The County Assembly of Taita Taveta today, during Afternoon Sitting No. 059, received a public petition from residents of Wundanyi/Mbale Ward seeking to compel the County Government to reallocate and release unspent empowerment funds for the 2025/2026 Financial Year.

The petition states that the approved 2025/2026 budget allocated Ksh. 28 million for labour-based empowerment programmes to be implemented through village Community-Based Organizations (CBOs). However, by the close of the financial year, only Ksh. 2 million, representing approximately 7 per cent of the allocation, had been utilized, leaving Ksh. 26 million unspent and denying residents the intended development benefits.

According to the petitioners, the unutilized funds would have financed several priority community projects, including the construction of new ECDE centres at Mlechi and Kitukunyi, renovation of 12 ECDE centres in poor condition, expansion of water distribution networks to villages and Nyumba Kumi clusters, installation of main water supply pipelines from Mlechi to Kajingunyi High School and from Mavongonyi through Ruma to Ng'onda, procurement of water storage tanks, maintenance of village roads and streets through community labour programmes, establishment of avocado and macadamia nurseries in preparation for the proposed processing plant at HPC, completion of the long-stalled Masumbenyi Social Hall, and support for youth empowerment initiatives, including sports, agriculture and boda boda groups.

The petitioners urged the County Executive to immediately release the outstanding Ksh. 26 million for the benefit of Wundanyi/Mbale residents.
They further requested that, should the funds no longer be available in the current budget, the amount be provided for in the next supplementary budget to enable implementation of the identified development projects.

Additionally, the petition calls for all future development allocations for Wundanyi/Mbale Ward to be protected from reallocation and utilized solely for the projects approved for the ward.

Contributing to the debate, Mahoo Ward MCA Hon. Daniel Kimuyu described the situation as unfortunate, saying it was regrettable that residents had been forced to petition the Assembly over projects that had already been approved in the county budget.

He observed that the concerns raised by the petitioners reflected challenges experienced across all the county's 20 wards and called on the County Executive to prioritize implementation of approved development programmes.

Hon. Kimuyu emphasized that wananchi were closely monitoring service delivery and expected accountability in the utilization of public resources.

Presiding over the sitting, Member of the Speaker's Panel Hon. Peter Shambi committed the petition to the Committee on Budget, Finance and Appropriations for consideration.

The committee was directed to investigate the matters raised, engage the relevant stakeholders, and table a report before the House within 90 days for debate and adoption.

HON. MAKALO SEEKS STATEMENT ON STATUS OF MATERIAL RECOVERY FACILITY
Member of County Assembly for Kasigau Ward, Hon. Amos Makalo, has today sought a statement from the Chairperson of the Committee on Environment, Forestry and Climate Change, Hon. Lilian Mwangoi regarding the Material Recovery Facility, raising concern over its apparent non-operational state despite being established to support waste management and environmental conservation in the County.
Speaking at the floor of the House, Hon. Makalo noted that the Material Recovery Facility was commissioned to help improve garbage collection, waste sorting and recycling, while also promoting proper management of solid waste and conservation of the environment. However, he observed that the facility currently appears to be non-operational, raising concerns over whether it is achieving the purpose for which it was established.
Hon. Makalo therefore sought a statement from the Chairperson of the Committee on Environment, Forestry and Climate Change, Hon. Lilian Mwangoi, requesting the Committee to furnish the House with information on the current operational status of the facility and when it ceased operations.
The MCA further sought to establish the specific reasons that led to the facility becoming non-operational and whether there were challenges relating to its management, equipment, staffing or other operational requirements.
Hon. Makalo also sought information on whether the facility is fully equipped with the machinery required for waste sorting, recycling, composting and baling. Where equipment is missing, he wants the Committee to provide details of the equipment required and the measures being taken to address the gaps.
The Member further raised concern over staffing and sought clarification on whether there are sufficient personnel to operate the facility effectively. He requested details on any existing staffing gaps and the plans in place to ensure the facility has adequate personnel.
Hon. Makalo also sought to establish whether the County Government has entered into any contracts or partnerships with private recyclers or waste management firms to support the operations of the facility and enhance waste recycling within the County.
The MCA further requested information on the amount of solid waste the facility was designed to process daily compared to the quantity currently being processed. He also sought clarification on how recyclable waste is currently being handled in the absence of a fully operational Material Recovery Facility.
The Chairperson on the Committee of Environment, Forestry and Climate Change, Hon. Lilian Mwangoi asked the House to the Committee 7 days to furnish the House with the Comprehensive Report on the matter.

The Minority Leader and Member of the County Assembly for Mwatate Ward, Hon. Joseph Mwalegha, today, during Afternoon Sitting No. 059, sought a statement from the Chairperson of the Committee on Early Childhood Development Education (ECDE), Libraries and Vocational Training regarding the status of Special Schools and Special Needs Education (SNE) institutions in Mwatate Sub-County.

