After three weeks of intensive engagement across Eldoret, Embu, and Mombasa, the NG-CDF Board has concluded its nationwide IPSAS Accrual Training and Performance contracting supporting efforts to strengthen financial accountability, reporting and service delivery across all 290 constituencies.

This forms part of a three-year roadmap towards the transition from cash-based to accrual-based accounting, with the NG-CDF Board expected to achieve full transition by 2027.

Speaking during the opening session in Embu,the Board Chair Hon. Olago Aluoch, CBS emphasized to the participants on the need of being firm and diplomatic in their operations to avoid wastage of public resources especially as we head towards the election period.

Similarly during the opening session in Eldoret, the Acting Chief Executive Officer, Mr. Benjamin Magut assured participants of the Board's full support throughout the implementation process, emphasizing teamwork and continuous learning in strengthening public financial accountability.

Board Directors Hon. Masitsa, Mr. Festus Wangwe, and Dr.William Sugut, who also addressed participants across the various training venues during the closing sessions, urged officers to uphold integrity and professionalism as the organization fully transitions to accrual-based accounting. They also called for timely project implementation, strict adherence to procurement procedures and financial regulations, proper records management, monitoring, and evaluation, and branding of NG-CDF projects across the country.

As the exercise concludes, the focus now shifts to implementation, ensuring that the knowledge and skills acquired contribute to improved financial reporting and effective delivery of NG-CDF projects across the country. In the same spirit of accountability, constituencies also signed their Performance Contracts, marking the beginning of a new performance cycle, and are now expected to deliver on agreed targets and measure results throughout the year.

Today, the NG-CDF Board officially opened its new state of the art offices on the 7th Floor of Ukulima Co-operative House. The Board now occupies the 5th, 6th, and 7th floors at Ukulima Co-operative House, as well as the 5th, 6th, and 10th floors at Harambee Sacco Plaza, both located at the junction of Parliament Road and Haile Selassie Avenue.

The design was guided by a philosophy of a functional condusive environment to support staff productivity. In addition to the physical spaces, the design also incorporates soundproofing, integrated audio system, mechanical ventilation (AC), and sustainable lighting and ventilation strategies, together with ergonomic furniture provisions.

The opening was presided over by the Board Chairman Hon. Olago Aluoch, CBS, accompanied by Board Directors Hon. Naomi Shiyonga and Mr. Festus Wangwe, together with the Ag. CEO Mr. Benjamin Magut.
In his remarks, the Chairman commended the workmanship and called on staff to uphold high standards of service, noting that the Fund carries a direct responsibility to the Wananchi it serves. The CEO noted that the new office will support staff productivity and efficiency. He reaffirmed his commitment to continually improving working conditions as the staff work to fulfill the vision of the fund.

The NG-CDF Board concluded the second phase of its annual IPSAS training and Performance Contracting held concurrently in Eldoret, Embu, and Mombasa.
The sessions focused on the transition to accrual-based accounting under IPSAS, financial statement preparation, asset and inventory management, and proper documentation to strengthen accountability and financial reporting across constituencies.

Board Chairperson Hon. Olago Aluoch, CBS, officially opened the Eldoret session on Monday, 18 May 2026, bringing together Fund Account Managers, Accounting Officers, Sub-County Representatives, Regional Coordinators, and Secretariat from the Western and South Rift regions.
He noted the importance of transparency, accountability and excellence in financial reporting.

In Embu, NG-CDF Board Director Hon. Gabriel Kago Mukuha urged participants to treat financial reporting as an essential part of service delivery rather than a routine end-year requirement.This will help strengthen transparency, accountability, and public confidence in the Fund.

In Mombasa, NG-CDF Board Director Mr. Festus Wangwe called on participants to uphold integrity and professionalism in the management of public resources.

On Performance Contracting, constituencies reviewed and evaluated their contracts before signing targets for the next cycle. Officers were reminded that performance contracting is a continuous accountability tool that supports efficiency, monitoring, and improved service delivery throughout the financial year. The sessions also provided an opportunity for participants to discuss operational challenges and agree on practical solutions.

The week-long exercise concluded on Friday, 22 May 2026, with Hon. Olago Aluoch, Hon.Kago and Hon.Naomi Masitsa all presided over the closing in Eldoret,Embu and Mombasa respectively.

Bringing the First Teachers Training College to the People of Tana Delta

Garsen Constituency makes history today as H.E. Dr. William Samoei Ruto, CGH, presides over the groundbreaking ceremony for Garsen Teachers Training College funded through NG-CDF Garsen.

The ceremony was witnessed by Hon. Musa Sirma, EGH, Chairperson of the National Assembly Select Committee on NG-CDF (NASC), and Mr. Benjamin Magut, Acting Chief Executive Officer of the NG-CDF Board.

Once completed the college will open doors for local students to pursue careers in teaching closer to home, expanding access to quality higher learning institutions in one of the country's marginalized regions.

Members of the National Assembly Select Committee (NASC) on NG-CDF, led by the Chairperson and Eldama Ravine Constituency MP, Hon. Musa Sirma, conducted an inspection visit of development projects in Lurambi, Ikolomani, and Mumias East constituencies.

In Lurambi Constituency, the committee officially handed over a modern nine-classroom storey tuition block at Emukangu KAG Primary School. The team also inspected the Lurambi NG-CDF office, which hosts the ICT Hub, and visited the ongoing construction of a nine classroom storey block at Nabongo Primary and Junior School.

In Mumias East Constituency, the team inspected key NG-CDF funded projects, including the Mumias East ICT Hub and Shianda KMTC. The monitoring exercise concluded with visits to Malinya Primary School and Iluya Primary School in Ikolomani Constituency.

The delegation assessed both ongoing and completed projects aimed at improving education infrastructure and enhancing service delivery across the constituencies.

These projects reflect NG-CDF’s continued commitment to improving learning environments and strengthening service delivery at the grassroots level.
