PUBLIC NOTICE

INVITATION TO A STAKEHOLDER VALIDATION FORUM ON THE PROPOSED MOMBASA COUNTY CREATIVE ECONOMY INDUSTRY TASKFORCE REPORT.

The Governor of Mombasa County His Excellency Abdulswamad Shariff Nassir established the Taskforce on 23rd December, 2024 via Executive Order 4 of 2024.

The Taskforce has concluded its mandate and drafted its’ recommendations. In fulfillment of the Constitution of Kenya (2010) on public participation and stakeholder engagement; the Taskforce hereby invites stakeholders, Creatives, civil society organizations, the private sector and members of the public to a validation exercise of the Taskforce Report.

The validation exercise will provide a platform to review the findings, share feedback and consolidate recommendations before the finalization of the report. Submission of Memoranda:
The Stakeholders and members of the public unable to attend the forums are invited to submit written memoranda.
Hard copies can be dropped off at the Department of Youth, Gender and Sports Headquarters, Betting and Control Building - 3rd Floor;
or emailed to [email protected]

All submissions must be received on or before 23rd July, 2026 at 9am.
The forum will stream live and Sign language interpreters will be available at the forum.

The Taskforce members led by the Chairman Ali Ole Manzu met His Excellency the Deputy Governor Francis Thoya who also doubles up as the Acting CECM Department of PSA, Youth , Gender, Sports and Social Services to brief him on what the taskforce has achieved so far and the challenges the team faced in discharging their mandate. The Chairman submitted the Preliminary Report document to the Deputy Governor who assured the team that upon consultation with His Excellency the Governor he shall recomend an additional time to the taskforce to complete the work. The Deputy Governor renewed his assurance to the Taskforce members that the County Government of Mombasa is committed to nurturing and developing the creative economy by facilitating innovation,
talent, research, production, distribution, and exploitation of intellectual property,
including audiovisual arts, performing arts, visual arts, design, and literary arts.

MESSAGE FROM THE CHAIRMAN.

Dear Mombasa Creatives,

On behalf of the Mombasa County Creative Economy Taskforce task, I would like to inform you that our work is not yet complete, despite our 6 months term having expired mid last Month.

The 9 member task force was appointed to gather stakeholders’ views on how to make the creative industry in Mombasa County better, with proper policies and structure, which will eventually lead to the formation of a Mombasa Creatives Board. (kindly note the Board has not been constituted yet) The board that will promote and manage creatives in Mombasa County.

The Taskforce has successfully managed to collect views from different stakeholders in Mombasa and other parts of the country.So far, 70 percent of our work based on the Terms of Reference has been done.

The taskforce is currently in the process of drafting a preliminary report to submit to H E the Governor so that we can request for additional time to complete our work.

We request the residents of Mombasa to exercise patience.The team is committed to completing the task.

In recognition of the vital role that the creative economy plays in fostering cultural identity, economic growth, and social cohesion, His Excellency Abdulswamad Sheriff Nassir, the Governor of Mombasa County established the Mombasa Creative Economy Taskforce through executive order no. 4 of 2024.
This initiative underscores the County's commitment to harnessing the potential of its creative industries, ensuring they contribute meaningfully to sustainable development and the well-being of its residents.
The Taskforce chaired by the legendary Journalist and Media personality Mr. Ali Ole Manzu . The Taskforce takes this opportunity to invite feedback from the members of the public who would wish to submit proposals to be considered by the Taskforce.

The Mombasa County Creative Economy Industry Taskforce, established under the Executive Order No. 4 of 2024 by H.E. Governor Abdulswamad Shariff Nassir, has been actively working to develop progressive economic policies that empower local creatives. Recognizing the vital role of artistic talent in driving economic growth, the taskforce embarked on a series of courtesy visits to over 15 key creative hubs in Mombasa, Kilifi, and Kwale counties. These visits provided valuable insights into the challenges and opportunities within the creative sector, ensuring that policy recommendations align with the real needs of artists and cultural entrepreneurs.

Led by Chairman Mr. Ali Ole Manzu and Vice Chairperson Mrs. Caroline Ngorobi, the taskforce engaged with influential creative spaces such as Little Theatre Club, Swahilipot Hub , Jukwa Arts, Sema Box , Studio Belabela, Bombolulu workshop, A.R.Film Production , Africa Nomads, Pwani Youth Network, Akamba Handicraft, Jomvu Pottery in Mombasa County. Beneath the Baobabs Festival in Kilifi, Maono Space and Cleopatra in Malindi and Samba Sports Youth Agenda in Kwale.
These interactions fostered meaningful discussions on industry positioning and sustainability, laying the groundwork for a thriving creative economy.

With these efforts, Mombasa County is poised to become a dynamic hub for artistic innovation, where creatives can fully harness their potential for economic and cultural growth.