Hon. Mwalegha emphasized that special schools play a critical role in ensuring that children living with disabilities have access to quality, inclusive and equitable education, as guaranteed under the Constitution of Kenya, 2010, the Basic Education Act, 2013, and the Persons with Disabilities Act.

He noted that these institutions require adequate infrastructure, trained personnel, assistive devices, learning materials and sufficient financial support to effectively meet the educational and developmental needs of learners with disabilities.

The legislator further observed that despite the vital role played by special schools, concerns have been raised by parents, teachers and members of the public over the level of support accorded to these institutions in Mwatate Sub-County. Among the key concerns highlighted were inadequate learning facilities, shortages of specialized teachers and support staff, limited provision of assistive devices, inadequate transport for learners, and insufficient budgetary allocations for special needs education.

In his statement request, Hon. Mwalegha sought a comprehensive report detailing the number, names and locations of all Special Schools and Special Needs Education Units operating in Mwatate Sub-County, together with the enrolment of learners in each institution categorized by gender and type of disability.

He also requested information on the current staffing establishment in each institution, including the number of teachers, specialized instructors, therapists, sign language interpreters and other support personnel, and whether the existing staffing levels meet the required standards.

Additionally, the Minority Leader sought details on budgetary allocations and development projects undertaken by the County Government in support of Special Schools and Special Needs Education institutions in Mwatate Sub-County over the last three financial years.

He further sought to know the measures the County Government has put in place to provide assistive devices, learning materials, school transport, nutrition programmes and healthcare support for learners with special needs. He also requested updates on any ongoing or planned programmes aimed at improving infrastructure, staffing, learning resources and the overall welfare of learners in Special Schools within the Sub-County.

Hon. Mwalegha also demanded a report on the challenges facing Special Schools and Special Needs Education institutions in the Sub-County, the interventions undertaken by the County Government to address those challenges, and the mechanisms established to collaborate with the National Government, development partners and organizations supporting persons with disabilities in enhancing Special Needs Education.

Responding to the request, the Chairperson of the Committee on ECDE, Libraries and Vocational Training and Member of the County Assembly for Mahoo Ward, Hon. Daniel Kimuyu, acknowledged that the matter falls under both the National and County Governments. He requested seven days after the long recess to compile and table a comprehensive response before the House.

HON. AMOS MAKALO SEEKS ANSWERS OVER DELAYED PAYMENT OF COUNTY STAFF SALARIES
Member of County Assembly for Kasighau Ward, Hon. Amos Makalo, has sought a statement on the delay in payment of salaries to County Executive staff, calling for clarity on the circumstances behind the growing salary arrears, during Morning Sitting No 58.
Speaking in the County Assembly, Hon. Makalo noted that County employees play a critical role in delivering essential services to residents and should therefore receive their salaries on time. He told the House that there were concerns that some County employees had not received their salaries for June and July 2026, while staff in critical departments, particularly the health sector, were reportedly facing salary arrears dating back to April and May 2026.
Hon. Makalo said the situation was worrying, given the essential services provided by County employees, and sought a statement from the Chairperson of the Committee on Administration, Security, Devolution, Public Participation, Community Services and Drug Control. He wants the Committee to establish what has caused the delay in salary payments and confirm whether the reported arrears dating back to April 2026 are genuine.
The MCA further sought to know why the salary arrears had continued to accumulate and what measures were being taken to clear the outstanding payments. Among the information sought was the status of the Financial Year 2025/2026 salary disbursements, including a breakdown of each salary payment made. Hon. Makalo also sought information on the current status of statutory deductions and whether the deductions had been remitted as required.
He further requested details on the variance between the amount budgeted for wages and salaries and the actual amount paid, the number of months still outstanding and the total amount owed to County employees. Hon. Makalo also sought an explanation on what may have delayed, stopped or diverted funds meant for the payment of salaries.
Adding his voice to the matter, Hon. Daniel Kimuyu expressed concern over the difficulties facing County employees as a result of the salary delays. Hon. Kimuyu noted that many County workers depend entirely on their monthly salaries to meet their day-to-day needs and have no alternative sources of income. He urged the County Executive to consider the plight of the employees and ensure they are paid on time.
Minority Leader Hon. Joseph Mwalegha warned that continued delays could lead to industrial action by County workers, which would have a painful impact on residents. Hon. Mwalegha cautioned that a workers' strike would disrupt essential services, particularly healthcare and street cleaning, and urged the County Executive to resolve the matter before the situation escalates.
Hon. Rose Shingira questioned why funds received by the County Government were not being translated into timely payments and services. She wondered why the Finance Department continued to delay payments to workers who work tirelessly to serve residents, despite funds being allocated to various County programmes. Hon. Shingira also raised concern over delays in implementing development projects, noting that funds allocated for development should be utilized in good time to ensure projects are completed and residents benefit as intended.
Deputy Majority Leader Hon. Dorcas Mlughu directed her sentiments to the Governor, urging him to provide strong leadership at what she termed a critical time for the County. Hon. Mlughu cautioned the Governor against allowing the actions of a few individuals within his administration to damage his reputation, emphasizing that County employees are entitled to receive their salaries on time.
Deputy Minority Leader Hon. Peter Shambi, speaking on behalf of the Chairperson of the Committee on Administration, Security, Devolution, Public Participation, Community Services and Drug Control, Hon. Isaack Matolo, requested fourteen days to furnish the House with a comprehensive report on the matter.

