Lao PDR and Viet Nam Strengthen Forestry Cooperation

On the occasion of accompanying the high-level delegation of the Ministry of Agriculture and Environment of the Lao PDR to attend the Annual Bilateral Meeting between the two Ministries of Lao PDR and Viet Nam, an official meeting was held on 16 July 2026 in Hanoi between the Department of Forestry and the Department of Natural Resources and Environment Inspection of the Lao PDR and the Viet Nam Forestry Administration.
The Lao delegation was led by Assoc. Prof. Dr. Somvang Phimmavong, Head of the Department of Forestry, together with Dr. Siphaphay Xaysongkham, Head of the Department of Natural Resources and Environment Inspection, and technical representatives responsible for wildlife and CITES, timber trade and non-timber forest products, planning and cooperation.
The Vietnamese delegation was led by Mr. Tran Quang Bao, Director General of the Viet Nam Forestry Administration, accompanied by Mr. Pham Hong Luong, Deputy Director General, and representatives from relevant technical divisions, the Viet Nam CITES Management Authority, and the Viet Nam Forest Protection and Development Fund.
The meeting marked an important step in further strengthening the great friendship, special solidarity and comprehensive cooperation between Lao PDR and Viet Nam, particularly in forestry, wildlife conservation, biodiversity, timber trade and sustainable green development.
During the meeting, both sides reviewed and assessed the implementation of the Forestry Memorandum of Understanding for 2024–2028 and the Bilateral Forestry Cooperation Programme for 2026–2030. They highly valued the achievements made in sustainable forest management, forest protection, wildlife conservation, law enforcement, human resource development and cooperation among border provinces.
Both sides held extensive discussions on strengthening cooperation in CITES implementation, management of captive wildlife facilities, development of traceability systems for timber and wildlife products, exchange of intelligence on illegal trade, and closer coordination among law-enforcement agencies of the two countries.
Mr. Tran Quang Bao reaffirmed Viet Nam’s readiness to continue supporting Lao PDR in the implementation of CITES, development of traceability systems, technical capacity building, and cooperation to prevent and combat transnational wildlife and timber crime.
The two sides also agreed to explore the establishment of a dedicated bilateral cooperation project on CITES implementation and the prevention of illegal wildlife and timber trade. The proposed project would focus on information exchange, training, traceability systems and coordinated law-enforcement actions.
The meeting further exchanged experiences on REDD+, forest restoration, forest fire prevention and suppression, forest monitoring technologies, forest carbon credits and Payment for Forest Environmental Services, or PFES. Viet Nam expressed its willingness to share relevant policies, implementation mechanisms and practical lessons to support Lao PDR in developing its national PFES framework and forest-finance mechanisms.
In the area of nature conservation, both sides welcomed the successful inscription of the Hin Nam No–Phong Nha-Ke Bang Transboundary World Heritage Site. They agreed to continue strengthening cooperation on transboundary protected-area management, wildlife monitoring, ecosystem restoration, community participation and sustainable ecotourism development.
Regarding investment and trade, the Lao side recognized the important contribution of Vietnamese investors to the development of forest plantations and rubber plantations in Lao PDR. These investments have helped create employment, increase export earnings and support rural economic development.
Both sides agreed to promote a transition from the export of raw materials towards higher-value processing. Priority areas include rubber processing, the use of rubberwood for furniture production, engineered wood, processed timber and other high-value wood products.
The two sides also agreed to strengthen technical exchanges on forest reproductive materials, tree breeding, seed production, nursery management, plantation technologies and joint scientific research.
Looking ahead, the Department of Forestry of Lao PDR, the Department of Natural Resources and Environment Inspection of Lao PDR, and the Viet Nam Forestry Administration will continue to coordinate closely, designate technical focal points, develop a joint work plan and monitor implementation. The three departments aim to report concrete achievements at the next Annual Meeting on the implementation of the bilateral Memorandum of Understanding.
The meeting concluded in a warm, friendly and sincere atmosphere, reflecting the special relationship and strong cooperation between Lao PDR and Viet Nam.

On 16 July, the world marks World Snake Day, which has been observed since 2013 through the joint efforts of conservationists, herpetologists, and wildlife experts to raise public awareness about snakes.

Snakes play an important role in maintaining ecological balance, including controlling populations of pests such as rats, and are an important part of biodiversity. Protecting snakes and their natural habitats contributes to healthy ecosystems and the conservation of wildlife.

Officials of the Law Enforcement Network on Aquatic Animals, Wildlife and Forestry Laws (LAO-WEN) conducted an inspection of a restaurant in Chommany Village, Xaysettha District, Vientiane Capital, following information concerning the alleged illegal trade in protected wildlife species.

The specimens initially seized by the authorities included one live snake weighing 1.42 kg; four pangolin carcasses with scales removed weighing 4.8 kg; one bag of pangolin scales weighing 3.2 kg; raw pangolin meat and internal organs weighing 2.1 kg; cooked pangolin meat parts weighing 3.8 kg; four bear paw parts weighing 2.1 kg; and one jar of wildlife-infused alcohol. The total weight of carcasses, parts and live wildlife specimens was 25.52 kg.

In connection with the case, LAO-WEN officials brought the male suspect, a Chinese national, for further legal proceedings in accordance with the laws and regulations of the Lao PDR.

The visit to the Elephant Conservation Center in Pak Ou District, Luang Prabang Province, by H.E. Thongloun Sisoulith, Secretary General of the Lao People’s Revolutionary Party and President of the Lao PDR, together with the Minister of Agriculture and Environment and the high-level delegation, reflects the importance attached to elephant conservation, proper elephant care, and the appropriate use of elephants in tourism activities.

