SRINAGAR JUNE 02:- Deputy Commissioner(DC) Srinagar, Akshay Labroo today chaired a meeting here at the Meeting Hall of DC Office Complex to review the progress of Jal Sanchay Jan Bhagidari Abhiyan 2.0 under Jal Shakti Abhiyan - Catch the Rain Campaign in the District.

The meeting was attended by Additional District Development Commissioner, Rifat Aftab Qureshi, Chief Planning Officer, Fayaz Ahmad Dar, Joint Commissioner SMC, Suhai ul Islam, Superintending Engineer Hydraulic, Er Ambreen Anjum, Assistant Commissioner Development, Tariq Ahmad, SDM East, Zubair Ahmad, Executive Engineers of I&FC, Water Works Division, Rural Water Works, UEED, SMC, City Drainage, SMC, LCMA, Block Development Officers and other concerned.

At the outset, the Deputy Commissioner emphasized the need for effective inter-departmental coordination to achieve the objectives of the campaign. He directed stakeholder Departments to ensure timely completion of ongoing works and stressed the importance of creating sustainable rain water harvesting systems & ground water recharging systems across the district to augment availability of water.

The DC directed the Jal Shakti Department to continue the geo-tagging of water sources and recharge structures, while extending technical support to Panchayats in identifying and implementing suitable water conservation interventions. He also emphasized the need to intensify IEC activities across the District to promote awareness on water conservation, sustainable water management and community participation in safeguarding water resources.

Emphasizing the importance of collective action, the DC stated that water conservation is a shared responsibility and called upon all Departments to adopt a coordinated and proactive approach for the successful implementation of Jal Sanchay Jan Bhagidari Abhiyan 2.0 throughout the District.

The DC directed the Education Department to promote rooftop rainwater harvesting structures in educational institutions and conduct awareness programmes among students. He further asked the Education Department to identify “Jal Doots” and “Student Water Champions” in Schools who can serve as ambassadors for water conservation and help promote sustainable water management practices.

The Agriculture Department was directed to promote water-efficient farming practices, including micro-irrigation techniques and to generate awareness among farmers about water-saving crops. The Irrigation and Flood Control Department was instructed to prioritize watershed management, rejuvenation of water bodies, desilting of canals and ponds and the creation of groundwater recharge structures. The Rural Development Department was asked to leverage MGNREGA for the development of rainwater harvesting structures, soak pits, village ponds and greywater management facilities, while also undertaking awareness campaigns at the Panchayat level.

The Forest Department was directed to undertake extensive plantation drives, conserve water bodies within forest areas, and support geo-tagging initiatives. The Housing and Urban Development Department was asked to promote rooftop rainwater harvesting systems in urban areas, rejuvenate urban water bodies, and intensify public awareness activities on water conservation.

The ICDS Department was instructed to encourage similar interventions in Anganwadi Centres and strengthen community outreach efforts, with a special focus on enhancing the role of women in water conservation.

SRINAGAR JUNE 01:- Deputy Commissioner (DC) Srinagar, Akshay Labroo, on Monday chaired a review meeting of senior Revenue Officers at the Conference Hall of the DC Office Complex to assess tehsil-wise progress on key revenue matters & delivery of revenue related services.

The meeting was attended by Additional Deputy Commissioner Srinagar, Mir Imtiyaz Ul Aziz, Additional Deputy Commissioner, Aadil Fareed, SDM West Irfan Bahadur, SDM East Zubair Ahmad, Assistant Commissioner Revenue Umar Gulzar all Tehsildars and other concerned.

At the outset, the DC reviewed the status of various revenue-related initiatives and commended the dedicated efforts of Officers and field functionaries in accelerating the digitisation process and ensuring the timely completion of assigned targets and emphasized the need to sustain the momentum and ensure the timely completion of the remaining tasks and reforms within the prescribed timelines.

During the meeting, the DC was informed that Srinagar district comprises 137 villages, each having its own Jamabandi record, all of which shall be uploaded on the designated portal. He was further informed that to ensure accuracy and transparency, the digitised records were taken to the villages and read out in public. Registers shall also be maintained in each village to record grievances raised by residents, thereby ensuring community participation in the verification process.

While reviewing the implementation of the online portal, jkzameensudar.jk.gov.in, the DC stressed the need for the timely redressal of grievances registered on the portal and directed Officers to clear any pendency at the earliest. He also emphasized the uploading of complete Jamabandi records in PDF format.

During the meeting, the DC also reviewed the status of the PM SVAMITVA Scheme, sub-parcelization of mother maps The DC directed the concerned Officers to ensure completion of targets under these initiatives in a time-bound manner.

The DC further urged the Officers to continue working with dedication and professionalism to strengthen public confidence in the Revenue Administration and ensure efficient, transparent and citizen-centric service delivery within the PSGA timelines across the District.

