Today, Hon. Jeruto Kiptalla moved a motion of Urgent County importance on the deteriorating health services in Baringo County.

This follows recent reports where several residents have tragically lost their lives while seeking treatment in public health facilities due to delayed emergency medical attention, inadequate critical care services, shortages of medicines, delayed referrals and systemic failures within the county healthcare system; circumstances that raise serious concerns regarding the County Government's discharge of its constitutional obligations.

Hon. Jeruto in her motion noted that every preventable death arising from systemic failure in healthcare service delivery represents not only a human-led tragedy but also a grave failure of public administration and governance, and demands immediate accountability from those entrusted with the management of the county health sector.

After a lengthy deliberation and in line with the motion, the House resolved that:

1.The County Executive Committee Member (CECM) for Health Services shall appear before the County Assembly within seven (7) days to table a comprehensive report on the state of healthcare services in Baringo County.

The report shall explain the circumstances surrounding the recent reported loss of lives allegedly linked to delayed emergency medical intervention and inadequate healthcare services and indicate the corrective measures undertaken to prevent recurrence.

2. The County Executive shall table the County's Emergency Medical Care Policy, including the legal and administrative framework governing emergency treatment, ambulance deployment, referral systems, stabilization of emergency patients, staffing levels, response timelines and coordination among all county health facilities.

3. The County Executive shall provide a comprehensive report on the implementation of the Social Health Authority (SHA) in Baringo County, detailing measures being undertaken to ensure that no resident is denied treatment because of administrative or financial barriers.

4. The County Executive shall submit an inventory of all county health facilities indicating staffing levels, availability of essential medicines, functionality of ambulances, theatres, laboratories, intensive care units, oxygen plants, blood transfusion services and other critical medical equipment.

5. The County Executive shall within thirty (30) days present to the House a comprehensive Health Sector Recovery Plan containing clear timelines, budgetary commitments and measurable interventions to restore efficient healthcare services throughout the county.

6. The relevant Committee of the County Assembly shall immediately commence an inquiry into the state of healthcare service delivery in Baringo County and report its findings and recommendations to the House within forty-five (45) days.

The Assembly's Health Services Committee led by the Chairperson Lemlem Nixon joined the Department of Health and Stakeholders to review and validate:
i. The draft Facility Improvement Financing (FIF) Regulations
ii.. The draft Community Health Services (CHS) Regulations
iii. Proposed Ammendments and Recommendations

The FIF Regulation allows public health facilities to retain and directly utilize revenue generated from user fees, insurance reimbursements and other approved sources leading to financial autonomy, availability of essential supplies, enhanced service delivery, increased accountability and support for Universal Health Coverage (UHC).

The Health Services Regulations (HSC) provide the framework for organizing and managing health services across the county leading to improved governance, standardization of service dellivery, strengthened primary health care and better human resource management.

Today, the Assembly hosted a delegation of 62 pupils and 7 teachers from Bartolimo Comprehensive School in Saimo Kipsaraman Ward on an educational tour of the Baringo County Assembly. The delegation led by the Headteacher Mr. Wesley Kangwony, was received by the area MCA, Hon. John Aengwo, who also serves as a member of the Speaker's Panel.

During their visit, the delegation had the opportunity to observe a live plenary sitting, which was presided over by their area MCA, Hon. John Aengwo in his capacity as the Temporary Speaker. The session gave the pupils firsthand experience of the Assembly's legislative proceedings and the role of Members of the County Assembly in representing the people.

The pupils and their teachers also paid a courtesy call to the Office of the Speaker, Hon. Vincent Kemboi, LL.B, Speaker of the Baringo County Assembly. While welcoming the learners, the Speaker encouraged them to remain committed to their education and uphold discipline as they pursue their dreams.

"Education is the foundation upon which great leaders are built. Remain focused, work hard, embrace discipline, and never stop believing in your potential. The future of Baringo and our nation rests in your hands," said Speaker Hon. Vincent Kemboi.

Earlier today, The County Assembly of Baringo hosted Reverend Wesley Chelagat, who led a delegation of 14 representatives from the African Inland Church (AIC), Ossen DCC for the Assembly's monthly prayer fellowship.

The prayer session, held on the first Monday of every month brought together Members of the County Assembly (MCAs) and members of staff in a moment of worship, reflection, spiritual renewal and prayer as they sought God's guidance in the discharge of their duties.

Speaking during the fellowship, the Speaker Hon. Vincent Kemboi emphasized the importance of seeking God's guidance in public service, saying, "As leaders entrusted with serving the people of Baringo, we remain committed to upholding integrity, unity and wisdom in our decision-making. These monthly prayers remind us that effective leadership is grounded in faith, humility and service."

