ELGEYO/MARAKWET COUNTY ASSEMBLY APPROVES KSHS 10 BILLION BUDGET ESTIMATES FOR FY 2026/2027.

Tuesday, June 30, 2026 – Elgeyo/Marakwet County Assembly Chambers

The Elgeyo/Marakwet County Assembly has today approved the County Government’s Budget Estimates for the Financial Year 2026/2027, amounting to Kshs 10,076,621,585.00.

The Budget Estimates were tabled by the Chairperson of the Budget and Appropriations Committee, Hon. Benjamin Cheptiony, who presented the Committee’s report and sought the House’s approval in accordance with Section 131(1) of the Public Finance Management Act, 2012. The Act requires the County Assembly to consider and approve the budget estimates, with or without amendments, before the enactment of the relevant Appropriation Act by June 30 each year.

The approved budget comprises Kshs 4,647,906,541.00 for development expenditure and Kshs 5,428,715,044.00 for recurrent expenditure.

The approval of the budget marks a significant milestone in the County’s planning cycle and paves the way for the timely implementation of development projects and the continued delivery of essential public services during the 2026/2027 financial year.

APPROVAL OF NOMINEES TO THE COUNTY PUBLIC SERVICE BOARD.

The County Assembly has today approved the appointment of Mr. Paul Yator as the Chairperson and Mr. Alex Kipchirchir Cheruiyot as a Member of the County Public Service Board.

The approval followed the adoption of the Report of the Committee on Appointments, tabled by the Leader of the Majority Party, Hon. Stephen Cheruiyot.

The appointments were approved pursuant to Section 58A(8) of the County Governments Act, No. 17 of 2012.

COUNTY ASSEMBLY VETS GOVERNOR’S NOMINEES TO THE COUNTY PUBLIC SERVICE BOARD.

The Elgeyo/Marakwet County Assembly Committee on Appointments, chaired by the Speaker, Hon. Lawi Kibire, today conducted the vetting of nominees submitted by the Governor for appointment to the County Public Service Board.

The vetting and approval hearings were undertaken in accordance with Article 196 of the Constitution of Kenya, 2010, Section 7 of the Public Appointments (County Assemblies Approval) Act, 2017, and Standing Order 48 of the Elgeyo/Marakwet County Assembly.

The nominees who appeared before the Committee were:

• Mr. Paul Yator – Nominee for Chairperson, County Public Service Board
• Mr. Alex Kipchirchir Cheruiyot – Nominee for Member, County Public Service Board

Following the hearings, the Committee will retreat to deliberate on the suitability of the nominees and prepare its report. The report will thereafter be tabled before the House for consideration.

HOUSE COMMITTEE CONDUCTS FACT-FINDING MISSION ON THE COUNTY ALCOHOLIC DRINKS CONTROL ACT, 2014

The County Assembly Committee on Administration Justice,Public Service and Ict conducted a fact finding mission on the alcoholic joint inspection prior to license award conducted by the Directorate of Alcoholic Drinks and other stakeholders.

The Committee, led by its Chairperson Hon. Paul Suter, visited all the five Sub-County offices and held consultative engagements with respective Deputy County Commissioners; who included Mr.John Odhiambo (Assistant County Commissioner, Chesongoch, representing Kerio Valley DCC Mr.Peter Lekitasharan), Mr. Festus Kimeu (Marakwet East), Mr. Haron Omoset (Marakwet West),Mr. Micheal Odurwa (Keiyo North), and Ms. Bridgid Mulongo (Keiyo South).

The Committee held productive discussions with National Government administrators, focusing on strengthening collaboration with the County Government. Key areas of discussion included; liquor licensing criteria, compliance & enforcement, conflict of interest, counterfeit, alcohol control, multi-agency coordination, and the need to review the existing legal framework.

Deputy County Commissioners in Elgeyo/Marakwet County Co-chair the Sub-County Liquor Licensing Boards alongside County Sub-County Administrators, as stipulated in the Elgeyo/Marakwet County Alcoholic Drinks Control Act, 2014.

The Committee will now proceed to compile a comprehensive report capturing its findings and recommendations, which will be tabled before the County Assembly for consideration and adoption.

MCA FOR ENDO WARD SWORN INTO OFFICE

The newly elected Member of County Assembly (MCA) for Endo Ward, Hon. Festus Kirop, has today been officially sworn into office by the Speaker of the County Assembly, Hon. Lawi Kibire.

Hon. Kirop is no stranger to leadership, having previously served as the MCA for Endo Ward during the First County Assembly (2013–2017).His return to office marks a continuation of experienced leadership and representation for the people of Endo Ward.

The seat fell vacant earlier this year following the demise of the late Hon. Jeremiah Biwott.

COUNTY ASSEMBLY APPEARS BEFORE SENATE.

The Elgeyo/Marakwet County Assembly yesterday appeared before the Senate Standing Committee on National Cohesion, Equal Opportunity and Regional Integration.

The Assembly delegation was led by the Speaker, Hon. Lawi Kibire, and the Clerk, Ms. Jane Kiptum-Mutai, while the Senate Committee was chaired by Senator Mohammed Chute (Marsabit).

The meeting followed a resolution by the Senate Committee to inquire into the representation of Kenya’s diversity within the staff demographic composition of the Elgeyo/Marakwet County Assembly. Key areas of focus included; gender balance, inclusion of Persons with Disabilities (PWDs), age distribution, and ethnic representation.

The Committee also sought to establish the mechanisms put in place by the Assembly to ensure adequate representation of PWDs, women, and minority groups in its workforce.

Further, the Senate Committee reviewed the Assembly’s compliance with the Public Procurement and Asset Disposal Act, 2015, particularly in response to audit reports for the Financial Years 2022/2023, 2023/2024, and 2024/2025.

Additional areas of scrutiny included affirmative action measures being implemented, audit assessments from previous years, and recent recruitment processes undertaken by the Assembly.

The Senate Committee expressed satisfaction with the responses provided and commended the Assembly’s leadership and staff for their professionalism.

The engagement forms part of the Senate’s oversight mandate to ensure public institutions uphold principles of inclusivity, transparency, accountability, and adherence to statutory requirements.

HOUSE HEALTH SERVICES COMMITTEE JOINS SENATE STANDING COMMITTEE ON HEALTH ON OVERSIGHT VISIT.

The Elgeyo/Marakwet County Assembly Sectoral Committee on Health Services, yesterday evening, joined the Senate Standing Committee on Health Services on an oversight visit to Iten County Referral Hospital (ICRH).

The County Assembly team was led by Hon. Justine Mutwol, while the Senate delegation was headed by the Committee Chairperson, Senator Jackson Mandago.

The joint exercise forms part of the Senate’s nationwide oversight programme aimed at assessing the status of health facilities, service delivery, and the implementation of health projects across counties.

During the visit, members reviewed key operational areas at the facility, including infrastructure, staffing levels, availability of medical supplies, Social Health Authority (SHA) services, automation systems, and the overall quality of healthcare delivery.

The objective of the visit was to identify existing gaps and recommend practical interventions to enhance service delivery for residents.

Other members of the Senate Health Committee present, who had earlier visited Tambach Sub-County Hospital, included Senator Richard Onyonka (Kisii) and Senator Kiprono Chemitei (Baringo).
