Principal Secretary, State Department for National Govt Coordination, Hon. Ahmed Abdisalan Ibrahim, today convened a meeting to deliberate on the way forward in addressing issues raised on the final draft of the Public Service Performance Management and Productivity Bill following its submission to the Office of the Attorney General.

The meeting focused on the consideration of all outstanding issues that are to be addressed comprehensively with a view of strengthening the final draft Bill before it progresses to the next stage.

The proposed legislation seeks to provide a framework for strengthening public service performance, efficiency, effectiveness and value for money, ultimately contributing to improved delivery of public services. The deliberations are part of ongoing efforts to refine the draft Bill and reaffirmed the commitment of stakeholders to ensure that the proposed legislation provides a sound and effective framework for improving performance and productivity across the public service.

The meeting brought together Dr. Reuben Chirchir, MBS, Director, Governance and Public Service Reforms and Re-engineering, Advisors from the Office of the Prime Cabinet Secretary, representatives from the Salaries and Remuneration Commission (SRC), the Office of the Attorney General, officials from the State Department for Parliamentary Affairs, the Public Service Performance Management Unit and the Legal Technical team that formed the Committee. 🇰🇪

The Secretary, National Government Coordination Secretariat, Mr. Alfred Diru on Thursday, 3rd September 2026, represented the Principal Secretary State Department for National Govt Coordination, Hon. Ahmed Abdisalan, at the Gumzo la Uchumi Mashinani- Western Region Muslim Forum, that took place in Bukhungu Stadium, Kakamega County.

The theme of the event, convened by the Principal Secretary, State Department for Economic Planning, Dr. Boniface B. Makokha, was 'Empowering Our Community Through Unity, Education, Economic Growth and Social Responsibility’, and brought together more than 1000 Muslim leaders from across the five counties of the Western Region.

In his speech, PS Ibrahim highlighted the priority interventions under the Bottom-Up Economic Transformation Agenda, specifically in the Western Region Counties. He reiterated that the Muslim leadership in the Western Region occupied a position of great moral and social influence in the local community. He called for partnership in highlighting the voices, concerns and priorities of Mashinani back to the Government for prioritization.

The main objectives of the Gumzo la Uchumi Mashinani initiative are to share achievements under the Bottom-Up Economic Transformation Agenda (BETA) within specific areas; create sustained dialogue with citizens; and build a network of trusted ambassadors of Government economic initiatives at the grassroots.

Present during the event was the Governor of Kakamega County, Dr. Fernandes Barasa, OGW, among a host of other dignitaries. 🇰🇪

This morning, Principal Secretary State Department for National Govt Coordination, Hon. Ahmed Abdisalan Ibrahim joined his fellow colleagues for the 8th Monthly Meeting of Principal Secretaries, chaired by the Chief of Staff and Head of the Public Service, Mr. Felix Koskei, held at the Kenyatta International Convention Centre (KICC).

The meeting reviewed progress on resolutions arising from the previous meetings while also evaluating current government implementation targets. Deliberations centered on proactive long-term planning including mapping out Vision 2060 to maintain momentum and confidence for citizens, investors, and partners.

The monthly meetings enhance coordination and strengthen cross-government alignment to ensure national priorities directly translate into efficient public service delivery for all Kenyans. Regular cross-government coordination remains vital to delivering tangible long term results. 🇰🇪

This morning, the Principal Secretary State Department for National Govt Coordination, Hon. Ahmed Abdisalan Ibrahim, attended and participated in a high-level dialogue on the Future of Development with discussions focusing on delivering results for more and better jobs in a changing development landscape. The Chief Guest was Hon. John Mbadi, Cabinet Secretary, National Treasury and Economic Planning who delivered the key note address. Hon. Mbadi spoke on the Government perspective on strengthening coordination and implementation to translate priorities into better outcomes for all Kenyans.

During the panel discussions, PS Ibrahim highlighted the Government's efforts on growth and job creation clearly outlined in it's Bottom-Up Economic Transformation Agenda (BETA) priorities including in the Agricultural sector, Micro, Small and Medium Enterprises Economy, Affordable Housing, Health Care and the Digital Superhighway and Creative Economy. Of note is that in Affordable Housing alone, a total of 640,442 jobs have been created so far both directly and indirectly. In addition, strengthening TVET and Competency-Based Education and training is essential to improve youth employability. The PS noted that training has been aligned with industry needs, particularly in agriculture, engineering and ICT, and supported by industrial attachments and recognition of prior learning.

PS Ibrahim also reiterated that the Government remains committed to creating decent, productive and inclusive jobs as foundations for broad-based economic growth and improved livelihoods. He added that it is imperative to nurture partnerships between the Government and Private Sector with the aim of establishing incubators and seed capital to support entrepreneurship and self-employment among the youth.

Present at the High-Level Dialogue was the Vice President, East and Southern Africa, World Bank Group, Mr Ndiame Diop, the Chief Executive Officer, the Kenya Private Sector Alliance, Ms. Carole Kariuki, Director, Outcomes Department, World Bank Group, Mr. Lisandro Martin, Director, African Development Bank Group, Mr. Armand Nzeyimana and Director, Islamic Development Bank, Mr. Syed Husain Quadri.

