ஒரு சிறந்த நூலைப் படைப்பதற்கு அறிவு மாத்திரம் போதாது, யதார்த்தத்தை ஆழமாகப் புரிந்துகொள்ள அனுபவமும் அவசியம். அனுபவமும் அறிவும் ஒன்றிணையும் போதுதான் ஒரு நூல் சமூகத்துக்குப் பயனளிக்கும் வகையில் சிறப்புறும் என வடக்கு மாகாண கௌரவ ஆளுநர் நா.வேதநாயகன் தெரிவித்தார்.

'குழந்தைமைக் கல்வியும் ஆரம்பக் கல்வியின் செயற்பாடுகளும்' மற்றும் 'புலம்பெயர் நாடுகளில் இலங்கைத் தமிழ்' ஆகிய இரு நூல்களின் வெளியீட்டு நிகழ்வு இன்று (26.08.2026) புதன்கிழமை யாழ்ப்பாணம் இந்துக் கல்லூரி சபாலிங்கம் அரங்கில் நடைபெற்றது. இந்நிகழ்வில் பிரதம விருந்தினராகக் கலந்துகொண்டு உரையாற்றிய ஆளுநர் மேற்கண்டவாறு தெரிவித்தார்.

நிகழ்வில் தொடர்ந்து உரையாற்றிய ஆளுநர், முன்பள்ளிக் கல்வியின் முக்கியத்துவம் இலங்கையில் அண்மைக்காலத்திலேயே பரவலாக உணரத் தொடங்கப்பட்டுள்ளதாகக் குறிப்பிட்டார். ஆரம்பக்காலக் கல்வியே ஒரு குழந்தையின் அறிவு, நடத்தை மற்றும் எதிர்காலக் கற்றலுக்கான அடித்தளத்தை உருவாக்குகின்ற நிலையில், தற்போதைய அரசாங்கமும் முன்பள்ளிக் கல்விக்கு முன்னுரிமை வழங்கி அதனை ஒழுங்குமுறைப்படுத்துவதற்கான நடவடிக்கைகளை மேற்கொண்டு வருவதாகத் தெரிவித்தார்.

'புலம்பெயர் நாடுகளில் இலங்கைத் தமிழ்' என்ற நூலின் உள்ளடக்கத்துடன் தொடர்புபடுத்தி கருத்துத் தெரிவித்த ஆளுநர், புலம்பெயர் தமிழர்கள் குடும்பங்களுடன் தாயகத்துக்கு வருகை தரும் சந்தர்ப்பங்களில், அவர்களின் பிள்ளைகள் தமிழ் மொழியைப் பேசாத நிலை காணப்படுவது கவலைக்குரிய விடயம் எனத் தெரிவித்தார். தாய்மொழியைப் பேணுவது ஒரு சமூகத்தின் அடையாளத்தையும் பண்பாட்டு தொடர்ச்சியையும் பாதுகாப்பதுடன் தொடர்புடையது என்றும் அவர் வலியுறுத்தினார்.

வேற்றின சமூகங்கள் தங்களுக்குள் உரையாடும்போது தமது தாய்மொழியைப் பயன்படுத்துவதைப் பொதுவாகக் காண முடியும்; ஆனால் தமிழ்ச் சமூகத்தில் அந்தப் பழக்கம் பல இடங்களில் குறைந்து வருவது குறித்து சிந்திக்க வேண்டியுள்ளது என்றும் ஆளுநர் குறிப்பிட்டார். வெளிநாடுகளில் சில அமைப்புகள் புலம்பெயர் தமிழ்ப் பிள்ளைகளுக்குத் தமிழ் கற்பிப்பதற்காக மேற்கொள்ளும் முயற்சிகளைப் பாராட்டிய அவர், அவ்வாறான முயற்சிகளுக்கு ஒத்துழைப்பதற்கு பதிலாக அவற்றைக் குறைகூறுவதும் குழப்புவதும் தமிழ்ச் சமூகத்துக்குள் இடம்பெறுவது வருத்தத்திற்குரியது என்றும் தெரிவித்தார்.

இதேவேளை, நிகழ்வில் உரையாற்றிய மருத்துவ நிபுணர் பேராசிரியர் பாலகோபி முன்வைத்த நடைமுறைப் பிரச்சினைகள் தொடர்பிலும் ஆளுநர் கவனம் செலுத்தினார். அவ்விடயங்களுக்கு தீர்வு காண வேண்டியது அவசியம் என்றும், ஆனால் சமூகத்தில் நீண்டகாலமாக உருவாகியுள்ள சில எதிர்மறையான சிந்தனைப் போக்குகளைக் கடந்து மாற்றங்களை ஏற்படுத்துவதற்கு காலமும் பொறுமையும் தேவைப்படும் என்றும் அவர் குறிப்பிட்டார்.