SRINAGAR MAY 25: Deputy Commissioner (DC) Srinagar, Akshay Labroo today chaired a meeting of the District Level NCORD Committee to review the impact and progress achieved under the ongoing 100-day anti-drug campaign being implemented across the district.

Senior Superintendent of Police(SSP), Dr. Sundeep Chakravarthy was also present in the meeting.

The meeting was attended by Regional Transport Officer Kashmir, Qazi Irfan, Additional Deputy Commissioner Srinagar, Aadil Fareed, SP Headquarter, Umar Shah, IAS Probationer, Alfred Thomas, SDM West, Irfan Bahadur, SDM East Zubair Ahmad and Officers from Excise, Drug Control Organisation, DYS&S, heads of ATF’s and Officers of other concerned departments.

At the outset, the meeting held a comprehensive review of the District’s anti-drug strategy, enforcement actions and preventive interventions undertaken during the ongoing 100-days anti-drug Jammu and Kashmir Nasha Mukt Abhiyan.

During the meeting, it was informed that intensified enforcement operations and coordinated action against drug peddling networks have yielded significant results across Srinagar district.

Giving detailed figures, the meeting was informed that 84 FIRs have been registered under NDPS cases and 117 persons have been arrested during the ongoing campaign. It was further reported that 100 driving licences and 46 vehicle Registration Certificates (RCs) linked to NDPS-related violations have been suspended to date, as part of sustained and strict enforcement measures aimed at disrupting drug networks and deterring drug-related activities in the district.

The meeting was further informed that licences of 17 chemists were suspended for violations related to drug regulations and unauthorized handling of controlled substances. In addition, red entries have been recorded in revenue records against identified drug peddlers to strengthen legal and administrative action against repeat offenders.

Additionally, illegal properties worth nearly Rs 40 crore linked to drug peddlers have been attached or demolished in Srinagar as part of the intensified crackdown on narcotics networks and illegal assets generated through drug trafficking.

The Deputy Commissioner and SSP appreciated the coordinated efforts of all departments and agencies involved in the campaign and emphasized the need to sustain the momentum through continued enforcement, public participation and preventive outreach initiatives.

On the occasion, the DC directed all concerned departments to further strengthen inter-departmental coordination and intensify action against drug peddlers and trafficking networks to ensure a drug-free and safer environment in the District. He emphasized renewed focus and coordinated efforts to curb drug abuse and dismantle the ecosystem supporting narcotics trafficking in Srinagar District.

The DC further stressed the importance of a multi-pronged strategy combining strict law enforcement with awareness generation, counselling and rehabilitation measures to effectively tackle the menace of drug abuse, particularly among youth.

The SSP Srinagar reiterated the commitment of the Police in collaboration with civil authorities towards sustained action against narcotics-related activities and called for active support from the public in identifying and reporting drug-related offences.

The meeting also reviewed measures related to intensified surveillance of identified hotspots and vulnerable areas, close monitoring of repeat offenders, strict regulation of pharmaceutical outlets, and effective implementation of awareness programmes across the district. It further deliberated on strengthening counselling support and rehabilitation initiatives for affected individuals, with a focus on ensuring a coordinated, sustained, and outcome-oriented response to the drug menace.

SRINAGAR MAY 25:- The District Administration Srinagar’s Rolling Trophy Inter College Cricket Tournament 2026, organized under the Youth Empowerment and Engagement Programme, today concluded with a valedictory function held at SP College Srinagar, marking the successful culmination of the Inter-College sporting event.

Deputy Commissioner(DC) Srinagar Akshay Labroo presided over the valedictory ceremony as the Chief Guest and formally felicitated the winning and runner-up teams with trophies, medals, and certificates of appreciation.

The event was also attended by Chief Planning Officer Srinagar, Fayaz Ahmad Dar, Nodal Principal, Kashmir Division Colleges, Seema Naaz, IAS Probationer Alfred Thomas, Principal SP College, Dr. Haris Izhar Tantray, Principal Gandhi Memorial College, Masood Ahmad, District youth Services & Sports Officer, Ghulam Hassan, besides enthusiastic participants from students and faculty members of various City Colleges.

During the valedictory address, the DC emphasized that initiatives under the Youth Empowerment and Engagement Programme are designed to provide constructive avenues for young people, encouraging them to actively participate in academic, cultural, and sports-related activities. He reiterated that such platforms play a crucial role in channelizing youth energy in a positive direction and strengthening community engagement at the grassroots level.

