The National Computer and Cybercrimes Coordination Committee (NC4) Director, Col(Dr) James Kimuyu, attended the Bucharest Cybersecurity Conference 2025, held in Bucharest, Romania, under the theme “Working Together on Cybersecurity in a Time of Global Uncertainty.”
It was a proud moment for NC4 as they signed a Memorandum of Understanding (MoU) with Romania’s National Directorate for Cyber Security (DNSC) — marking a major milestone in strengthening bilateral cooperation in cybersecurity. In an era of ever-evolving large language models, artificial intelligence is reshaping the digital landscape. Integrating AI into Information Security Management Systems (ISMS) has become a strategic imperative. During the insightful session, the Director of NC4 Col (Dr) Kimuyu explored how AI-driven technologies are not only transforming threat detection and response but also redefining governance, risk, and compliance frameworks. Emphasizing a proactive approach to cybersecurity, the discussion highlighted the critical need for organizations to evolve their ISMS to stay resilient against emerging AI-powered threats. He also recognized the great opportunity that NC4 collaborates with KEBS on matter cyber related. He also emphasized on the importance of collaboration between different sectors, to ensure that Kenya has a resilient environment for business continuity.

KICTANet KICTANet Africa TECH POLICY Summit. Theme: Shaping the future of Africa Technology. Session summary on Information Integrity, Security, Safety and Trust Panel discussions.

Panelist: Lenkai Shangwa , Sylvia Musalamegani , Gbenga Sesame and Fortune Sibanda .

The session focused on enhancing the security, stability, and reliability of the digital environment. 1) The Budapest Convention workshop featured a presentation by Huawei, focusing on their internal cybersecurity operations and highlighting cutting-edge advancements in cybersecurity and cyber resilience—reinforcing the commitment to secure digital infrastructure and robust defense against evolving cyber threats.
2) Their input highlighted how private sector partnerships can contribute to Kenya’s successful accession to the Budapest Convention and support national cybersecurity goals.
3) The presentation also focused on how the company integrates cybersecurity throughout its product lifecycle to ensure adherence to industry standards, regulatory requirements, and safety—demonstrating the vital role of secure design in fostering trust and resilience in digital technologies.
4) Workshop participants continued to build on strategies that will help Kenya meet the Convention’s requirements. Discussions emphasized the importance of aligning efforts across legal, national, regional, and international levels, in line with best international practices.

Kenya has been formally invited to accede to the convention on cybercrime (Budapest Convention)—a milestone in strengthening the nation’s capacity to combat cybercrime by facilitating efficient and effective international collaboration between law enforcement agencies and criminal justice authorities to respond to the cross-border nature of cybercrime. The National Computer and Cybercrimes Coordination Committee (NC4) is spearheading the coordination efforts, having convened a preliminary engagement with relevant stakeholders to guide the process and ensure compliance within the set five-year timeline. In regard to this, NC4 hosted a workshop to discuss the convention accession, reservations or declarations and possible legal implications at the Kyaka Hotel, Machakos county.

Today, Colonel (Dr.) James Kimuyu, Director of NC4, delivered a keynote speech at the Safaricom East Africa DecOdE Symposium, emphasizing the need to strengthen Kenya’s cybersecurity by coordinating efforts among security and ICT agencies.
He highlighted the importance of nurturing young tech talent, encouraging them to join the cybersecurity field and use their skills responsibly to defend Kenya’s digital future.
To build a progressive and resilient cyberspace, he outlined 9 key pillars:

As part of the Country's efforts to improve its Cybersecurity posture, the Ministry of Interior & National Administration hosted technical experts from the Council of Europe (CoE) for a Country Assessment Mission following Kenya's efforts to accede to the Budapest Convention.

The Ministry in collaboration with CoE & Interpol will also offer the Electronic Evidence First Responder course targeted at the Law Enforcement Officers & Prosecutors.

All these efforts seek to ensure delivery of a secure cyberspace in support of the government digitization agenda.
