Justice, Human Rights, Legal and Refugee Affairs Committee Undertakes Sensitization Training

The Justice, Human Rights, Legal and Refugee Affairs Committee of the County Assembly of Turkana today commenced a three-day sensitization and capacity-building workshop at Riamakori Hotel in Lokichar.
The training is aimed at strengthening the Committee’s understanding of its mandate and enhancing its capacity to effectively discharge its responsibilities. This is in line with the vision of the County Assembly of becoming a leading legislature of excellence in upholding democratic principles, separation of powers, human rights, and social justice.
The training provides an important opportunity for Members to deepen their understanding of the legal and institutional frameworks governing their mandate and to enhance their effectiveness in promoting justice, human rights, good governance, and the protection of vulnerable and displaced populations.
The training is facilitated by VNG International.

ELGEYO MARAKWET COUNTY ASSEMBLY BENCHMARKS ON TURKANA ASSEMBLY’S LEGISLATIVE AND OVERSIGHT PRACTICES

The Speaker of the County Assembly of Turkana, Rt. Hon. Charles Lokioto Ewoi, today hosted the House Business Committee of the County Assembly of Elgeyo Marakwet for a benchmarking exercise aimed at learning from the positive strides and best practices adopted by the County Assembly of Turkana.
The delegation was led by the Deputy Speaker, Hon. Paul Kipyatich, and accompanied by Hon. Paul Suter, Hon. Rosa Cherop, Hon. Tabitha Kimoning, Hon. Sally Kosgei, Hon. Dominic Chesire, Hon. Evans Kosgei, and members of the Secretariat led by the Deputy Clerk, Mr. Elias Maritim.

The benchmarking exercise focused on key areas of legislative, procedural and oversight practice, including legislation enacted by the Assembly, the implementation of the e-Parliament system, and mechanisms for strengthening accountability and public engagement.

The delegation was further taken through the Bunge Mashinani initiative, an innovative approach that takes the Assembly closer to the people and provides a platform for residents to engage directly with their elected representatives. The initiative is intended to strengthen public participation, oversight and accountability while bringing the legislative process closer to communities.

The Question Time session was also highlighted as an important mechanism through which Members of the County Assembly can seek clarification and hold the County Executive accountable on matters affecting residents.

The County Assembly of Turkana has additionally explored partnerships with development partners to supplement resources received through the exchequer, thereby supporting the Assembly in delivering on its constitutional mandate.

The benchmarking exercise provided an opportunity for both Assemblies to share experiences, identify areas of mutual learning and strengthen institutional capacity in the ex*****on of their respective mandates under devolution.

UNHCR Country Representative Pays Courtesy Call to the Speaker of the County Assembly of Turkana

The United Nations High Commissioner for Refugees (UNHCR) leadership, led by the Country Representative, Ms. Fatima Mohammed Cole, today paid a courtesy call on the Speaker of the County Assembly of Turkana, Rt. Hon. Charles Lokioto Ewoi, to discuss areas of collaboration between the Assembly and UNHCR, particularly in supporting refugees and host communities through policy, legislation and institutional engagement.

During the meeting, the Speaker briefed the UNHCR team on the progress made by the Assembly in strengthening collaboration between the two institutions and emphasized the important role of the County Assembly in developing and supporting policies and legislation that respond to the needs of refugees and host communities.

He stressed the need to comprehensively unpack the Shirika Plan to the Assembly to improve understanding of the initiative,

The meeting further emphasized the importance of developing a joint work plan between the County Assembly and UNHCR, with clear areas of collaboration, responsibilities, timelines and follow-up mechanisms.

The UNHCR leadership also committed to providing a dedicated mission to Turkana to engage with the Assembly on policy matters, including identifying areas where legislative and policy interventions can strengthen refugee protection and support host communities.

The Head of the Sub Office appreciated the sensitisation on the amended Standing Orders carried out by the County Assembly, noting that such engagements are important for enhancing understanding of parliamentary procedures and for strengthening the capacity of communities to Petition the Assembly.