The DC emphasized that the District Administration Srinagar will provide similar platforms to students to showcase their talent by organizing events including cultural feast, entrepreneur feast, science & technology events under 12 month long under the Youth Empowerment and Engagement Programme to nurture sporting talent and build a strong sports culture within the district. The DC commended the efforts of the organizing Committee, Nodal Principal Colleges Kashmir, SP College and sports coordinators for ensuring the smooth conduct of the tournament by involving youth in constructive and healthy pursuits. He stated that the event also play a key role in promoting sportsmanship, youth engagement, physical well-being and awareness against social evils through constructive extracurricular activities under the broader framework of the Nasha Mukt Jammu and Kashmir Abhiyan.

While highlighting the ill effects of the drug menace, the DC also underlined the counselling, treatment, and rehabilitation facilities available in Srinagar District for individuals affected by drug addiction and substance abuse, particularly at IMHAANS and through the Tele-MANAS platform. The DC said these facilities are playing a vital role in providing psychological support, medical assistance, counselling services, and rehabilitation to victims of drug abuse, while also helping families cope with the social and emotional impact of addiction.

During the valedictory function, the Deputy Commissioner felicitated the winning and runner-up teams with trophies, medals and certificates of appreciation. He also felicitated the best performers of the event.

The tournament witnessed enthusiastic participation from different Government Degree Colleges across District Srinagar, bringing together talented young cricketers in both men’s and women’s categories.

In men’s Category Gandhi College lifted the title whereas Amar Singh College won the Runner Up Trophy. Mozain from Gandhi College was declared as the Player of the Match while Faheem from Gandhi College as Player of the Series.

In Women's Category Government College for Women M.A.Road lifted the Title while Gandhi College won the Runners Up Trophy.

Masrat - Women's College M.A. Road was announced as the Player of the Match as well as Player of the tournament for her brilliant all round performance.

SRINAGAR MAY 25:- The Deputy Commissioner (DC) Srinagar, Akshay Labroo today conducted a comprehensive visit to Bone and Joint Hospital and the Sunner Kul Bund Road behind Super Specialty Hospital Shreen Bagh to inspect ongoing traffic decongestion measures and infrastructure upgradation works around key healthcare facilities in Srinagar district.

The visit aimed at assessing the progress of ongoing interventions undertaken to streamline vehicular movement and improve accessibility for patients, attendants and staff visiting the hospitals.

At Bone & Joint Hospital , the Deputy Commissioner reviewed the development of an alternate entry gate to the Bone & Joint Hospital, construction of ramps & small Link Road connecting the main road with the Parking facilities through the Bund side along Bone and Joint Hospital Barzulla aimed at reducing congestion at the main gate and ensuring smooth passage for ambulances and other emergency vehicles.

While taking an on-site assessment of the new parking facility developed to address space constraints around the hospital, the DC was informed that the parking space for attendants and hospital staff is almost completed and will be made functional by June 15, 2026.

The DC also reviewed the progress on improvement works of alternate hospital entry gate to minimize bottlenecks to reduce roadside congestion, particularly during peak hours. He was informed that this part of the project is also nearing completion.

On the occasion, the DC directed all concerned departments to work in close coordination and ensure early completion of the works to facilitate smooth movement of ambulances and vehicles carrying patients, while reducing traffic interruptions in the larger public interest.

Later, the Deputy Commissioner inspected the progress of the Sunner Kul Bund Road development behind the Super Specialty Hospital as part of traffic decongestion and management measures in the critical medical zone surrounding the SMHS Hospital, Super Specialty Hospital and Dental College.

The road development forms part of the broader mobility improvement and traffic regulation plan along the Nawab Bazar–Kaksaraie–Darish Kadal corridor aimed at streamlining vehicular movement through the Sunner Kul route.

During the inspection, the DC carried out an on-site assessment of the ongoing works being executed to improve mobility and decongest the critical medical area around the hospitals. He was informed that the alternate route project is nearing completion and that protection works, utility relocation and allied development works within the corridor have already been completed.

The DC said that the dedicated parking facilities around the high-priority hospital zone encompassing SMHS Hospital, Dental Hospital and the Super Specialty Hospital would prevent roadside congestion and facilitate smoother access for patients, attendants and emergency vehicles along the Nawa Bazar–Kak Saraie–Darish Kadal corridor via the Sunner Kul bund link. He directed the executing agencies to expedite the remaining works under the project by June 10, 2026, emphasizing the need to prioritize interventions ensuring swift patient movement and timely ambulance access while minimizing inconvenience to local residents, traders and commuters.

The DC said the ongoing initiatives, including alternate access routes, expanded parking facilities and improved traffic management are expected to improve vehicular movement and make hospital access more convenient for patients and attendants. He added that the District Administration is actively implementing traffic decongestion measures across Srinagar, especially around major healthcare institutions to ease congestion and facilitate smoother movement in surrounding areas.

SRINAGAR MAY 22:- In connection with upcoming holy month of Muharram-ul-Haram, the Deputy Commissioner (DC) Srinagar, Akshay Labroo Friday held a consultative meeting with representatives of prominent Shia Associations here at Meeting Hall of the DC Office Complex in order to seek suggestions from stakeholders for ensuring better facilities for the mourners and smooth conduct of religious processions.