This morning, Principal Secretary State Department for National Govt Coordination Hon. Ahmed Abdisalan Ibrahim held deliberations with a delegation from the World Bank Group ahead of a high level dialogue on delivering results for more and better jobs in a changing development landscape.

The High-Level Dialogue is scheduled to take place on Monday, August 31st, 2026 at the Nairobi Serena Hotel from 9:00am to 11:00am. This will thereafter be followed by the PIUneer Curriculum Co-Creation Workshop from 2:00pm that will come to a close on Tuesday 1st September, 2026.

The PIUneer is a new global initiative led by the World Bank Group and a coalition of Multilateral Development Banks (MDB) and development partners to create a joint academy for professionals working on results, implementation and institutional performance.

PS Ibrahim will join other distinguished panelists to High—Level dialogue discuss and highlight the Government's plans on growth and better job creation. He will focus on the Government perspective on translating national priorities into implementation and results.

The event is co-hosted by the World Bank, the African Development Bank and the Islamic Development Bank sets the stage for timely discussions focused on expanding economic opportunities and creating job opportunities in an increasingly resource restrained environment.

This afternoon, the Principal Secretary State Department for National Govt Coordination, Hon. Ahmed Abdisalan Ibrahim, chaired a meeting on the Draft Public Service Performance and Productivity Management Bill, 2026, to brief the Prime Cabinet Secretary, H.E. Dr. Musalia Mudavadi, EGH, on its progress.

The Draft Public Service Performance and Productivity Management Bill, 2026, signals the next legislative step in entrenching a culture of accountability across Government. It seeks to institutionalise a results-driven, efficient, and accountable public service by aligning planning, budgeting, implementation, monitoring, and evaluation.The briefing provided a platform for deliberations on the proposed legal framework aimed at strengthening performance and productivity management across the public service.

The Principal Secretary State Department for National Govt Coordination, Hon. Ahmed Abdisalan Ibrahim, this afternoon chaired a consultative meeting on support for the implementation of the resolutions of the National Productivity and Performance Conference.

The meeting focused on advancing key resolutions aimed at accelerating Kenya's productivity agenda through policy, legislative and institutional reforms that will mainstream productivity across the public service.

The resolutions also seek to:
✅ 𝗟𝗶𝗻𝗸 𝗥𝗲𝘄𝗮𝗿𝗱𝘀 𝘁𝗼 𝗣𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲: Link compensation and career progression to performance and productivity;
✅ 𝗧𝗿𝗮𝗻𝘀𝗳𝗼𝗿𝗺 𝗣𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲 𝗖𝗼𝗻𝘁𝗿𝗮𝗰𝘁𝗶𝗻𝗴: Transition from Performance Contracting to Performance and Productivity Contracting;
✅ 𝗕𝘂𝗶𝗹𝗱 𝗮 𝗛𝗶𝗴𝗵-𝗣𝗲𝗿𝗳𝗼𝗿𝗺𝗶𝗻𝗴 𝗣𝘂𝗯𝗹𝗶𝗰 𝗦𝗲𝗿𝘃𝗶𝗰𝗲: Cultivate a productive, values-driven, and high-performing public service;
✅𝗘𝗻𝗵𝗮𝗻𝗰𝗲 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲 𝗨𝘀𝗲: Strengthen domestic revenue mobilization and improve efficiency in resource utilization;

Speaking during the meeting, the Principal Secretary emphasized that the implementation of the resolutions will be instrumental in increasing Kenya's annual productivity growth from the current 3–10 percent to 10–20 percent. He further reiterated the importance of holding monthly performance review meetings to monitor progress and ensure targets are achieved, noting that regular internal performance assessments will strengthen the adoption of a culture of productivity and continuous improvement across the public service

Collectively, these resolutions are intended to institutionalize a productivity-driven public service, accelerate labour productivity growth, improve service delivery outcomes, strengthen fiscal sustainability, enhance citizen satisfaction, and support Kenya's transformation into a globally competitive economy.

Principal Secretary, State Department for National Govt Coordination, Hon. Ahmed Abdisalan Ibrahim, today presided over the final session of the vetting of Ministerial Performance Contract Targets for the Financial Year 2026/2027 at the Ministry of Cooperatives, Micro, Small and Medium Enterprises (MSMEs) Development.

In his remarks, the Principal Secretary emphasized that the success of Performance Contracts hinges on collective responsibility, where every officer understands, owns, and contributes to the achievement of institutional targets. He called for the alignment of staff appraisal with Ministerial Performance Contracts, the cascading of targets to all levels of staff, and the strengthening of evidence-based reporting to ensure accountability and citizen-focused service delivery.

PS Ibrahim further urged the Ministry to institutionalize continuous monitoring and evaluation to track progress and implement timely mitigation measures where necessary. He also highlighted three key priorities going forward: the transition from Performance Contracting to Performance and Productivity Contracting to drive both effectiveness and efficiency in public service, the improvement of staff appraisal processes, and the enhancement of evidence-based reporting.

The vetting exercise sets the stage for improved performance, productivity, and accountability in public service delivery in order to deliver tangible results for Kenyans. 🇰🇪