The UNHCR Country Representative further welcomed the Assembly’s emphasis on public awareness and participation, particularly ensuring that both refugees and host communities are adequately informed and involved in initiatives affecting them.

The Committee on Education Sports and Protection today undertook a one-day meeting to review the Turkana County Technical and Education and Vocational Training Centres (VTCs) Strategic Plan at Cradle Akai Hotel in Kakuma. The Meeting was graced by H.E the Deputy Governor, Dr. John Erus.

The strategic plan seeks to address key areas, Increasing enrolment, increasing public perception of vocational education, aligning courses with labour-market demands, improving institutional sustainability, strengthening partnerships, expanding digital literacy and improving links between training and employment.

The Vice Chairperson for the Committee Hon. Lynette Abok, appreciated the support offered by the International Labour Organisation (ILO) to the Department of Sports and Vocational Training during the review of the vocational training centers strategic plan. She further made an undertaking that the committee will give its necessary support in relation to its legislative mandate more so in advocating for budgetary allocation to the vocational training centers programme so as to foster self-reliance and self-employment among the youth through acquisition of technical and digital skills that match the contemporary job markets.

The high level engagement meeting attracted representatives from the County government and ,development partners like UNHCR, Swiss Contact, Sapcone, KISEDP, Social Performance Professional Alliance among others.

Honouring a Dedicated Public Servant

The County Assembly of Turkana, represented by the Vice Chairperson of the County Assembly Service Board (CASB), Hon. Mathew Allany, MCA for Kang’atotha, led Members and Staff in paying their final respects to the late Mr. Ekidor Cosmas Namaa, Assistant Director, Research Services, who was laid to rest at his rural home in Nachukui Sub-Location, Lakezone Ward.

Mr. Namaa was remembered as a distinguished educator, public servant and community leader who dedicated his life to serving others. Beginning his teaching career in 1992, he served in various parts of Turkana County, shaping generations of learners and contributing immensely to the development of the County.

At the County Assembly, Mr. Namaa joined the institution in 2014 and served in various capacities, including Clerks Assistant, Assistant Director of Research Services and Coordinator of the County Assembly Sports Association (CASA) Turkana.

He was eulogised as a man of integrity, honesty and courage—an open book who stood for what was right, defended the public good, safeguarded public resources and always placed the interests of the people first.
Beyond his professional duties, Mr. Namaa served as Secretary-General of the Turkana Council of Elders and was actively involved in various community associations, reflecting his commitment to leadership and service.
The County Assembly of Turkana extends its heartfelt condolences to the family, relatives, colleagues and the people of Turkana for the loss of this dedicated public servant.

May the soul of Mr. Ekidor Cosmas Namaa rest in eternal peace.

Workshop on County Policy & Coordination Dialogue on Strengthening Refugee Governance

A technical team from the County Assembly earlier this morning began a three day workshop on County Policy and Coordination Dialogue on Strengthening Refugee Governance at Riamakori hotel in Lokichar, Turkana County.

The workshop seeks to strengthen coordination among the County Executive, County Assembly, national government institutions, and other stakeholders towards more effective and refugee-responsive governance at the county level. It further aims at providing a platform to assess existing coordination mechanisms, identify key policy and institutional gaps, prioritise emerging issues, and develop practical, county-owned recommendations and actions to strengthen refugee governance.

The outcomes of the dialogue will inform the development of an Action Matrix, County Position Paper, and Engagement Report.
The training has been supported by VNGi.

A delegation from the International Rescue Committee (IRC) led by the Turkana County Area Coordinator, Joshua Ruto, today paid a courtesy call on the Speaker of the County Assembly of Turkana, Rt. Hon. Charles Lokioto Ewoi, to explore areas of collaboration between the organization and the County Assembly.
The meeting focused on strengthening institutional systems and policy support in Turkana County, the team also gave the Speaker an overview of IRC's programmes and areas of intervention. The delegation highlighted the organization's key areas of focus, which include direct service delivery to refugees and host communities, policy advocacy and governance, climate resilience programming, and other initiatives aimed at promoting sustainable development and community well-being.
In his remarks, Speaker Ewoi welcomed the delegation and commended the IRC for recognizing the critical role of the County Assembly as the legislative arm of the County Government. He noted that the Assembly works closely with the Executive in advancing the constitutional mandate of county governments and in supporting the realization of the Turkana County Nine-Point Development Agenda.
The Speaker underscored the importance of peaceful coexistence between refugee and host communities through advocacy and public engagement. He encouraged the IRC to leverage platforms such as the SHIRIKA Plan by organizing dialogue forums that bring together key stakeholders to promote understanding.
To enhance the impact of future engagements, the Speaker emphasized the need for a structured partnership framework that clearly defines the thematic areas of collaboration. He further proposed capacity-building programmes for relevant committees of the County Assembly to strengthen legislative oversight, policy formulation, and service delivery.

