Kwale County Executive Committee Member for Agriculture, Livestock and Fisheries, Roman Sherah, conducted a follow-up visit to Nyalani Farmers Cooperative Ltd in Kinango Sub County to assess the progress of ongoing agricultural initiatives and engage with cooperative members on strategies to enhance productivity.

During the visit, Sherah reaffirmed the county government's commitment to supporting farmer cooperatives as key drivers of food security, economic empowerment, and sustainable agricultural development. He encouraged farmers to embrace modern farming practices, strengthen cooperative management, and maximize the available irrigation infrastructure to increase production.

The discussions focused on the cooperative's achievements, existing challenges, and priority interventions required to improve agricultural production and value addition. Farmers highlighted the importance of continued technical support and reliable irrigation systems to enhance profitability.

The CECM assured members that the Department of Agriculture, Livestock and Fisheries will continue working closely with the cooperative and other stakeholders to address emerging challenges and strengthen agricultural value chains across Kwale County. He emphasized that empowering organized farmer groups remains central to the county's agenda of improving household incomes and ensuring food security.

The follow-up visit reflects the county government's continued commitment to monitoring the implementation of agricultural programmes and ensuring that investments in irrigation and farmer organizations translate into tangible benefits for local communities.

IMPLEMENTATION SUPPORT MISSION COURTESY MEETING

Kwale Governor H.E. Fatuma Achani this morning hosted a delegation from the World Bank under the Kenya Marine Fisheries and Socio-Economic Development (KEMFSED) Project.

The delegation, led by Task Team Leader Mr. Ben Miranga, is in Kwale County for the final Implementation Support Mission as the KEMFSED Project approaches its closure in September this year.

In her remarks, Governor Achani expressed her gratitude to the World Bank and the entire project implementation team for their invaluable support to the County Government of Kwale throughout the project period.

She noted that the initiative has delivered significant benefits to the people of Kwale, particularly in the areas of the blue economy, education, and social safeguards.

Mr. Miranga commended Governor Achani’s administration and the county officers involved in implementing the project, noting that their commitment and dedication have greatly contributed to the successful ex*****on of various interventions.

Through the KEMFSED Project, Kwale County has benefited from scholarship grants, community grants, and the development of fisheries infrastructure, all of which have had a positive impact on livelihoods and socio-economic development across the county.

The County Government of Kwale through the Department of Agriculture, Livestock and Fisheries Division, continues to push for sustainable use of our ocean resources through Joint Co‑Management Area -JCMA.
The Government efforts are now making major strides by setting up marine closures – locally known as 'tengefu' – to boost fish productivity and restore the health of the coastal ecosystems which are now at a critical implementation stage. The department team is working hand‑in‑hand with BMUs and they have successfully mapped designated areas for marine closures in:

· 🐟 Kibuyuni BMU
· 🐟 Funzi BMU

These mapping exercises are not more than just planning – they are about building community buy‑in and raising awareness among BMU members across the broader JCMAs.

Tengefus are not about closing doors – they’re about opening opportunities for fish stocks to recover, livelihoods to improve, and our ocean to thrive .

As part of the County Government’s ongoing commitment to sustainable fisheries management and improved livelihoods, the Department of Agriculture livestock and Fisheries Division has officially commenced the Beach Management Unit (BMU) Performance Assessment has across all 24 BMUs in Kwale County – from Jimbo BMU in Lungalunga Subcounty to Mwamdudu BMU in Kinango Subcounty.

The 2 day activity kicked off with a refresher training for all fisheries officers – from Kwale County Government and Kenya Fisheries Service (KeFS) stationed in Kwale.

Officers were taken through the assessment tools, scoring matrix, and evidence based verification methods to ensure fair, transparent, and impactful evaluations.
The County Director Fisheries Mbarak Mapapa said:
“The award scheme is not just about rewards – it’s about behaviour change, voluntary compliance, and building a sustainable fisheries future for our coastal communities.”
Using the BMU Award Scheme Scoring Matrix, teams are reviewing:
• Governance & meeting minutes
• Financial management (bank statements, audit reports)
• Catch data & patrol reports
• Implementation of CMA/JCMA plans
• Membership licensing & registers
• Conflict resolution & by law enforcement
Winning BMUs and individuals will receive:
• 🏆 Trophies & certificates
• 📚 Learning & mentorship programmes
• 🎣 Fishing gears, ice boxes, fish display boxes
• 🤝 Exchange visits & business equipment

ISSUANCE OF FISHING GEARS TO VANGA AND JIMBO BMUs.

Kwale County Deputy Governor Chirema Kombo graced the issuance of fishing gears to Vanga and Jimbo Beach Management Units in Vanga Ward in LungaLunga Sub-County.

Kwale County Government has continued its endless efforts in boosting the Fishing sector where more than 60 modern fishing boats have been given to fishermen and constructed more than 50 fish ponds and 9 equipped landing sites along the coastal line for fish preservation and value addition.

The gears included 10 outboard engine, four solar freezers, five hand held GPS,39 vertical longline,48 cooler boxes among other gears.

Addressing Vanga residents, the Deputy Governor outlined the Government's efforts to bring difference and better the sector by partnering with different partners.

"We want to change our County and we are moving to the right direction. We bring different stakeholders to make fishing better as it is a source of livelihood particularly along this coastal communities." Chirema said.

On her side the Acting Director Kenya Fisheries Services Daisy Muriuki said the National Government works hand in hand with the County Governments to improve the economic growth of the fishing communities in the Country.

"The National Government works together with County Governments and partners to make sure there is evenly distribution of resources to all the fishing communities and readily market for the product." Muriuki added.

