IGRTC CEO Dr. Kipkurui Chepkwony participated as a facilitator at the 4th Annual Lady Justice Aluoch International Inter-Varsity ADR Moot Competition at USIU, held under the theme, β€œFrom Conflict to Consensus: Leveraging Trade to Transform Conflict-Affected Economies.”

Dr. Chepkwony highlighted the critical role of Alternative Dispute Resolution (ADR) in resolving intergovernmental disputes, noting that IGRTC has continued to facilitate dialogue and consensus-building between the two levels of government. He emphasized that ADR provides a faster, cost-effective and collaborative alternative to litigation, helping parties save resources while preserving relationships.

The week-long event brings together judges, renown arbitrators university students from across the region and other stakeholders to strengthen mediation and dispute-resolution skills.

Today, IGRTC hosted officials from the County Government of Murang'a and the State Department for Technical, Vocational Education and Training (TVET) for a meeting to fast-track the transfer of the Kanyuira Vocational Training Centre from the County Government of Murang'a to the Michuki Technical Training Institute under the National Government.

The engagement builds on earlier discussions on this transfer, reaffirming the commitment of all parties to expedite the process. The proposed transfer covers the Vocational Education and Training function, along with the transfer of assets including buildings, land, equipment and other resources to the National Government.

As mandated by the Constitution of Kenya (2010) and the Intergovernmental Relations Act of 2012, IGRTC continues to play its role in facilitating and coordinating the transfer of functions between national and county governments, ensuring a smooth and structured process for all stakeholders involved.

In preparation for the 13th National and County Governments Coordinating Summit, the Intergovernmental Relations Technical Committee (IGRTC), in its capacity as the Secretariat to the Summit, convened a multi-sectoral technical meeting at the Kenya School of Government to deliberate on and harmonise the proposed agenda items submitted for consideration by the Summit.

The meeting provided an opportunity for representatives from national and county government institutions to review the proposed agenda items, clarify the issues raised, identify areas of common interest and assess their strategic relevance to the Summit. Particular attention was given to matters of national and intergovernmental significance that require consultation, coordination and policy direction by both levels of government.

The engagement forms part of the structured preparations for the 13th Summit and is intended to ensure that the proposed agenda items, supporting reports and presentations are focused, evidence-based and aligned with the Summit’s mandate and threshold. The discussions further sought to consolidate issues that require collective action and avoid duplication or consideration of matters that can be effectively addressed through existing intergovernmental mechanisms.

IGRTC Chairperson, CPA Kithinji Kiragu, accompanied by Director of Legal Services Sophie Amutavy, today appeared before the National Assembly Constitutional Implementation Oversight Committee (CIOC), chaired by Hon. William Kamket, to brief Members on the implementation of Articles 6 and 189 of the Constitution.

The Chairperson called for enhancement of legislative measures to strengthen intergovernmental relations. He commended IGRTC for its efforts in unbundling and transferring functions of county governments; and for reviewing 94 pieces of legislation to align them with the Constitutional objects and pronciples of devolution. He further noted that this culminated in the developmemt of the Devolution Laws Amendment Bill, 2024, which has been submitted to the relevant government offices for further processing.

The CIOC agreed that while Article 189 provides the foundation for cooperation between the National and County Governments, gaps in the existing implementation framework continue to create ambiguity in the exercise of functions and powers by the two levels of government. The Committee lauded IGRTCs efforts in coordinating the development of a framework to give effect to Article 189 of the Constitution.

The Intergovernmental Relations Technical Committee (IGRTC) CEO Dr. Kipkurui Chepkwony today joined leaders led by H.E. Benjamin Cheboi, Governor of Baringo County, and State Department for Devolution Principal Secretary Michael Lenason, on a tour of key government projects in Garissa County.

The delegation visited the County Aggregation and Industrial Park (CAIP), the Garissa Livestock Market, and Garissa Level 5 Teaching and Referral Hospital to assess ongoing investments aimed at enhancing service delivery, economic transformation, and improving the livelihoods of local communities.

The leaders later paid a courtesy call on H.E. Nathif Jama, Governor of Garissa County, at the County Headquarters. IGRTC CEO Dr. Kipkurui Chepkwony today joined devolution stakeholders at the official opening of the 4th Devolution Sensitization Week ( ) in Garissa County, under the theme "Devolution for Better Health, Empowered Communities." The event was officially presided over by Health Cabinet Secretary Hon. Aden Duale.

The week-long initiative is bringing government services closer to citizens by providing free health services, SHA registration, legal aid, civic education, and other essential public services.

During the event, Dr. Chepkwony reaffirmed IGRTC's commitment to strengthening devolution, highlighting the Committee's pivotal role in the recent unbundling and transfer of functions from the National Government to County Governments, with the health sector emerging as one of the key beneficiaries. IGRTC CEO Dr. Kipkurui Chepkwony today hosted H.E. Irungu Kang'ata, Governor of Murang'a County, for the signing of an Intergovernmental Partnership Agreement (IPA) on the School Feeding Programme.

The IPA formalizes the framework for implementing the Murang'a School Feeding Programme, which currently provides daily meals to more than 39,000 learners across 524 ECDE centres and has been expanded through a pilot school lunch initiative in 55 primary schools. The Agreement ensures that the programme is implemented in accordance with the Constitution of Kenya and devolution laws.

IGRTC remains committed to strengthening collaboration between National and County Governments in service delivery.