The County Assembly Women Caucus today commenced a three day capacity building workshop on Gender Responsive Legislation and Oversight in Refugee Affairs at Riamakori Hotel in Lokichar.
The training seeks to enhance Members' understanding on gender responsive governance, gender and feminist frameworks, Gender Equality and Social Inclusion (GESI) analysis, the application of GESI principles in legislative work and oversight, and leveraging collective action to advance the gender agenda, among other critical thematic areas.

Speaking during the opening session, the Deputy Speaker, Hon. Gilbert Topos, lauded VNG International for its timely support in strengthening the capacity of Members. He emphasized the responsibility of legislators in championing the rights and welfare of vulnerable and marginalized groups who often face exclusion and limited access to essential services. "It is crucial that we invest in our personal growth so that we can serve our people with integrity, insight and accountability," he stated.

The Chairperson of the County Assembly Women Caucus, Hon. Ruth Kuya, urged women legislators to remain united and work collectively in advancing the interests of women and girls noting that solidarity is key to amplifying the voice of the Turkana women.

The workshop is expected to equip Members with practical knowledge and tools to promote inclusive legislation, effective oversight and responsive governance, particularly in refugee and host community settings.

COUNTRY DIRECTOR OF FRED HOLLOWS FOUNDATION (KENYA) PAYS COURTESY CALL ON THE OFFICE OF THE SPEAKER

A delegation from the Fred Hollows Foundation (Kenya), led by the Country Director, Mr. Peter Milo, paid a courtesy call on the Office of the Speaker of the County Assembly of Turkana this morning.

The meeting provided an opportunity for the Foundation to brief the Assembly’s leadership on its ongoing eye health interventions in Turkana County and reaffirm its commitment to advancing its vision that everyone, regardless of where they live, should have access to high-quality, affordable eye care.

Mr. Milo appreciated the longstanding partnership between the Fred Hollows Foundation and Turkana County, which has been in place since 2020 and has now been extended to continue supporting eye health programmes in the county. He highlighted the Foundation’s contribution towards strengthening eye care services through the provision of essential medical equipment, capacity building of health personnel, and support for treatment services aimed at preventing avoidable blindness and restoring sight to vulnerable residents.
He also encouraged Turkana residents to take advantage of the optical services available at Lodwar County Referral Hospital, noting that the facility accepts the Social Health Authority (SHA), AAR, and Jubilee Health Insurance cards, making quality eye care more accessible and affordable to the public.

The Deputy Speaker, Hon. Gilbert Topos, who represented the Speaker during the meeting, commended the Foundation for its contribution towards improving eye health in Turkana. He acknowledged the Foundation’s role in preventing avoidable blindness, restoring sight, and improving the quality of life for vulnerable members of the community through accessible eye care services.

Hon. Topos reaffirmed the County Assembly’s commitment to supporting initiatives that promote better healthcare outcomes through its legislative, oversight, and budgetary mandates. He noted that the Assembly stands ready to provide the necessary legislative and policy support to enhance the sustainability of eye health programmes, particularly through the Committees on Health and Sanitation and Budget and Appropriations.

The Deputy Speaker further informed the delegation that the County Assembly values partnerships with development partners and continues to foster collaboration through structured engagements, Memoranda of Understanding (MoUs), and other formal coordination frameworks. He emphasized that such partnerships are critical in driving sustainable development and improving service delivery for the people of Turkana.
