The All India Chakma Studentsโ Union (AICSU) has welcomed the significant direction issued by the National Human Rights Commission (NHRC) in connection with the tragic death of a minor Chakma girl who was illegally employed as a live-in domestic worker in Roing, Arunachal Pradesh.
The complaint was filed before the Commission on behalf of AICSU raising serious concerns regarding illegal child labour, suspected human rights violations, and procedural lapses in the investigation conducted by local authorities.
Upon examining the findings of its Investigation Division, the NHRC observed that the minor girl, aged about 13 years, was illegally engaged as a live-in domestic worker, in violation of the Child and Adolescent Labour (Prohibition and Regulation) Act, 1986 and the Juvenile Justice (Care and Protection of Children) Act, 2015.
Taking serious note of the lapses in the investigation, the Commission has recommended that the inquiry into the death of the minor girl be transferred to the Central Bureau of Investigation (CBI) to ensure a fair, independent, and child-sensitive investigation.
Further, the NHRC has issued a Show Cause Notice to the Chief Secretary of Arunachal Pradesh, asking why monetary compensation of โน10,00,000 (Ten Lakhs) should not be recommended in favour of the next of kin of the deceased child for the violation of her human rights.
The Commission also directed the State Government to initiate criminal proceedings against those responsible for the illegal employment of the minor, conduct departmental inquiry against officials who failed in their duty, and strengthen the implementation of child protection laws and monitoring mechanisms in the state.
AICSU stated that the Commissionโs directions mark an important step towards justice, accountability, and protection of vulnerable children. The Union urged the Government of Arunachal Pradesh to fully comply with the directions of the NHRC and ensure that justice is delivered without delay.
AICSU reiterated its commitment to upholding human rights, protecting children, and ensuring justice for the victim and her family.