The County Assembly of Taita Taveta has passed a Motion calling for the adoption of an official Taita and Taveta cultural attire to be worn during both formal and informal county functions.

The Motion, moved by ODM Nominated MCA and Chairperson of the Youth and Sports Committee, Hon. Patricia Mwashighadi, seeks to preserve and promote the county's rich cultural heritage while strengthening the identity and pride of the people of Taita Taveta.

Hon. Mwashighadi said the Taita and Taveta communities have a rich cultural heritage reflected in their traditions, language, music, dance, craftsmanship and traditional dress. However, she noted that modernization and changing lifestyles have gradually reduced the visibility of these cultural practices, especially among the youth.

She observed that many counties have already adopted official cultural attire as a symbol of unity and identity, and urged Taita Taveta to do the same by developing attire inspired by the county's unique landscapes, history and traditions.

The Motion calls on the County Executive Committee Member for Trade, Tourism, Culture and Industrialization to lead the development of the attire through an inclusive public participation process involving cultural elders, historians, fashion designers, youth, women's groups, persons with disabilities and other stakeholders.

It also requires the County Executive to develop guidelines on the attire's design, symbolism and occasions for use while ensuring it reflects the diversity of the Taita and Taveta communities and is suitable for all residents.

Once developed, the official attire is expected to be worn during county celebrations, national public holidays, cultural festivals, official government functions, tourism events, educational and sporting activities, conferences and other appropriate occasions.

The Motion further encourages the County Executive to work with local tailors, fashion designers, textile producers, artisans, youth groups and women's groups in producing the attire. This is expected to create jobs, support local businesses and promote the county's creative economy.

Hon. Mwashighadi also proposed the establishment of an annual Taita and Taveta Cultural Week to celebrate the county's heritage through traditional attire, music, dance, food, storytelling, arts, crafts and historical exhibitions.

During debate, Members of the County Assembly emphasized the need for extensive public participation to ensure the official attire truly represents the identity, diversity and aspirations of the people of Taita Taveta.

The Motion also directs the County Executive to submit an implementation framework to the Assembly within six months, outlining stakeholder engagement, funding, branding and strategies for promoting and preserving the county's cultural heritage.

Member of County Assembly for Wumingu/Kishushe Ward, Hon. Newton Kifuso, has sought a statement from the Chairperson of the Health and Sanitation Services Committee regarding the implementation status of the Financial Year 2025/2026 budget allocation for the training of Community Health Promoters (CHPs) in the ward, during afternoon sitting No.057.

Hon. Kifuso informed the House that during the FY 2025/2026 budget-making process, Ksh. 500,000 was allocated for the training of Community Health Promoters in Wumingu/Kishushe Ward. However, the funds remained unutilized until the close of the financial year.

The Member raised concern over the failure to implement the allocation, noting that the training was intended to enhance the capacity of CHPs to effectively deliver essential health services to residents at the community level.

Consequently, Hon. Kifuso requested the Chairperson of the Health and Sanitation Services Committee to furnish the House with information on the reasons why the Ksh. 500,000 allocation was not utilized and the specific factors that led to the failure to undertake the planned CHPs training.

The Member further sought information on the measures and plans by the Department of Health Services, in collaboration with the Department of Finance and Economic Planning, to ensure that Community Health Promoters in Wumingu/Kishushe Ward are trained and that the intended programme is implemented.

Speaker of the County Assembly of Taita Taveta, Hon. Wisdom Mwamburi, this morning received a delegation from the Kichuku Kibaa–Wasinyi Clan, where they held discussions on strategies to promote community development and sustainable economic growth.

The delegation, led by its Chairperson, Mr. James Mwang'ombe, briefed the Speaker on the clan's plans to venture into various community development initiatives, particularly livestock farming and ranching. They also sought his guidance on these projects and explored other viable investment opportunities that could enhance the socio-economic well-being of their members.

Hon. Mwamburi commended the clan for its visionary commitment to economic empowerment, noting that such initiatives have the potential to improve livelihoods and create lasting benefits for both the current and future generations.

