ආකල්ප වෙනසක් තුළින් පවුල් ඒකක සංවර්ධනය සඳහා
“SMART HOME” – “ සපිරි නිවහන” ව්යාපෘතිය ඇරඹේ

“පොහොසත් රටක් - ලස්සන ජීවිතයක් ” රජයේ ප්රතිපත්තිය මූලික කරගෙන, ආකල්ප සංවර්ධනය තුළින් ඉදිරි පරපුර (Next Generation)සඳහා යහපත් සමාජ වටපිටාවක් ගොඩනැංවීම, ගෘහ ඒකකවල ඵලදායිතාව හා ජීවන තත්ත්වය ඉහළ නන්වමින් සමාජයීය පාරිසරික සහ සදාචාරාත්මක පුනර්ජීවනයක් ඇති කිරීමේ අරමුණින් “SMART HOME” – “ සපිරි නිවහන” ව්යාපෘතිය ගම්පහ දිස්ත්රික්කයේ ප්රාදේශීය ලේකම් කොට්ඨාස 13ම ආවරණය වන පරිදි ක්රියාවට නැංවීමට කටයුතු යොදා ඇත. මෙම ව්යාපෘතිය ගම්පහ දිස්ත්රික් ලේකම්/ දිසාපති ලලින්ද ගමගේ මහතාගේ සංකල්පය හා මගපෙන්වීම අනුව ක්රියාවට නංවා ඇති අතර එහි නියමු ව්යාපෘතිය 2025 ජනවාරි මස ආරම්භ කිරීමට කටයුතු යොදා ඇත.
මෙම වැඩසටහනේ මගපෙන්වීම හා සමස්ත අධීක්ෂණය අදාළ කොට්ඨාසයේ ප්රාදේශීය ලේකම් විසින් සිදුකරනු ලබන අතර ඍජු අධීක්ෂණය සහකාර ප්රාදේශීය ලේකම් විසින් ද වැඩසටහනේ සම්බන්ධීකාරක ලෙස ඵලදායිතා නිලධාරී නම් කර ඇති අතර ව්යාපෘතිය ක්රියාත්මක කිරීම අදාළ වසමේ ග්රාම නිලධාරී, සංවර්ධන නිලධාරී, සමෘද්ධි සංවර්ධන නිලධාරී, කෘෂිකර්ම පර්යේෂණ හා නිෂ්පාදන සහකාර හා පවුල් සෞඛ්ය නිලධාරී මගින් සිදුකෙරේ.
රේඛීය අමාත්යාංශ හා පළාත් පාලන ආයතනවලින් ප්රාදේශීය ලේකම් කාර්යාලවලට අනුයුක්ත කර සිටින ක්ෂේත්ර නිලධාරීන් තම තමන්ගේ රාජකාරී විෂය පථය යටතේ හා ව්යාපෘති නිර්ණායක ඔස්සේ අදාළ නිවාසවල ජීවන තත්ත්වය ඉහළ නැංවීම, මගපෙන්වීම හා ක්රියාත්මක කිරීම කළ යුතුය.
ඒ පිළිබඳව ප්රාදේශීය ලේකම්වරුන් හා දිස්ත්රික් ඵලදායිතා හා ක්ෂේත්ර නිලධාරීන් දැනුවත් කිරීමේ වැඩසටහනක් දිස්ත්රික් ලේකම් ලලින්ද ගමගේ මහතාගේ ප්රධානත්වයෙන් 2025 ජනවාරි 08 වන දින දිස්ත්රික් ලේකම් කාර්යාලයේදී පැවැත්විණි.
මෙම ව්යාපෘතිය “SMART HOME” – “සපිරි නිවහන” domestic productivity program ලෙස නම් කර තිබේ.

මෙම වැඩසටහනේ පළමු අදියර යටතේ නියමු ව්යාපෘතියක් 2025 ජනවාරි සිට මාර්තු දක්වා ක්රියාත්මක වන අතර එක් ප්රාදේශීය ලේකම් කොට්ඨාසයකින් නිවාස ඒකක 20 බැගින් නිවාස 260ක් ආවරණය කිරීමට බලාපොරොත්තු වේ.
දෙවන අදියර 2025 අප්රේල් සිට දෙසැම්බර් දක්වා ක්රියාත්මක වන අතර එහිදී එක් ග්රාම නිලධාරී වසමකින් 01ක් නිවාස ඒකකයක් බැගින් නිවාස ඒකක 1,177ක් ආවරණය කිරීමට කටයුතු යොදා ඇත. ඉදිරි පරපුරේ ආකල්ප සංවර්ධනය තුළින් යහපත් පවුල් ඒකකයක් ගොඩනැංවීම මෙහි මූලික අරමුණ වන අතර ගෘහස්ත ඵලදායිතාව තුළින් සමාජයීය, සදාචාරාත්මක හා ආර්ථික අරමුණු ඉටුකර ගැනීමටද බලාපොරොත්තු වේ.