The meeting was attended by Additional District Development Commissioner, Rifat Aftab Qureshi, Additional Deputy Commissioner, Mir Imtiyaz Ul Aziz, Additional Deputy Commissioner, Aadil Fareed, RTO, Kashmir, Qazi Irfan, SP Headquarter, Umar Shah, Joint Commissioner SMC, Nuzhat Khurshid, Chief Planning Officer, Fayaz Ahmad Dar, Assistant Commissioner Development, Tariq Ahmad, SDM West, Irfan Bahadur, S.E KPDCL, Syed Ahmad Wani, S.E Hydraulic, Er. During the interaction, the Deputy Commissioner sought suggestions from the representatives of Shia Associations to ensure the smooth, peaceful and well-coordinated conduct of Muharram processions during the upcoming holy month. The participants highlighted various issues, concerns and demands pertaining to arrangements and civic amenities, which were heard in detail by the Deputy Commissioner. The DC assured them that all genuine grievances and demands would be addressed in a time-bound and prioritized manner.

While appreciating the cooperation, discipline and coordination extended by the mourners during the last years, the DC also sought continued support from all stakeholders, religious bodies, and community representatives to ensure the peaceful, orderly and dignified conduct of Muharram processions and allied religious gatherings this year.

The Deputy Commissioner stated that the objective of the meeting was to ensure that all basic arrangements are put in place well in advance by the District Administration to facilitate mourners during Muharram.

The DC added that arrangements pertaining to electricity and water supply, repair and maintenance of internal roads, cleanliness and sanitation measures, repair of street lighting, provision of additional ration, transport and parking facilities and first aid medical services are being prioritised. He further informed that necessary instructions have already been issued to all concerned departments for their timely ex*****on and effective on-ground implementation.

SRINAGAR, MAY 22:- Deputy Commissioner(DC) Srinagar, Akshay Labroo and Commissioner Srinagar Municipal Corporation (SMC), Faz L*l Haseeb Friday visited Yatra Transit Camp at Pantha Chowk to review the onsite arrangements being put in place for the smooth and seamless conduct of the upcoming Annual Shri Amarnath Ji Yatra (SANJY)-2026.

The visit was aimed to ensure seamless arrangements and better facilities for devotees traveling to the Shri Amarnathji cave during the annual pilgrimage, halting at the Transit camp, Panthachowk.

During the visit the Deputy Commissioner was accompanied by SSP Security, Kashmir, Sajad Khaliq, Additional Deputy Commissioner Aadil Fareed, IAS Probationer, Alfred Thomas, SP Headquarter, Umar Shah, Deputy Commandant (IR), K.Sahu, Joint Commissioner SMC, Syed Abu Qasim, SDPO Panthachowk Zohaib Ahmad, Superintending Engineer Hydraulic, Er. During the visit, the DC and SMC Commissioner carried out an inspection of the Yatri Facilitation Centre and took stock of its readiness to manage and facilitate pilgrim-related services. They reviewed the facilities and infrastructure being established at the Transit Camp regarding KYC/RFID registration, accommodation, sanitation, drinking water supply, power availability, healthcare facilities, security, traffic management and other essential services.



On the occasion, the DC and SMC Commissioner also inspected the readiness of Yatri Facilitation Center, which will handle critical services such as e-KYC verification, RFID card distribution and registration process to streamline the pilgrimage process, thereby ensuring streamlined movement, better crowd management and an efficient pilgrimage experience for the Yatris.

The DC and SMC Commissioner also held detailed interactions with Officers from various line Departments and comprehensively reviewed the preparedness measures undertaken to ensure a smooth, efficient and hassle-free experience for the pilgrims. They assessed the overall coordination mechanism, operational readiness and service delivery framework being put in place for the upcoming Yatra.

Emphasizing pilgrim comfort and convenience, the Officers stressed the need for close coordination among all Departments to ensure timely completion of works and augmentation of essential services at the Transit Camp. They laid special focus on maintaining sanitation standards, ensuring availability of clean drinking water, uninterrupted power supply and other civic amenities, besides strengthening facilities at Langars (community kitchens) to provide wholesome meals to the pilgrims.

During the visit, the DC was informed that a sufficient number of bathrooms, urinals and mobile toilets have been established at the Transit Camp for the convenience of the Yatris. He was also apprised that, besides a dedicated water supply to the camp, standby water storage tanks with a cumulative capacity of 80,000 litres have been installed to cater to the needs of the visiting pilgrims at the halt camp.

On the occasion, the DC directed all line Departments to ensure that all arrangements and facilities are completed in a time bound manner to facilitate the smooth conduct of this year’s Annual Yatra.
