INSPECTION OF THE ULTRA-MODERN COUNTY ASSEMBLY OFFICE BLOCK

Earliar today, the Clerk, CPA Michael Ngala and the Deputy Clerk Mr. Silas Mulewa inspected the Ultra-modern County Assembly office block, which is nearing completion.

During the inspection tour, the project manager Eng. Peterkin K Mwahunga, who doubled as the Senior Maintenance Officer, took the Assembly Clerk through the entire project and accessed the progress.

The project manager ascertained that the project is at 80%complete.

Also noted was that the building will be habitable for occupation and utilization during the scheduled Senate mashinani .

The County Assembly Committee on Gender Equality, under the leadership of Chairperson Hon. Tatu Salim, had a consultative meeting with the County Executive Committee Member (CECM) for Health Services, Hon. Peter Mwarogo, to deliberate on the critical healthcare challenges impacting adolescent girls and women across our county.

Accompanied by his technical team, the CECM detailed the department's ongoing strategic interventions designed to protect and uplift these vulnerable groups. A major highlight of the deliberation was the urgent call for universal registration under the Social Health Authority (SHA), an initiative that guarantees seamless access to medical care at local facilities while unlocking critical national funding to adequately equip our county hospitals.

Recognizing that true progress relies on community empowerment, both the committee and the executive strongly advocated for robust civic education and public sensitization to ensure every Kilifi resident fully understands and benefits from the SHA ecosystem. This will ensure a healthier, more equitable, and properly funded healthcare for all.

STRENGTHENING TRANSPARENCY, ACCOUNTABILITY AND GOOD GOVERNANCE IN KILIFI COUNTY

The Committee on Justice and Legal Affairs, chaired by Hon. Brown Safari, and the Committee on Devolution, Public Service and Disaster Management, chaired by Hon. Samson Zia Kahindi, are currently undertaking an induction and familiarization workshop on Access to Information (ATI) and Grievance Redress Mechanisms (GRM).

The workshop, jointly sponsored by the Commission on Administrative Justice (CAJ), Haki Africa, and the County Executive of Kilifi, aims to strengthen the capacity of Members of the County Assembly and key stakeholders in developing effective ATI and GRM policies that promote transparency, accountability, citizen participation, and responsive governance.

The workshop was officially opened by the Speaker of the County Assembly of Kilifi, Hon. Catherine Kenga. The sessions are being chaired by CPA Michael Bidii Ngala, Clerk of the County Assembly of Kilifi, and Hon. Clara Chonga, CECM for Public Service Administration, Communication and Participatory Development.

Participants have benefited from insightful presentations covering:

- The establishment, mandate and functions of the Commission on Administrative Justice, presented by Ms. Esha Mwaijuma.
- The legal foundations, policy objectives and institutional responsibilities of ATI and GRM, presented by the County Attorney's Office.
- The legal framework, institutional arrangements and implementation procedures, also presented by the County Attorney's Office.
- The role of the County Assembly in supporting policy implementation, presented by Ms. Wanjiku Kibaki.
- Comparative perspectives on ATI and GRM implementation across counties, presented by Mr. Victor Onyango.
- ATI obligations for the County Government, presented by Ms. Mary Ann Wanjiru.
- Monitoring compliance and measuring performance, also presented by Mr. Victor Onyango.

The workshop underscores the County Assembly's commitment to strengthening institutional capacity and fostering open, accountable and citizen-centred governance through effective implementation of Access to Information and Grievance Redress Mechanisms.

EDUCATIONAL TOUR BY CHANAGANDE SENIOR SCHOOL

The County Assembly of Kilifi today hosted students and teachers from Chanagande Senior School for an educational tour designed to deepen their understanding of the legislative process and local governance. The visiting delegation was received by Second Clerk Assistant Mr. Erick Libendi, who guided the learners through the procedural operations, daily routines, and chamber protocols of the assembly.

During the interactive session, the students gained valuable firsthand knowledge regarding the assembly's core mandates of legislation, oversight, and representation, while learning exactly how laws are made and how Members of the County Assembly (MCAs) serve their constituents. The tour provided a vital platform for the learners to engage directly with assembly officials, allowing them to ask questions about leadership and public administration. This experience ultimately inspired the students to appreciate the value of active citizenship and democratic institutions.

As part of its broader commitment to promoting civic education, the County Assembly of Kilifi continues to open its doors to learning institutions, providing young people with practical exposure to governance. The visiting teachers and students expressed their appreciation for the opportunity, noting that witnessing live proceedings successfully bridged the gap between classroom learning and practical civic administration.

KILIFI COUNTY ASSEMBLY PARTNERS WITH EACC and GIZ to CAPACITY BIULD THE CORRUPTION PREVENTION COMITTEE

The Kilifi County Assembly continued its long-standing partnership with the Ethics and Anti-Corruption Commission (EACC) and GIZ to strategically strengthen its existing Corruption Prevention Committee (CPC).

Moving away from reactive enforcement after corruption has occurred, this capacity-building initiative focuses heavily on proactive prevention and risk mitigation. The collaborative forum commenced with opening remarks from Assembly Clerk Hon. CPA Michael Bidii Ngala and EACC Regional Manager Mr. George Oira, who both emphasized institutional vigilance. Ms. Judy Oduma from GIZ highlighted international support for local governance, while EACC Deputy Director Dr. Emily Mworia detailed the operational guidelines necessary to implement these preventive measures.

Crucially, the EACC highlighted new strategies aimed at bridging existing gaps to make the commission more accessible and community-friendly, actively reshaping the public's perception of the agency.

The Clerk affirmed the Assembly's legislative commitment to these enhanced integrity standards for better service delivery.

The students participated in an interactive educational session facilitated by Hon. Elina Mapenzi Nominated MCA and the Clerk Assistant Mr. Eric Libendi.

The learning tour provided the students with an opportunity to enhance their understanding of county governance and the legislative procedures that guide the Assembly's work.

The County Assembly of Kilifi had the pleasure of welcoming students from Great Hope Academy today for an educational tour aimed at enhancing their understanding of the legislative process and the operations of the Assembly.

During the visit, the learners were taken through the procedures and routine of the Assembly Chamber, giving them a practical appreciation of how the Assembly conducts its business.

The students were also encouraged to uphold the values of discipline, integrity and good leadership as they pursue their education and prepare for their future roles in society.
