Advisor at CBC, articulated the decisive vision of Mission Karmayogi for transforming public officials into agile, ethically-grounded leaders capable of navigating the digital frontier.

The conversation explored opportunities for collaboration between CBC and FICCI in shaping the Alliance’s engagement architecture, particularly by strengthening public-private partnerships, enabling structured knowledge exchange, and building a robust ecosystem for national and global impact.

State-Level Consultative Workshop: Odisha Contributes to National Dialogue on Performance-linked Capacity Building

The Government of Odisha organized a State-Level Consultative Workshop on “Institutionalizing Capacity Building: From Training to Performance-linked Governance” in Bhubaneswar yesterday.

The workshop was inaugurated by Dr. R. Balasubramaniam, Member (HR), Capacity Building Commission, who emphasized the importance of linking capacity building with performance and governance outcomes. The session was also graced by Smt. Chithra Arumugam, Director General, Gopabandhu Academy of Administration, and attended by Dr. Monalisha Lenka, Deputy Director General, Gopabandhu Academy of Administration, along with senior officers and representatives from various departments.

As part of the workshop, departments were divided into four groups based on key thematic areas, including:
• Unified framework for role-based capacity building
• Strengthening training institutions
• Leveraging technology and AI
• Revisiting cadre-based training systems

Each group engaged in detailed discussions on their respective themes, focusing on identifying challenges, sharing practical experiences, and developing actionable solutions. The exercise was structured and participatory, with each group presenting its key outcomes and recommendations. The discussions reflected a strong commitment towards making capacity building more continuous, integrated, and aligned with governance priorities.

Speaking on the occasion, Dr. R. Balasubramaniam said:“Mission Karmayogi is one of the world’s largest change management efforts. It is not about completing courses, but about learning, reflecting, and applying that learning to improve how we serve citizens. Platforms like iGOT provide the opportunity, but the real impact comes when we connect learning to our role and use it in our daily work.”

The workshop forms part of a national process, and the insights generated will contribute to the National Departmental Summit scheduled in May 2026, where the next phase of capacity building reforms under Mission Karmayogi will be shaped.

Overall, the workshop was a comprehensive and meaningful exercise, highlighting the importance of collaborative thinking and practical solutions in strengthening capacity building systems in the State.