The Speaker encouraged the delegation to remain focused and resilient in pursuing their development agenda. The Taita Taveta County Assembly has today passed a Motion urging the County Executive to pursue the inclusion of Taita Taveta County in remaining or reallocated scope for solar mini-grids and stand-alone solar home systems under the Kenya Off-Grid Solar Access Project (KOSAP) or its successor programmes during morning Sitting.

The Motion was moved by the Leader of Minority and Member for Mwatate Ward, Hon. Joseph Kennedy Mwalegha, who highlighted the need for increased access to clean and reliable energy, particularly in remote and underserved areas of the County.

Hon. Mwalegha noted that KOSAP, a World Bank-funded national initiative, is aimed at increasing access to clean energy in underserved counties, including Taita Taveta. However, he raised concern that the County received no allocation under Component 1, which covers Solar Mini-Grids, and Component 2, which provides for Stand-Alone Solar Home Systems.

The Assembly further noted the ongoing implementation of Component 3 of KOSAP, which involves the solarization of 19 community boreholes across Taveta, Mwatate, Voi and Wundanyi Sub-Counties. The initiative is estimated to benefit more than 85,000 residents and approximately 14,500 households through improved access to water.
While acknowledging the progress made under Component 3, Hon. Mwalegha said the absence of allocations under the other components had left a significant gap in household and productive electricity access, particularly in remote and marginalized areas of the County.

The Motion also recognized the County Government's commitment to renewable energy, including its KSh 5 million contribution towards oversight and plans for additional County-funded borehole solarization projects in the 2026/2027 Financial Year.

Therefore, the Assembly resolved that the County Executive, through the Department of Public Works, Infrastructure, Housing and Energy, should immediately engage the Rural Electrification and Renewable Energy Corporation (REREC), the Ministry of Energy and Petroleum, and the World Bank to advocate for the inclusion of Taita Taveta in any remaining or reallocated KOSAP scope before the project's closure.

The Assembly further resolved that the County Executive should consider allocating resources towards pilot solar mini-grid projects and subsidized stand-alone solar home systems, particularly in underserved wards and other areas that were left out of the programme.

The County Executive Committee Member for Public Works, Infrastructure, Housing and Energy is also required to submit a progress report to the County Assembly on the implementation of the resolutions within twenty-one (21) days of adoption of the Motion.

Adding her voice to the Motion, Deputy Majority Leader Hon. Dorcas Mlughu thanked the mover for bringing the matter before the House, noting that the County Executive had, in her view, conducted its affairs in a manner that raised concerns over seriousness and accountability. Hon. Mlughu further called for greater accountability and responsible management of external support, noting that such resources provide an important opportunity to complement the County's development efforts, particularly in underserved areas.

The Speaker of the County Assembly of Taita Taveta, Hon. Wisdom Mwamburi, this morning received a delegation from the County Assembly of Kilifi, which is on a benchmarking tour to learn from Taita Taveta's successful translation of its Standing Orders into Kiswahili.

Taita Taveta County Assembly made history as the first County Assembly in Kenya to officially translate its Standing Orders into Kiswahili, producing the document dubbed Kanuni za Kudumu. The milestone has since attracted interest from other county assemblies seeking to promote the use of Kiswahili in legislative processes.

Welcoming the delegation, which was led by the Head of Hansard and Audio Services at the County Assembly of Kilifi, Mr. George Kumbatha, Hon. Mwamburi encouraged the team to expedite the translation of the Kilifi County Assembly Standing Orders into Kiswahili, noting that the initiative would enhance communication, improve public participation, and make legislative processes more accessible and understandable to wananchi.

The Speaker observed that although Kiswahili is Kenya's national language and has deep historical roots along the Coast, many coastal counties are yet to fully embrace it in official parliamentary business.

He emphasized the need for county assemblies to strengthen the use of proper parliamentary Kiswahili in debates, official documentation, and legislative procedures to promote accuracy, consistency, and professionalism.

Also addressing the delegation, the Clerk of the County Assembly, CPA. Gadiel Maganga, underscored the importance of coastal counties taking the lead in institutionalizing Kiswahili within their legislative processes.

He urged county assemblies not only to conduct plenary and committee sittings in Kiswahili but also to prepare and publish Hansard reports in the language, thereby enabling wananchi to better understand and engage with Assembly proceedings.

CPA. Maganga reaffirmed Taita Taveta County Assembly's commitment to supporting other county assemblies interested in translating their Standing Orders into Kiswahili and assured the Kilifi delegation and other interested assemblies that Taita Taveta would readily share its experience, technical expertise, and best practices to ensure the successful implementation of similar initiatives across the country.

As part of the benchmarking programme, the Kilifi delegation also had the opportunity to attend the morning plenary sitting, which was presided over by Speaker Hon. Wisdom Mwamburi. The session gave the visitors a firsthand experience of the Assembly's legislative procedures and demonstrated the practical application of Kiswahili in parliamentary business.