තෝරා ගන්නා නිවාස ඒකක පහත ප්රධාන ක්ෂේත්ර යටතේ වෙනසකට ලක් කිරීම සඳහා නිවැසියන්/ දරුවන් පෙළඹවීම මේ යටතේ සිදු කෙරේ.
1. ගෙවතු සංවර්ධනය, ඉඩම් පරිහරණය, පරිසර අලංකරණය හා අපද්රව්ය කළමනාකරණය
•යහපත් කෘෂිකාර්මික පිළිවෙත් , උපරිම භුමි පරිභෝජනය, නවීන කෘෂි ක්රමවේද භාවිතය, භූමි හායනය වැලැක්වීම හා ඉඩම් පරිහරණ ක්රමවේද, ගෙවතු අලංකරණය, වෙන්කර කසල බැහැර කිරීම හා ඝන අපද්රව්ය කළමනාකරණය.
2. පෝෂණය හා ආහාර සුරක්ෂිතතාවය
•දරුවන් ගැබිණි මව්වරුන් හා වැඩිහිටියන් මූලික කරගත් පෝෂණ ක්රමවේද , අඩු වියදමකින් වැඩි පෝෂණයක් ලබාදීම , ආහාර තෝරා ගැනීම හා කල් තබා ගැනීම.
3. සෞඛ්ය හා සනීපාරක්ෂාව
•යහපත් ආහාර පුරුදු, බෝ වන හා බෝ නොවන රෝගවලින් ආරක්ෂාවීම, ප්රසන්න බව හා පිරිසිදු බව, මානසික හා කායික සෞඛ්ය පිළිබඳ අවධානය.
4. ආරක්ෂාව සුරක්ෂිතතාවය හා රැකවරණය
•දරුවන් අතවර හා අපයෝජනවලින් වැළැක්වීම, නිවසේ අනාරක්ෂිත ස්ථාන ඉවත් කිරීම, අනතුරු අවම කිරීම.
5. ආකල්ප සංවර්ධනය
•ආතති කළමනාකරණය, ඇබ්බැහිවීම් වලින් වැළැක්වීම( මත්ද්රව්ය, ජංගම දුරකථන) ,නායකත්ව ගුණාංග හා පෞරුෂත්ව වර්ධනය, මෘදු කුසලතා /Soft Skills (සහකම්පන ගුණාංග) , කාල කළමනාකරණය හා නියමිත වේලාවට වැඩ කිරීම, අධ්යාත්මික සංවර්ධනය හා රසවින්දනය වැඩිදියුණු කිරීම, මිත්යාමතවලින් ඉවත් වීම, අනුවර්තනය(Adaptation) හා දරා ගැනීමේ හැකියාව(Tolerance), නීතිරීතිවලට ගරු කිරීම.
6. අරපිරිමැස්ම
•නාස්තිය වැළැක්වීම හා අවධානය , පොදු දේපළ ආරක්ෂා කිරීම.
7. අධ්යාපනය
•ප්රාථමික හා ද්විතික අධ්යාපනයේදී දරුවන් පීඩනයට පත් වීම අවම කිරීම සඳහා දෙමව්පියන් දැනුවත් කිරීම, දරුවන්ගේ දක්ෂතා හඳුනාගැනීම හා ඒ අනුව අදාළ ක්ෂේත්රවලට යොමු කිරීම, නිපුණතා අනුව වෘත්තිය අධ්යාපනය හඳුන්වා දීම, නව්යකරන ක්රියාකාරකම් හා නව නිර්මාණ සඳහා යොමු කිරීම.
8. ඵලදායීතා සංකල්ප භාවිතය
•5S සහ අනෙකුත් ඵලදායීතා ශිල්ප ක්රම, පිරිසිදු කිරීම් හා පිළිවෙළ.
9. සාමය (බාහිර හා අභ්යන්තර) හා සහජීවනය
•ගැටුම් ඇතිවීම වැළැක්වීම, අන් අයගේ අදහස්වලට ගරු කිරීම, සමථ කිරීම.
•ගෘහස්ත ප්රචණ්ඩත්වය වැලැක්වීම.
•අනෙකුත් සංස්කෘතීන්ට ගරු කිරීම හා අන්තවාදය බැහැර කිරීම.
10. ඉතිරි කිරීම හා වියදම් කළමනාකරණය
•ඉතිරි කිරීම්වලට හුරු කිරීම, ස්වයං රැකියා හා ව්යවසායකත්වය, බාහිර පාර්ශ්ව සමග ණය ගනුදෙනු.

•පවුලේ ආර්ථික ඉලක්ක, දරුවන්ගේ අධ්යාපන ඉලක්ක.
