Building Infrastructure & Alliances at NAS Sigonella!
Meet Elisa, a Local National Construction Manager with ROICC Sigonella at NAVFAC EURAFCENT! 🇮🇹 🇺🇸

THE ACTION:
Elisa oversees major infrastructure initiatives at NAS Sigonella. She previously managed the overhaul of the U.S. Naval Hospital’s HVAC system—coordinating complex crane lifts and penthouse construction while keeping the hospital fully operational without disrupting patient care.

THE MISSION:
Leveraging native fluency and local technical expertise, Elisa bridges the gap between U.S. Navy standards and Italian construction practices. Her seamless coordination with host-nation contractors keeps projects compliant, on schedule, and aligned with fleet readiness across the Mediterranean.

THE MORALE:
"Working here is like working in a foreign country just a few kilometers from where you were born," says Elisa. "Local national employees create a vital bridge between U.S. and local culture—an asset that strengthens our team every day."

🏀 UPPING THE GAME AT NAVSTA ROTA! ⚓️🇪🇸

We are proud to partner with Naval Station Rota, Spain's Public Works Department to deliver these newly renovated outdoor basketball courts for our unaccompanied housing barracks residents!

Through the Barracks Task Force initiative, our teams worked together to overhaul the court surfaces, apply fresh paint/striping, and install brand-new, durable backboards to directly improve quality of life for our Sailors

Kudos to the Public Works team for driving this project to completion! 👷‍♂️💪

👷‍♂️ Kenneth Gould (ROICC Rota) – Construction Engineer of the Year
Managed $31M+ in complex airfield projects, delivering critical improvements ahead of schedule to enable joint-force operations.

⚓️ BU2 Chance Freeman (ROICC Naples) – Construction Engineering Technician of the Year
Oversaw 7 key projects valued at $5M+, handovers occurred up to 60 days early, and became the first Second Class Petty Officer in EURAFCENT to earn his Engineering Technician Qualifications!

Both Ken and BU2 Freeman will now represent EURAFCENT at the NAVFAC enterprise-wide level. Thank you for your incredible dedication to the mission! 🇺🇸

NAVFAC Europe, Africa, Central joined the 31st Fighter Wing at Aviano Air Base, Italy, to cut the ribbon on the new, modernized Area 1 Entry Control Point (ECP)!

This vital project upgrades installation force protection, streamlines base traffic, and ensures our defenders have the modern facilities they need to execute their mission. NAVFAC EURAFCENT Operations Officer Cmdr. Andrew Winkler spoke alongside 31st FW leadership to highlight the joint-force dedication that brought this project across the finish line.

From engineering design to final construction, NAVFAC delivers the backbone of joint warfighter readiness. 💪

This Independence Day is especially significant as we also celebrate the 250th anniversary of the United States Navy. For two and a half centuries, Sailors and civilians have answered the call to serve, safeguarding our nation's interests and supporting peace and security around the world.
