District-Level Committee Meeting on Jal Jeevan Mission and Swachh Bharat Mission Held under Pakyong District
Pakyong, June 01 (IPR): The District-Level Committee Meeting on the Jal Jeevan Mission (JJM) and Swachh Bharat Mission-Gramin (SBM-G), was chaired by District Collector, Pakyong, Ms Pari Bishnoi, at the Rurban Complex, Pakyong today.
The meeting aimed to assess the implementation of Jal Jeevan Mission 2.0 and Swachh Bharat Mission-Gramin and strengthen coordination among stakeholders, enhance documentation and reporting mechanisms through the online portal, while focusing on sustainable management of water supply and sanitation infrastructure across the district.
The meeting was attended by Additional District Collector (ADC), Pakyong, Mr Pulkit; ADC (Development), Mr Sangay Gyatso Bhutia; Chief Education Officer, Mr Narayan Mishra; DE Zilla, Mr Kailash Sharma; District Information Officer, Information and Public Relations Department, Ms Deeki D Bhutia; Welfare Officer, Social Welfare Department, Ms Sunita Dahal; Block Development Officers (BDOs) from various blocks, Assistant Directors (PRI), along with representatives from Gram Panchayat Units (GPUs), members from District Water and Sanitation Committee(DWSC ) and officials from various line departments.
Addressing the gathering, DC Pakyong, Ms Pari Bishnoi highlighted the significance of both JJM and SBM as flagship Government of India initiatives aimed at improving the quality of life through access to safe drinking water and better sanitation practices. She stressed the importance of understanding the roles and responsibilities of all stakeholders involved in implementing the schemes and underscored the need for utilisation of the resources through proper planning, operation and maintenance mechanisms, and user-charge systems supported by Panchayat tide funds.
In addition, she presented a detailed overview of the Panchayat Meeting Action Plan and elaborated on the objectives and key features of JJM 2.0. She informed that the mission focuses on ensuring that every rural household has access to a functional tap connection supplying safe and adequate drinking water. She also stressed the need for rectification in the time of system breakdowns and strengthening the ownership of rural water supply infrastructure by Gram Panchayats through effective Operation and Maintenance (O&M) mechanisms.
Highlighting the responsibilities of Gram Panchayats, she called for focus on water quality monitoring, accountability, asset management, equitable service delivery, human resource development and strengthening village-level water governance structures.
She explained the fields to be updated on the JJM portal, including household and institutional details, source-to-tap asset registers, water quality data, Sujalam Shakti initiatives, functionality and service delivery records, O&M finances, user-charge systems, grievance redressal mechanisms, and repair and escalation trackers.
Further, DC Pakyong advised all stakeholders to seek clarifications whenever required and directed every Gram Panchayat to establish Sujalam Shakti Committees and nominate Nal Jal Mitras to strengthen grassroots-level implementation and monitoring of the mission.
Additionally, ADC Pakyong, Mr Pulkit urged the stakeholders to accelerate the implementation of both SBM and JJM, while emphasising on the importance of updating information on the JJM portal to showcase the district’s progress at the national level.
He also encouraged the conduct of Information, Education and Communication (IEC) activities across Gram Panchayats to raise awareness about water and sanitation. He further stressed the need to identify and train local manpower, including barefoot engineers to support Jal Jeevan Mission activities and initiatives such as Sujalam Shakti and Nal Jal Mitra.
ADC (Development), Mr Sangay Gyatso Bhutia, highlighted the importance of the Swachh Bharat Mission-Gramin and elaborated on the provisions of the Solid Waste Management Rules, 2016, noting that GPUs would serve as key implementing agencies. He outlined the responsibilities of local bodies, institutions and communities in ensuring effective waste management at the grassroots level.
He stressed the need for proper waste segregation, identification of Bulk Waste Generators (BWGs), and adoption of scientific waste management practices to create cleaner and healthier villages. He then highlighted the importance of systematic waste collection, recycling and environmentally safe disposal mechanisms.
In addition, he shared various action plans and provisions being implemented under SBM-G and called for a collective effort from all stakeholders, concerned departments and Village Water and Sanitation Committees to ensure the successful implementation of JJM 2.0, supported by proper documentation and timely data entry on the portal.
District Engineer, Zilla, Mr Kailash Sharma, presented an overview of the works undertaken under Jal Jeevan Mission in the district and informed on the various measures adopted by the department to strengthen the implementation of JJM 2.0.
During the meeting, various deliberations on portal management, block-level responsibilities, provisions and capacity-building measures required for the successful implementation of Jal Jeevan Mission 2.0 and Swachh Bharat Mission-Gramin in the district were discussed.
