MANDATE

The Mandate of the Board is provided for under Section 59 of the County Government Act, 2012 as follows:

Establish and abolish offices in the County Public Service. Appoint persons to hold or act in offices of the County Public Service including the Boards of cities, and urban areas within the County and to confirm appointments. Exercise disciplinary control over, and remove, persons hol

ding or acting in those offices as provided for under this act. Promote in the County Public Service the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010. Evaluate and report to the County assembly on the extent to which the values and principles referred to Articles 10 and 232 are complied with in the County Public Service. Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in the counties

As the new members of the County Public Service Board step into office, the signatures appended before HE Governor George Natembeya are more than ink on paper.

Isaiah 43:18–19 truly came alive during the CPSB Prayer Breakfast as Bishop Reverend Winnie Wanyonyi delivered a timely and stirring message on “New Beginnings.”

Her exhortation to the new Board was both practical and deeply rooted in Scripture—anchored on four key pillars to guide a fresh and purposeful start:

1. Give God First Priority
Drawing from Matthew 6:33, she emphasized that true success begins with seeking God above all else. When God is placed first, direction, provision, and clarity naturally follow.

2. Be a Faithful Steward
Referencing 1 Corinthians 4:2, Luke 12:42–44, and 1 Peter 4:10, the call was clear—stewardship is non-negotiable. Leadership is a trust, and faithfulness in managing resources, responsibilities, and people is what sustains impact.

3. Love Your Work and Do It Wholeheartedly
With insight from Ecclesiastes 9:10 and Jeremiah 48:10, she challenged the Board to serve with diligence and passion. Excellence is not accidental; it is a product of commitment and intentional effort.

4. Embrace Unity with Purpose
Quoting Psalm 133 and Genesis 11:6–7, she highlighted the power of unity. When people align around a shared vision, nothing becomes impossible—but when divided, even the strongest efforts falter.

This was more than a sermon—it was a strategic blueprint for leadership. As the new Board steps into its mandate, the foundation has been firmly set: prioritize God, steward faithfully, work wholeheartedly, and remain united in purpose.

A truly remarkable and historic moment as we witnessed the first-ever CPSB Prayer Breakfast, graciously presided over by Bishop Reverend Winnie Wanyonyi of Calvary Chapel. The occasion was not only a time of reflection and fellowship but also marked the official dedication of offices for the new Board members—a significant milestone that sets the tone for the journey ahead.

In her powerful sermon titled “New Beginnings,” Bishop Wanyonyi reminded us that every single day presents an opportunity to start afresh. No matter the past, the present always carries the seed of renewal. She emphasized the importance of maintaining a positive attitude, noting that mindset is the foundation upon which meaningful progress is built.

The formation of the new Board signals more than just leadership transition—it represents a fresh opportunity to reset, realign, and pursue growth with clarity and purpose. The Trans Nzoia County Public Service Board is now fully constituted and ready to undertake the responsibilities ahead following the appointment and swearing-in of its Third Board by HE Governor George Natembeya during a colourful ceremony.

The newly appointed Board comprises:

Joyce Nakhanu Wamalwa – Chairperson
Dr. David Lwangale – Member
Dr. Scholastica Nalobile – Member
Henry Bunyasi – Member
Luka Naibei – Member
Eng. Isaac Muturi – Member

They join Board Secretary CS. Edgar Imbamba, who has been serving in the position for about six months, thereby completing the full composition of the Board.

With the new team now fully in place, it is set to embark on the demanding task of strengthening public service management and advancing institutional performance in Trans Nzoia County.
