Today, I paid a courtesy visit to Hon. Isaac Mwaura at his new Office of Diversity, Inclusion and Disability Rights, in a meeting focused on strengthening partnerships and advancing greater inclusion for persons with disabilities.

The meeting provided an opportunity to explore areas of collaboration between DIDR and the Kenya Institute of Special Education (KISE), particularly in advancing inclusive services, innovation, research and opportunities for persons with disabilities and children with special needs.

Hon. Mwaura appreciated the upcoming KISE ADITATI Conference 2026, themed “Advancing Disability Inclusion Through Assistive Technology and Innovation.
Discussions also focused on the nearly fully equipped KISE Assistive Devices Factory, with emphasis on creating opportunities for local innovators and expanding access to innovative assistive technology solutions.

The meeting further explored the need for enhanced research, early intervention and comprehensive support for children with autism, as well as stronger support systems for parents and families. The role of the KISE Parental Empowerment Centre in empowering parents and guardians was also highlighted.

We also discussed the ongoing development of KISE’s Level 3 Health Centre ,expanding access to specialised, affordable and accessible assessment and healthcare services for persons with disabilities and children with special needs.

Through stronger partnerships, KISE remains committed to advancing innovation, research, assistive technology and inclusive solutions that create meaningful opportunities and improve the lives of persons with disabilities and their families.

It was a great pleasure to engage with members of the Ugandan Parliament’s Education and Sports Committee, who have been in Kenya for a week benchmarking on the Competency-Based Curriculum (CBC), recently introduced in Uganda.

During their engagement with the Kenya Institute of Special Education (KISE), we had an opportunity to share insights on special needs education, teacher training and inclusive education.

I thanked the delegation for making a deliberate effort to learn from Kenya’s experience and for recognising the importance of inclusion in strengthening education systems. I also proposed a joint assessment initiative in Uganda as an opportunity for our two countries to collaborate in identifying and responding to the diverse educational needs of learners.

The engagement was a valuable opportunity for knowledge exchange and reaffirmed our shared commitment to strengthening inclusive education in Kenya, Uganda and the wider region.

Today, together with the KISE Council, we had the honour of hosting a farewell luncheon for our former Council members, Mr. Peter Muchiri, Mr. Fred Haga, Ms. Elizabeth Obade, and Ms. Agusta Muthigari, as we celebrated their dedicated service to the Kenya Institute of Special Education.

On behalf of the Management and staff of KISE, I extend my heartfelt gratitude for their unwavering commitment, wise counsel, and steadfast leadership throughout their tenure. Their guidance and support have contributed significantly to the growth of the Institute and the advancement of our mandate of serving persons with special needs and disabilities.

As they conclude this chapter of service, I thank them for the legacy they leave behind and wish them God’s blessings, good health, and every success in their future endeavours. Their contribution to KISE will always be remembered and appreciated.

Today, I had the privilege of serving as the Chief Guest during the Education Day celebrations at St. Mary's Ntanki Secondary School, where I joined Hon. Julius Taitimu, the school principal Mrs Nancy Mburunga , leaders from the Ministry of Education, the Teachers Service Commission (TSC), parents, teachers and other education stakeholders in celebrating the school's remarkable achievements.

My message was centred on the transformative power of quality, inclusive education. I emphasized that every learner, regardless of ability or background, deserves an opportunity to realize their full potential. I encouraged young people aspiring to build careers in Special Needs Education to consider the Kenya Institute of Special Education (KISE) as their institution of choice, while urging learners to remain disciplined, work hard and pursue their dreams with determination.

The issue of school dropout also featured prominently during the celebration. Together with Hon. Julius Taitimu, we underscored the shared responsibility of parents, communities and education stakeholders to ensure that every child is enrolled, retained and supported to complete their education.

It was also great news to hear of the continued impact of CDF bursary support, as highlighted by the school’s Principal Mrs Nancy Mburunga, who also expressed appreciation to parents and teachers whose commitment has contributed significantly to the school’s success.

I congratulate St. Mary's Ntanki Secondary School on its exceptional academic performance, attaining a mean grade of B (8.1) and producing 274 university qualifiers—an outstanding achievement for a day secondary school. This accomplishment demonstrates what can be achieved through visionary leadership, dedicated teachers, supportive parents and determined learners.

As we continue implementing Competency-Based Education, let us remain committed to building an education system where every learner is valued, supported and empowered to succeed. Together, we can ensure that no learner is left behind.

Earlier today, I welcomed Regional and County Directors of Education to the Kenya Institute of Special Education (KISE) for a two-day forum on Assistive Devices in Special Needs Education, reaffirming our commitment to advancing inclusive education across Kenya.