•දේපල හා වැදගත් ලියකියවිලිවල ආරක්ෂාව(ඉඩම් ඔප්පු, උප්පැන්න සහතික).
•කණ්ඩායමක් ලෙස වැඩ කිරීම (Team Work),සන්නිවේදන කුසලතා, අනුවර්තන හැකියාව(Adaptation),සදාචාරාත්මක බව හා ආචාර ධර්ම, ස්වයංවිනය.
•නීතිරීතිවලට ගරු කිරීම, රාජ්ය හා අනෙකුත් අනුබද්ධිත ආයතනවල ක්රියාකාරීත්වය පිළිබඳව අවබෝධය.
මෙම ව්යාපෘතියේ 01 වන සහ 02 වන අදියර මගින් 2025 වර්ෂය තුළ ගම්පහ දිස්ත්රික්කයේ නිවාස ඒකක 1,437ක් ආවරණය කිරීමට අපේක්ෂා කෙරේ.
දිස්ත්රික් මාධ්ය ඒකකය - ගම්පහ
The “SMART HOME” – “සපිරි නිවහන” Project is launched to Develop households by transforming social attitudes among people.
Based on the Government policy "A Thriving Nation - Beautiful Life," the "SMART HOME” – “ සපිරි නිවහන” project aims to create a better social environment for the next generation by boosting the attitudes of people. It seeks to enhance household productivity and improve living standards, fostering social, environmental, and ethical revitalization. This project covers 13 Divisional Secretariat Divisions in the Gampaha District and has been initiated under the concept and guidance of District Secretary/ Government agent Mr. Lalinda Gamage. The pilot project is set to commence in January 2025.
The project will be guided and monitored by the relevant Divisional Secretaries, under the direct supervision of the Assistant Divisional Secretary. The Productivity officer will serve as the coordinator while Grama Niladhari Officers, Development Officers, Samurdhi Officers, Agricultural Research and Production Assistants, and Family Health Officers will involve in the implementation process. The field officers who have been appointed to Divisional Secretariats by the Line ministries and Local Government Institutions shall lead the implementation to improve living standards of the relevant households in accordance with project criteria.
A briefing session for Divisional Secretaries, District Productivity Officers and Field Officers was held under the patronage of District Secretary Mr. Lalinda Gamage at the District Secretariat on 8th January, 2025.

Phases of the Project
1. Pilot Phase (January to March 2025): Covers 260 households (20 from each Divisional Secretariat Division).
2. Second Phase (April to December 2025): Covers 1,177 households (one household per Grama Niladhari Division).
The prime objective is to build a constructive family unit through the development of the attitudes of the next generation and it is also hoped to achieve social, moral and economic goals through the enriched productivity of the household.
The residents/children in selected households will be motivated to transform under the following key areas.
1. Home Gardening, Land Use, and Environmental adornment and waste management
•Good Agricultural Practices (GAP), optimal land use, modern farming methods, Preventing land degradation and land utilizing methods, environmental adornment and waste segregation and solid waste management.
2. Nutrition and Food Security
•Focus on children, pregnant mothers, and elders; promoting cost-effective, nutritious diets and food selection and preservation.
3. Health and Hygiene
• Emphasis on healthy dietary habits, protection against communicable and non- communicable diseases, cleanliness and pleasantness, mental and physical health.
4. Safety and Security
• Preventing child harassment and abuse, reducing risks, and improving household safety.
5. Development of social attitudes
• Stress management, preventing addictions (e.g., drugs, mobile phones), limiting screen time, personality and leadership development , soft skills (empathy), time management, punctuality, spiritual development, entertainment, avoiding myths, adaptability, tolerance and resilience.
6. Minimizing Waste/ Frugality
• Promoting efficiency, protecting public property, and waste reduction.
7. Education
• Improving parental awareness on the stress suffered by school children undergoing the primary and the secondary education, identifying children’s skills and talents, vocational training, and fostering innovation.
8. Productivity Concepts
• Implementing 5S practices and other productivity techniques, cleanliness and orderliness.
9. Peace (Internal and External) and reconciliation
• Preventing conflicts, respecting others' opinions, and fostering harmony.
• Preventing domestic violence
• Respect other cultural values, Avoiding extremism
10. Savings and expenditure Management
• Encouraging savings, self-employment, entrepreneurship, and responsible borrowing.
11. Youth Empowerment and Career Guidance
12. Planning, Future Goals, and Social Engagement
• Setting economic goals and educational goals,
• Security of essential documents (e.g. deeds, birth certificates)
• Teamwork, communicational skills, righteousness, self -discipline and adaptability.
• Becoming law- abiding citizens
Expected Outcomes
Through these Phases, the project aims to improve 1,437 households in the Gampaha District by the end of 2025.
