The national government, through the Ministry of Finance, is pushing for the introduction of an E-Government Procurement system. While it is being presented as a step towards transparency, in reality, it will disadvantage local traders from doing business with counties.
Under this system, every procurement,even for simple items like tissue paper will be placed openly online. This automatically gives an upper hand to individuals and companies with advanced knowledge of the system, while sidelining ordinary business people who live and operate in the villages.
We firmly oppose the EGP system because it is a calculated move by the national government to control and micromanage counties, an act that threatens and undermines the very spirit of devolution.
