The Homa Bay County Assembly has adopted the Report of the Trade, Industry, Tourism, Cooperative Development and Marketing Committee on the status of SACCOs and Cooperative Societies in Homa Bay County for the Financial Year 2025/2026.
The report was presented before the House by the Vice Chairperson of the Committee, Hon. David Hamilton,(Kagan) and seconded by Hon. Paul Barry, a Member of the Committee.
In considering the report, the Committee assessed the performance and development of the cooperative sector, focusing on registration, governance, compliance, capacity building, inspection, revival of dormant societies and the overall support provided to Cooperative Societies. The Committee noted that the sector remains important in promoting savings, access to credit, financial inclusion, enterprise development and economic empowerment.
COMMITTEE FINDINGS AND RECOMMENDATIONS
1. The Committee found that governance, financial management and leadership gaps still affects some Cooperative Societies. It recommended continuous training, technical support and post-registration mentorship to strengthen their management and sustainability.
2. The Committee noted low compliance with statutory requirements, including delayed audits, Annual General Meetings and financial reporting. It recommended stronger inspections, audit support and compliance monitoring.
3. The Committee observed that although some dormant societies had been revived, many remained inactive. It recommended structured interventions to revive and strengthen inactive societies.
4. The Committee noted that inactive Cooperative Forums and limited resources affected coordination and service delivery. It recommended strengthening the forums and providing adequate resources to Cooperative Officers.
5. The Committee identified automation, the County Cooperative Bill and a Cooperative Mediation Centre as key priorities. It recommended fast-tracking these initiatives and providing adequate resources for their implementation.
6. The Committee further recommended increased budgetary support and stronger partnerships to ensure sustainable implementation of cooperative development programmes.
The Committee stressed that strengthening SACCOs and Cooperative Societies will not only improve governance and accountability but also create greater opportunities for financial inclusion, enterprise growth and economic empowerment across Homa Bay County.

The Homa Bay County Assembly hosted student leaders from different universities and colleges who hail from Ndhiwa Constituency on Wednesday, 12th August 2026, for an educational visit aimed at enhancing their understanding of governance and the legislative process. The visit, organised through the Ndhiwa University and Colleges Students Association (NUCSA), brought together 40 student leaders.
During the visit, the student leaders had an opportunity to observe live County Assembly proceedings and gain firsthand knowledge of legislative procedures. They also learned about the constitutional roles of the County Assembly in legislation, oversight and representation, giving them a practical understanding of the Assembly's mandate.
The student leaders further interacted with Assembly officials and gained practical insights into county governance and public participation. The visit provided a valuable opportunity to connect their academic knowledge with real-life experiences while inspiring them to become responsible, informed and ethical future leaders.
The County Assembly remains committed to supporting educational visits that expose young people to democratic institutions, promote civic engagement and nurture informed citizens who can contribute positively to the development of Homa Bay County and Kenya.

Pursuant to Standing Order No. 25(3) of the Homa Bay County Assembly Standing Orders, the County Assembly has adjourned its sittings for a 33-day recess, effective Thursday, 13th August 2026. The House is scheduled to resume sittings on Tuesday, 15th September 2026.
In his communication to the House, the Speaker noted that the Assembly had made considerable progress in its legislative work, as demonstrated by the number of Bills, reports and policies considered and adopted during the period.
The Speaker urged Members to uphold and defend the integrity of the Assembly while continuing to discharge their constitutional mandates of legislation, oversight and representation in accordance with Article 185 of the Constitution of Kenya, 2010, and Section 8 of the County Governments Act, 2012.
He further called on Assembly Committees to expedite pending business for consideration by the House and urged Assembly Officers to facilitate the timely processing of legislative proposals and Bills ahead of the next sitting.
The Speaker encouraged Members to use the recess to reconnect with their constituents and families and take time to rejuvenate. He, however, reminded them that the House may be recalled for a Special Sitting during the recess in accordance with Standing Order No. 26.