The Clerk of the County Assembly Ms. Winnie Chemase also underscored the significance of the monthly prayer meetings, noting, "The Assembly values these moments of spiritual reflection which strengthen our commitment to professionalism, teamwork and the faithful ex*****on of our constitutional mandate in service to the people of Baringo."

County Assembly of Baringo Strengthens Oversight Through Capacity Building Workshop on Bunge Mashinani Review

The County Assembly of Baringo has reaffirmed its commitment to effective oversight, accountability, and public participation through a capacity-building workshop aimed at reviewing the implementation of the Bunge Mashinani programme conducted in Eldama Ravine Sub-County in early 2025.

The workshop brought together members of three key Assembly committees—Public Investments and County Public Accounts Committee (PICPAC), Water Committee, and the Committee on Implementation—to assess the impact of the outreach programme and identify areas requiring enhanced oversight and citizen engagement.

The capacity-building initiative was facilitated by Transparency International (TI) Kenya in partnership with the Baringo Social Civic Forum (BASCOF), a community-based organization operating within Baringo County, alongside a selected media team.

The engagement sought to strengthen the capacity of Members of the County Assembly and technical staff in addressing governance, transparency, and accountability concerns raised by residents during the Bunge Mashinani forums.

The Transparency International team was led by Ms. Philomena Mbaye and included Ms. Shirtly Wangusi and Mr. Tom Juma. The BASCOF was led by Mr.Philip Tomno, Isaac Chelal ,Amos Chemuna and Caroline Jebet ,While the County Assembly's technical team was headed by Mr. Renson Kachike , supported by the chairpersons of the three participating committees.

Speaking during the workshop, facilitators emphasized the critical role of County Assemblies in ensuring prudent utilization of public resources and responding effectively to concerns raised by oversight institutions and the public. Participants engaged in discussions focusing on the findings and recommendations arising from the Eldama Ravine Bunge Mashinani engagements.

A key area of concern highlighted during the deliberations was the need for timely and comprehensive responses to audit queries raised by the Office of the Auditor-General (OAG) and reports from the Office of the Controller of Budget (CoB). Participants noted that addressing these issues effectively would enhance accountability, improve service delivery, and strengthen public confidence in county institutions.

The workshop also provided an opportunity for committee members to review their oversight mandates and explore strategies for monitoring the implementation of Assembly resolutions and recommendations. Emphasis was placed on the importance of collaboration between oversight committees, county departments, civil society organizations, and citizens in promoting transparent governance.

The review of the Bunge Mashinani programme underscored the significance of taking parliamentary services closer to the people, enabling residents to directly engage with their elected representatives and contribute to the county's development agenda.

As the County Assembly of Baringo continues to strengthen its oversight role, the workshop is expected to enhance the capacity of members and staff to effectively address audit concerns, monitor project implementation, and promote accountability in the management of public resources for the benefit of the people of Baringo County.

Today, The County Assembly of Baringo Speaker Hon. Vincent Kemboi LLB, Speaker Baringo County Assembly. received Officers from the Commission on Administrative Justice (Office of the Ombudsman) led by Vice-Chairperson Ms. Dorothy Jemator, who paid a courtesy call to the Assembly to evaluate the implementation and progress of the Access to Information framework within the Assembly.

The visit focused on strengthening transparency, accountability, and public participation by assessing how citizens can access vital public information under the Financing Locally-Led Climate Action (FLLoCA) Program, which is being implemented in partnership with the National Treasury, in line with Article 35 of the Constitution and the Access to Information Act, 2016.

The discussions also centered on enhancing record management systems, public communication channels and compliance mechanisms to ensure wananchi receive timely and accurate information from public institutions.

The County Assembly of Baringo Health Services Committee led by Chairperson Hon. Lemlem Nixon jointly with the Budget and Appropriations Committee and the Public Accounts and Investments Committee (PAIC), held a consultative meeting with the County Department of Health Services led by Dr. Solomon Sirma, Lwala and representatives from the Council of Governors(CoG) to deliberate on the challenges facing the health sector in Baringo County and explore sustainable mitigation measures.

The meeting which brought together Assembly committees, the Department of Health, Lwala and development partners, aimed to:

1. Present evidence on the current health financing gaps and priority intervention areas.

2. Sensitize members of the Health Services and Budget Committees on the impact of underfunding key health programmes.

3. Promote dialogue between policymakers and health stakeholders on budget priorities.

4. Advocate for increased and equitable allocation of resources towards essential health services.

4. Identify actionable recommendations for improving sector budgeting and expenditure efficiency.

The meeting underscored the importance of accountability, sustainable financing and people-centered healthcare solutions.

The Chairperson, Hon. Lemlem emphasized the need for unity, transparency and informed decision-making in addressing the challenges affecting the health sector, while re-affirming the shared commitment to improving service delivery and enhancing the well-being of residents across the county.
