Today, the District-Level Consultative Meeting of the Arunachal ST Bachao Andolan Committee (ASTBACLSDU), Lower Subansiri District Unit, was successfully conducted at Blue Pine Hotel Pai Gate, Hapoli

The meeting witnessed active participation from youth representatives, members, and concerned citizens who came together to discuss crucial issues related to APST verification, protection of indigenous rights, tribal identity, and the objectives of the High-Powered Committee (HPC).

Key discussions focused on safeguarding the constitutional rights of genuine indigenous tribal communities, strengthening public awareness, collecting district-level inputs, and enhancing community participation in the ongoing movement.

The gathering also provided a platform for valuable suggestions, open discussions, membership enrollment, and the adoption of district-level resolutions for submission to the State Committee.

The Government of Arunachal Pradesh will convene a Consultative Meeting on issues relating to the Protection of Indigenous Tribal Rights, ILP Framework, and APST matters on 27th May 2026 at the State Banquet Hall, Niti Vihar.

The meeting will bring together Community-Based Organisations (CBOs), student bodies, legal experts, civil society organisations, stakeholders, and concerned representatives under the chairmanship of the Hon’ble Chief Minister of Arunachal Pradesh.

In a significant development, the Chief Minister’s Office (CMO) has officially invited the leadership of the Arunachal ST Bachao Andolan Committee (ASBAC) for a crucial consultative meeting tomorrow, May 27, 2026.

The letter, issued by PS to Chief Minister T.T. Charu, comes in response to the committee's formal representation submitted on May 22 regarding key community grievances and reforms.

Core Objective: To protect the constitutional safeguards, indigenous identity, and demographic security of the genuine tribal people of Arunachal Pradesh against illegal infiltration and documentation fraud.

Key Demands:
1. APST Re-Verification: Immediate statewide verification of all Arunachal Pradesh Scheduled Tribe (APST) certificates using high-security, biometric-linked systems to eliminate fake lineage claims.
2. Non-APST Offspring Loopholes: Strict legal and administrative safeguards regarding inheritance, land rights, and tribal status for offspring of APST women married to non-APST individuals.

3. ILP Digitalization: A complete overhaul of the Arunachal Pradesh ILP Guidelines, 2026. This includes setting up a dedicated ILP Department, live QR/biometric tracking, and CCTV-monitored border checkposts.

4. Statewide Detection Drives: Establishing district-level verification committees (comprising administration, police, CBOs, and Gaon Burahs) to flag illegal infiltration and forged identity networks.

Ultimatum: The committee demands an official, live-telecasted consultative meeting with the government within 6 days. Failure to respond will compel indigenous organizations to launch intensified, peaceful public protest movements.

​"Our Chairman had stated that if our memorandum does not achieve success within the 6-day timeframe given, a bandh call could be made at that time.

​However, 'democratic means' does not strictly imply a bandh call. It could mean anything—it could be a rally, or it could be a dharna (sit-in protest). Therefore, the public should not be confused; there is no bandh call right now. Whenever a bandh call is officially declared, everyone will be informed.

​Declaring a bandh call is not an easy task. We should not encourage bandh calls, no matter what. In fact, we ourselves discourage bandhs, but sometimes it happens out of sheer compulsion.
​I would like to make a request to our government and our Honorable Chief Minister—please advise your team and your administration not to take such extreme measures.

​Instead of bringing in security forces from outside and spending resources on that, invite us. Call the top leaders. Sit down together over a cup of tea and a samosa, and discuss the issues!
​When will this happen? If it takes a year, let it take a year; if it takes six months, let it take six months. Doing this will solve everything! There will be no need for a dharna, no need for a rally, and no need for a bandh call."
