FACTS ABOUT H.E. MRS. ROSINA //HOABES, AMBASSADOR OF THE REPUBLIC OF NAMIBIA TO JAPAN

H.E. Mrs. Rosina //Hoabes, is the Ambassador Extraordinary and Plenipotentiary of the Republic of Namibia to Japan, with concurrent accreditation to the Republic of Korea. She assumed her appointment on 7 January 2026, following her commissioning on 8 December 2025. Her professional career spans across local government administration, education and politics where she held key positions inclusive of municipal roles (Mayor, Deputy Mayor, and Chairperson of Management Committee of Swakopmund Municipality). She served in national and international organizations, such as Association of Local Authorities for Namibia (ALAN), and United Cities of local Government of Africa (UCLGA) and the United Cities of Local Government (UCLG). As part of being a public servant, she served as Deputy Director of Rural Development for the Erongo Regional Council (2006–2020), District Coordinator and member of the Central Committee for the SWAPO Party Women’s Council. Her educational background includes Master of Business Administration (MBA), Master of Education (M.Ed.), Bachelor of Education (B.Ed) and various other qualifications.

Today, H.E. Ambassador Rosina //Hoabes held a productive meeting with Mr. Shintaro Takano, Senior Director, and Mr. Udagawa Naomichi Africa Division 3, JICA, to discuss key areas of cooperation between Namibia and the Japan International Cooperation Agency (JICA).

The discussions focused on strengthening collaboration through flagship programmes such as the Kizuna Exchange, ABE Initiative, Agrinet, the JICA Chair Programme, and ongoing support towards the Sustainable Development Goals (SDGs). The meeting also explored new opportunities aligned with Namibia’s national priorities, including education, agriculture, logistics, digital transformation, and climate resilience.

Ambassador //Hoabes expressed appreciation for JICA’s longstanding partnership and reaffirmed Namibia’s readiness to deepen cooperation that contributes to sustainable development and shared prosperity. She further requested the possibility of increasing scholarship opportunities and programme intakes for Namibians, noting the growing demand for advanced training and capacity‑building initiatives.

The Embassy will continue to engage JICA and relevant stakeholders to ensure these programmes deliver meaningful and lasting impact for the Namibian people.

“The Ambassador of the Republic of Namibia to Japan held a productive meeting with Ms. Yuko Ota, Manager, and Ms. Nao Fujisaka, Recruitment Officer of Borderlink, a reputable recruitment company specializing in the placement of Assistant Language Teachers (ALTs) across Japan.



The discussion focused on strengthening collaboration between the Embassy and Borderlink to create pathways for young, educated Namibians to access employment opportunities as ALTs in Japanese schools. With Japan’s aging population contributing to a growing demand for international educators, the Embassy recognizes a meaningful opportunity to support Namibia’s youth while contributing to Japan’s education sector.



This initiative aligns with Namibia’s broader efforts to address youth unemployment, promote skills development, and encourage cultural exchange. By facilitating access to Japan’s ALT programmes, the Embassy aims to empower Namibian graduates to gain international experience, enhance their professional growth, and serve as cultural ambassadors of Namibia within Japanese communities.

The meeting focused on strengthening cooperation and exploring opportunities for Namibia's participation in the forthcoming Korea-Africa Economic Cooperation (KOAFEC) Ministerial Conference, as well as related development initiatives.

Strengthening Educational Partnerships

H.E. Mrs. Rosina //Hoabes, Ambassador of Namibia to Japan accompanied by Ms. Rebecca Iyambo, Minister Counselor and Mrs. Martha Kanu, Second Secretary Political and Economic paid a courtesy visit to Totsuya International School, in Tokyo where they met with Mr. Kazunari Yoshizumi, Administrator, and members of the school's leadership.

The discussions focused on exploring opportunities for educational cooperation between Totsuya International school with Namibian schools with similar curriculum including potential student-to-student exchange programmes, people-to-people engagement, and collaboration in areas of mutual benefit.

The Ambassador also had the opportunity to sit in classroom sessions and experience first-hand the school's interactive teaching approach and multicultural learning environment. The Embassy welcomed the school's strong interest in strengthening ties with Africa and its commitment to providing an inclusive environment for international students.

The Embassy of the Republic of Namibia looks forward to further engagement as it undertakes the necessary due diligence and explores opportunities to build meaningful educational partnerships that benefit both Namibia and Japan.
