Today, I chaired the Committee on Appointments during the approval hearing of Dr. Edwin Omondi Owuor, the County Executive Committee Member (CECM) nominee for Environment and Disaster Management.

During the session, the nominee responded to questions on his professional background, leadership experience, and priorities for the Environment and Disaster Management docket. He also outlined his vision for strengthening environmental conservation, disaster preparedness, and efficient service delivery across Migori County.

Following the hearing, the Committee will prepare and table its report before the County Assembly for consideration, after which Hon. Members will make the final determination on the nomination.

We remain committed to a transparent, impartial, and constitutional approval process that serves the best interests of the people of Migori County.

Today, the Migori County Assembly approved the FY 2026/27 Budget Estimates amounting to KSh 12.42 Billion, marking an important milestone in our commitment to delivering quality services and development to the people of Migori County.

This budget provides resources for key sectors including health, agriculture, water, roads, education, and youth empowerment, while ensuring the smooth functioning of county government operations.

I commend all Honourable Members for their dedication, constructive debate, and commitment throughout the budget process. The approval of this budget demonstrates our collective resolve to address the needs and aspirations of our people.

As an Assembly, we shall continue to exercise our oversight mandate to ensure that every shilling allocated is utilized prudently, transparently, and for the benefit of the residents of Migori County.

Together, let us work towards a stronger, more prosperous, and inclusive Migori County.

Today, I had the honour of hosting the Commission on Administrative Justice (Office of the Ombudsman), led by the Chairman, Charles Dulo, during a courtesy call to my office.

The Commission commended our County for the progress made in promoting administrative justice, transparency, accountability, and the constitutional right to access information.

Our discussions focused on improving service delivery in public institutions, strengthening accountability systems, addressing public complaints promptly, and protecting citizens from maladministration, abuse of office, and unfair treatment. We also emphasized the importance of ethical leadership, responsive governance, and collaboration between County Governments and oversight institutions in safeguarding public interest.

The Office of the Ombudsman continues to play a critical role in ensuring that wananchi receive fair treatment and efficient services from public institutions.

Today’s engagement reaffirmed our shared commitment to building institutions that are transparent, people-centered, and guided by professionalism, integrity, and respect for the rule of law.

As a County, we remain committed to supporting reforms that enhance good governance and ensure every citizen receives fair, efficient, and accountable services.

Since assuming office, the focus has been clear, strengthening the Assembly, upholding integrity, and delivering for the people of Migori.

Working closely with Honourable Members, notable progress has been made in improving legislative efficiency, enhancing oversight, and restoring order and dignity in the House. Key motions and bills are now processed more effectively, committee work has been strengthened, and the voice of the people remains at the center of every decision.

The Office of the Speaker continues to provide leadership in presiding over sittings, maintaining order, guiding proceedings in line with Standing Orders, and safeguarding the independence of the Assembly. It also ensures coordination with other arms of government while protecting the Assembly’s oversight role.

Transparency and public engagement remain a priority. The Assembly has opened its doors wider to the public, including hosting students and stakeholders, to promote understanding of governance and democracy.

The journey continues, with a firm commitment to a strong, accountable, and people-centered Assembly.

Today marked a significant milestone for the Migori County Assembly following a successful and impactful stakeholder engagement that culminated in the signing of a Memorandum of Understanding (MoU) with ICPAK.

This partnership is a bold step forward in strengthening our legislative mandate, enhancing oversight, and building the capacity of both Honourable Members and staff. It reflects our unwavering commitment to professionalism, accountability, and improved service delivery to the people of Migori County.

I commend the ICPAK delegation, led by National Chairman CPA Dr. Elizabeth Kalunda, together with Council Members, Branch Leaders, and members of the Institute, for their dedication and shared vision in this collaboration.

Together, we are laying a firm foundation for a more effective, transparent, and people-centered County Assembly.

We are in talks with the Governor and the County Executive to initiate the process of elevating Masara to municipality status. The growth we are witnessing is no longer ordinary — it is structured, rapid, and economically transformative. We have expanding businesses, an increasing population, vibrant gold mining activities, and rising demand for better urban planning, sanitation, security, and infrastructure. Municipality status will unlock improved planning frameworks, attract national funding, enhance revenue streams, and ensure proper regulation of development.

On gold mining, this sector has become the backbone of Migori County’s economy. It provides employment to hundreds of families and drives trade across the region. Instead of overburdening miners with taxes, the county should consider tax incentives or temporary tax relief to formalize and strengthen the sector. Supporting miners means supporting livelihoods, increasing long-term revenue, and promoting responsible, regulated mining.

I have requested PS Raymond Omolo to convey a message to President Ruto that the Migori–Muhuru road should be completed. This road is a strategic economic corridor connecting markets, easing transportation of goods, and opening up investment opportunities. Delays in its completion continue to slow economic progress and disadvantage our people.

I remain committed to practical, inclusive, and people-centered development. Masara is growing. Our miners deserve support. Our roads should be completed. The time to act is now.