All elephants at the Center have been recorded in the National Elephant Information Management System, or NEIMS, and registered with elephant identity cards. This system supports data management for monitoring, source verification, movement control, proper care, and the management of captive elephants in the Lao PDR.

For CITES-related work, the Asian elephant is listed in Appendix I of CITES. Therefore, registration, monitoring, proper care, and lawful use of elephants are important for elephant conservation and for supporting the Lao PDR’s obligations under CITES.

🐟 Celebrating National Fish and Aquatic Animal Release Day 2026

On 11 July 2026, H.E. Thongloun Sisoulith, Secretary General of the Lao People’s Revolutionary Party Central Committee and President of the Lao PDR, presided over the National Fish and Aquatic Animal Release Day celebration at That Luang Marsh, Vientiane Capital.

The event highlighted the importance of conserving fish and aquatic biodiversity, restoring freshwater ecosystems, and raising public awareness—especially among younger generations—about the sustainable management of aquatic resources.

In 2026, the Ministry of Agriculture and Environment aims to release more than 72 million fish and aquatic animals into natural water bodies nationwide. During the ceremony, over 1 million native fish were released into That Luang Marsh, demonstrating the Government’s strong commitment to enhancing aquatic biodiversity, maintaining healthy ecosystems, and ensuring sustainable fisheries for future generations.

ເນື່ອງໃນໂອກາດ ວັນປ່ອຍປາ ແລະ ສັດນໍ້າ ແຫ່ງຊາດ ວັນທີ 13 ກໍລະກົດ 2026 ນີ້, ທ່ານ ລິນຄໍາ ດວງສະຫວັນ ຕາງໜ້າໃຫ້ຂະແໜງການກະສິກຳ ແລະ ສິ່ງແວດລ້ອມ, ຮຽກຮ້ອງມາຍັງ ທຸກພາກ ສ່ວນທົ່ວສັງຄົມ, ພະນັກງານ, ທະຫານ, ຕຳຫຼວດ, ພໍ່ຄ້າຊາວ ຂາຍ, ຕະຫຼອດຮອດ ພໍ່ແມ່ປະຊາຊົນ ໂດຍສະເພາະ ຊາວໜຸ່ມ-ເຍົາວະຊົນ ຈົ່ງເອົາໃຈໃສ່ ຄື:

1. ຍົກສູງຄວາມຮັບຜິດຊອບ ແລະ ເພີ່ມທະວີຄວາມເປັນເຈົ້າ ໃນການຄຸ້ມຄອງ, ນໍ້າໃຊ້ ປາ ແລະ ສັດນໍ້າ ແບບຍືນຍົງ, ບໍ່ຈັບສັດນໍ້າ ໃນລະດູວາງໄຂ່ ຫຼື ລະດູຂະຫຍາຍພັນ (ໂດຍສະເພາະໄລຍະ ເຂົ້າພັນສານີ້);

2. ຢຸດຕິ ການລ່າ, ຫາປາ ແລະ ສັດນໍ້າ ແບບດັບສູນ ເປັນຕົ້ນ: ຫ້າມໃຊ້ກະແສໄຟຟ້າ ຊ໋ອດ, ການໃຊ້ລະເບີດ ຫຼື ສານເຄມີ ເບື່ອປາ ແລະ ສັດນໍ້າ ຊຶ່ງພຶດຕິກຳດັ່ງກ່າວຍັງເປັນການທໍາລາຍລະບົບນິເວດຢ່າງຮ້າຍແຮງອີກດ້ວຍ.

Groundbreaking Ceremony for the National Wildlife Health Rehabilitation Centre and Launch of Domestic Elephant Identification Cards

On 10 July 2026, the Department of Forestry, Ministry of Agriculture and Environment of Lao PDR, held the groundbreaking ceremony for the construction of the National Wildlife Health Rehabilitation Centre at the National Forestry Training and Forest Certification Centre, Houay Pamom, Vang Vieng District, Vientiane Province. The event also marked the official launch of the National Domestic Elephant Identification Card System.

The ceremony was presided over by H.E. Mr. Kikeo Singnavong, Vice Minister of Agriculture and Environment, with participation from the Director General of the Department of Forestry, representatives of the Elephant and Environment Conservation Foundation, Thailand, the Faculty of Forest Science, provincial and district authorities, and development partners.

The National Wildlife Health Rehabilitation Centre, which is being established with the generous support of the Elephant and Environment Conservation Foundation, Thailand, will strengthen Lao PDR’s capacity to receive, quarantine, examine, treat, rehabilitate, and manage confiscated and rescued wildlife, particularly long-tailed macaques and other CITES-listed species seized through law enforcement operations. The centre will include modern quarantine facilities, veterinary clinics, surgical and diagnostic rooms, rehabilitation enclosures, animal nutrition facilities, and a centralized wildlife information management system that supports traceability, evidence management, and compliance with national legislation and CITES requirements.

The National Domestic Elephant Identification Card System, also supported by the Elephant and Environment Conservation Foundation, Thailand, introduces a modern, internationally aligned registration and identification system to improve the traceability, monitoring, and long-term management of domestic elephants in Lao PDR.

These important milestones reflect the strong partnership between the Department of Forestry and the Elephant and Environment Conservation Foundation, Thailand, and demonstrate Lao PDR’s continued commitment to strengthening wildlife conservation, improving the management of confiscated wildlife, enhancing animal welfare, and ensuring effective implementation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).