Vanga residents led by Borihani Mashamba the Chairperson of the BMUs thanked the County Government's efforts and said the equipment has improved their fishing production.

"We thank the County Government's efforts they have transformed our lives and increased our fish production." Mashamba added.

Present were CEC for Agriculture Livestock and Fisheries Roman Shera, Elizabeth Mulwa Director Kenya Fisheries Services in charge of Coastal Region, Vanga Ward MCA Yusuf Mbwana and other National and County Government officials.

KWALE COUNTY DEPARTMENT OF AGRICULTURE, FISHERIES & LIVESTOCK RECEIVES VEHICLE TIRES FROM WOMEN-LED COMPANY IN BOOST TO WOMEN EMPOWERMENT

THURSDAY 10th APRIL 2025.

Kwale Department of Agriculture Livestock and Fisheries received vehicle tires from Birikani Solution Women Company Limited from Mwavumbo Ward.
The Company delivered a total of 10 tyres.

The tyres were received by the Procurement Officer of the department Mishi Mwangaza.
Speaking during the occasion, Mishi said the department is adhering to the Governor's directive that County Government tenders must be awarded to the local women and youth companies to boost their living standards.

Our County Government works different from others and we follow the directive of our boss and we have empowered the youth and women and there is a big positive change to our women economy." Mishi said.

Her sentiments were echoed by the Director of the Company Mariam Mbodze Ndurya saying that the initiative has enabled women to be self reliant in the community hence reducing burden of responsibilities to their men.

"This initiative has really helped and now we can provide in our families and the living standards change," Mbodze added.

Over 490 Companies have been formed in Kwale and over 200 of them secured tenders with the County Government since Governor Fatuma Achani assumed office in 2022.

*GOVERNOR ACHANI LEADS FISH HARVESTING EXERCISE IN MKONGANI, MATUGA*

Kwale County Governor Fatuma Achani, accompanied by her Deputy Chirema Kombo, presided over a fish harvesting exercise at Amani Self-Help Group ponds in Maponda, Mkongani Ward, Matuga Sub-County.

The fish harvesting activity involved freshwater ponds established under a sub-project that received a total grant of KSh 2.9 Million. The initiative aims to improve household income through pond culture of freshwater tilapia.
The project is implemented by Kwale County Government under the Kenya Marine Fisheries and Socio-Economic Development Project, with funding support from the World Bank.

During the exercise, a total of 540 kilograms of freshwater tilapia was harvested from two ponds. The ponds had initially been stocked with 4,000 fingerlings in September, yielding fish with an average weight of 220 grams each.

Speaking during the event, Achani emphasized the transformative impact of the initiative on local livelihoods:
“This initiative is a game-changer for our communities, as it creates sustainable income, strengthens household nutrition, and empowers our people to build resilient and self-reliant livelihoods through aquaculture.”

The Governor further noted that the County Government has constructed at least 58 fish ponds across Tsunza, Msambweni, Kinango, and Lunga Lunga sub-counties, stocking more than 65,600 fingerlings.She noted that the program has significantly boosted fish production while creating sustainable income-generating opportunities for local residents. She further added that today’s harvest will be delivered to the Kenya School of Government, Matuga Campus.

Deputy Governor Kombo underscored the importance of community participation:
“Sustainable development begins with the people. When communities take ownership of such initiatives, they unlock real economic potential and secure long-term prosperity for future generations.”

Mkongani Ward Representative Yusuf Sengeza highlighted that the fish farming project has created employment opportunities, especially for women and youth

David Mukoma Chairperson Amani SHG, expressed appreciation for the initiative:
“This project has not only transformed our lives but also provided a dependable source of income, improved our nutrition, and restored our hope for a more secure and prosperous future.”

HE Governor was accompanied by CECM for Agriculture Roman Shera, Francisca Kilonzo (Social Services), Chief Officer for Agriculture Dr. Joseph Jabu, Dr. Kitsao Mjimba (Health Services), Political Advisor Mshenga Ruga,Economic Advisor Antony Yama,Chief of Staff Joshua Mdoe Senior KEMSFED Officials , and other county representatives.

KEMFSED PROJECT DELEGATION IN KWALE

The CECM for Agriculture Livestock and Fisheries, Roman Sherah hosted the KEMFSED Project delegation from the World Bank Technical Mission.

The team was led by Mr. Urbanus Mutua from the World Bank and its mission was to evaluate the progress and impact of Component 2 activities under the KEMFSED project which focused on assessing the implementation status of Phase 3 subprojects while also reviewing the closeout progress of Phase 1 and 2 investments.

The works that were assessed include the ongoing construction of two modern classrooms at Ukunda Secondary School which they are at 80% of its completion where construction of two modern classrooms has reached 80% completion and MashAllah SME subproject in Ukunda which has been supported with key assets including a freezer, cooler boxes, personal protective equipment (PPEs), and a fully installed solar system, an intervention aimed at strengthening local enterprise capacity and sustainability.

Overall, the project continues to demonstrate strong performance across all phases, with all 44 Phase 1 subprojects fully implemented and absorbed, Phase 2 (92 subprojects) achieving 99% absorption, and Phase 3 (76 subprojects) currently at 87% absorption.

In attendance were Inattendance were Mr. Collins Ndoro of the National Project Coordination Unit (NPCU), Kwale County Chief Officer for Agriculture, Fisheries and Livestock Dr. Joseph Jabu, Kwale County Project Coordinator,Samuel Bandari, and the County Project Implementation Unit (CPIU).