In my remarks, I called on education leaders to work closely with KISE in identifying learners with disabilities, supporting successful transitions, and ensuring they have access to appropriate assistive devices that meet their unique learning needs.

Representing the Principal Secretary for Basic Education, Mr. Nelson Sifuna, Head of the Directorate of Field Coordination and Co-curricular Activities, delivered the Principal Secretary’s speech, emphasizing that inclusive education is a lived reality created through access.

The forum underscored the importance of collaboration between KISE and education leaders in ensuring every learner receives the support they need to succeed, reinforcing our shared commitment to building an inclusive education system where no learner is left behind.

Concluding the week-long Training of Trainers (ToT) programme for the Teachers Service Commission (TSC), I congratulated all participants of this training for their dedication and commitment to advancing inclusive education across Kenya.

The successful completion of this programme reflects the strong partnership between the Kenya Institute of Special Education (KISE) and the Teachers Service Commission in strengthening the capacity of teachers to support learners with special needs and disabilities.

Over 30,000 teachers have so far been trained by KISE, a milestone that demonstrates the Institute’s unwavering commitment to building a competent teaching workforce capable of delivering quality, inclusive education.

As educators return to their respective counties, the knowledge and skills acquired during this training should translate into improved identification, assessment and support of learners with diverse educational needs, ensuring that no child is left behind.

Together, we will continue to strengthen inclusive education through sustained capacity building, collaboration and innovation, creating learning environments where every learner has the opportunity to succeed.

Today marks another significant milestone in our journey towards inclusive education as the Kenya Institute of Special Education (KISE) officially flagged off Phase III of the Assistive Devices and Specialized Learning Materials Programme, presided over by the Cabinet Secretary for Education, Hon. Julius Migos Ogamba.

We were honoured to host KISE Council Members, Deputy Directors, staff, students, development partners and other stakeholders who joined us in reaffirming our shared commitment to ensuring that every learner has access to quality, inclusive education.

In my remarks, I noted that while technology makes life easier for many people, it makes life possible for persons with disabilities by enhancing mobility, communication, learning and independence. I emphasized that assistive devices are not merely tools but enablers of dignity, opportunity and equal participation in education and society.

I also reaffirmed KISE’s commitment to working with the Government and partners to expand access to assistive technologies and specialized learning materials so that no learner is left behind.

The Cabinet Secretary for Education, Hon. Julius Migos Ogamba, reaffirmed the Government’s commitment to disability inclusion, emphasizing that inclusive education is a national priority and commending KISE for its leadership in advancing equitable access to education for learners with disabilities.

The flag-off of Phase III represents another important step towards strengthening inclusive education and ensuring that learners with disabilities across Kenya receive the support they need to realize their full potential.

Today, I had the honour of hosting a high-level Vice-Chancellors’ Breakfast Meeting at the Kenya Institute of Special Education (KISE), bringing together university leaders to strengthen partnerships in learner assessment, disability mainstreaming, research, capacity building, and assistive technology.

During the meeting, I reaffirmed KISE’s commitment to supporting universities through comprehensive learner assessment, screening and placement services, capacity building, and the integration of modern assistive technologies. These efforts are aimed at ensuring that learners with disabilities have equitable access to quality higher education and the support they need to thrive.

As we mark 40 years of service, I remain confident that by strengthening partnerships with Kenya’s universities, we will continue building a more inclusive, accessible, and equitable higher education system for all learners.

Today, I had the pleasure of welcoming trainers from the Teachers Service Commission (TSC) to the Kenya Institute of Special Education (KISE) for a week-long Training of Trainers (ToT) programme aimed at strengthening inclusive education across Kenya.

As KISE, we are proud to facilitate this important training, which has brought together trainers from all the 47 counties and refugee camps. I believe this programme is a significant milestone in advancing inclusive education and ensuring that every learner, regardless of ability, has access to quality education.

In my remarks, I emphasized that proper screening is the foundation of effective intervention. When we accurately identify the unique needs of every learner, we are better positioned to recommend appropriate learning support, assistive devices and educational placement. The trainers participating in this programme will become champions of inclusive education in their respective regions as they cascade the knowledge and skills acquired at KISE.

We remain committed to building national capacity in disability inclusion and special needs education. Through partnerships such as this, we are strengthening the knowledge and skills of educators, improving early identification and assessment of learners with disabilities, and creating a nationwide network of trainers who will help transform inclusive education in every county.

It is truly encouraging to see organizations like Safaricom intentionally embrace the disability inclusion agenda and recognize the transformative role that technology can play in improving the lives of persons with disabilities.

When institutions come together, combine their expertise, and co-create innovative solutions, the impact extends far beyond our organizations, it creates meaningful and lasting change for persons with disabilities and their communities.
