Yesterday, Tuesday 21, May 2024, during it’s afternoon sitting, the House adopted the report of Procedure, Rules, Powers and Privileges Committee on the Review of the Assembly Standing Orders pursuant to section 14 of the County Government Act, 2012, as read with Assembly Orders 236. The report was Tabled by the Leader of the Majority coalition, Hon. Mohamed Abdi Farah, on behalf of the Committee.
The Committee, Chaired by Hon. Speaker Abdi idle Gure, was constituted during the first sittings of the 3rd Garissa County Assembly pursuant to standing 208.
Having adopted its first Standing Orders, the Assembly turned new page in discharging its Constitutional Mandate. The Speaker Hon Abdi Idle Gure applauded the Hon. Members for their invaluable contribution to the development of the Standing Orders.
The Speaker also commended the efforts of the Assembly service, led by the Clerk Mr. Mohamud A. Santur.
The Speaker informed the House that he has elaborate plans to take the Hon. members for extensive training so as to ensure proper application of the Standing Orders.
With the new Standing Orders, the hours of meetings will be 9AM and 2:30PM on Tuesday and Wednesday, with the remaining weekdays allocated for Committee Meetings.
The approval of the new Standing Orders now allows the County Executive Committee Members (CECM) to answer any question concerning a matter for which the Member is responsible on every Wednesday afternoon on the floor of the House, unlike in the previous Standing Order where they could submit the answers to the statement pertaining to the functions of their department through the chairperson of the House committees.
The Assembly has transitioned from interim Standing orders to its own, conforming to the Constitution of Kenya 2010, the County Government Act, 2012 and other relevant statutes. The new Standing Orders are effective immediately.