'ஒன்றைச் செய்யுங்கள் என்றால் செய்யாதிருப்பதும், செய்ய வேண்டாம் என்றால் செய்வதும் போன்ற எதிர்மறையான சிந்தனைப் பழக்கத்திலிருந்து எமது சமூகத்தை மெல்லமெல்ல விடுவித்து, நேர்மறையான செயற்பாட்டு மனப்பாங்கை உருவாக்க வேண்டும்' என ஆளுநர் தெரிவித்தார். சமூக முன்னேற்றத்துக்கு தேவையான மாற்றங்களை நடைமுறையில் ஏற்படுத்துவதற்கு மனப்பாங்கு மாற்றமும் அவசியம் என்றும் அவர் வலியுறுத்தினார்.

இந்நூல்களின் ஆசிரியர் தணிகாசலம்பிள்ளை அவர்கள் அண்மையில் சட்டமானி கற்கையை நிறைவு செய்துள்ளதாகத் தமக்குத் தெரிவிக்கப்பட்டதாகக் குறிப்பிட்ட ஆளுநர், கல்வி கற்பதற்கு வயது ஒருபோதும் தடையல்ல என்பதற்கான சிறந்த வாழும் எடுத்துக்காட்டாக அவர் விளங்குகின்றார் எனப் பாராட்டினார். தொடர்ந்து கற்றுக்கொள்வதற்கான ஆர்வமும் முயற்சியும் எந்த வயதிலும் ஒருவரை புதிய அறிவின் உயரங்களுக்கு அழைத்துச் செல்ல முடியும் என்றும் அவர் குறிப்பிட்டார்.

இந்நிகழ்வில் மருத்துவ நிபுணர்களின் கௌரவிப்பும் நடைபெற்றது. யாழ். மாவட்டச் செயலர், வடக்கு மாகாண சபையின் முன்னாள் பிரதம செயலர், கல்வியாளர்கள், மருத்துவத்துறை சார்ந்தோர், எழுத்தாளர்கள், சமூக ஆர்வலர்கள் உள்ளிட்ட பலர் கலந்துகொண்டனர். நூல் வெளியீடு மற்றும் அறிமுக உரைகளுடன், நூல்களின் உள்ளடக்கம் தொடர்பான கருத்துரைகளும் இடம்பெற்றன.

தேசிய மீலாதுன் நபி விழா – கௌரவ வடக்கு மாகாண ஆளுநரின் வாழ்த்துச் செய்தி

'மனிதகுலத்துக்கு அருளாகவே உம்மை அனுப்பியுள்ளோம்' என்ற புனித குர்ஆன் வசனத்தின் மகத்தான பொருளை நினைவுகூரும் புனிதமான நாளாக மீலாதுன் நபி தினம் அமைகிறது.

நபிகள் நாயகம் முஹம்மது (ஸல்) அவர்களின் பிறப்பையும், அவர்களின் உயரிய வாழ்வியல் நெறிகளையும் நினைவுகூரும் இந்நன்னாளில், வடக்கு மாகாண முஸ்லிம் மக்களுக்கும், இலங்கை வாழ் அனைத்து முஸ்லிம் சகோதர சகோதரிகளுக்கும் எனது உளமார்ந்த மீலாதுன் நபி நல்வாழ்த்துகளை தெரிவித்துக் கொள்கிறேன்.

நபிகள் நாயகம் (ஸல்) அவர்கள் மனிதகுலத்துக்கு எடுத்துக்காட்டாகக் காட்டிய அன்பு, இரக்கம், நீதி, சகோதரத்துவம், சமத்துவம், பொறுமை, நேர்மை மற்றும் பிறருக்காக வாழும் உயரிய பண்பு ஆகியவை காலத்தால் அழியாத மனிதநேய விழுமியங்களாகும்.

மனிதர்களுக்கிடையில் வேறுபாடுகளை உருவாக்குவதற்குப் பதிலாக, அவர்களை அன்புடனும் மரியாதையுடனும் இணைப்பதே நபிகளாரின் வாழ்வின் முக்கியப் பாடங்களில் ஒன்றாகும். குறிப்பாக, பல இனங்களும் மதங்களும் சமூகங்களும் இணைந்து வாழும் எமது வடக்கு மாகாணத்தில், இந்தப் பண்புகள் இன்னும் அதிக முக்கியத்துவம் பெறுகின்றன.

நாம் ஒவ்வொருவரும் எமது மத நம்பிக்கைகளை மதித்துக் கொண்டே, ஏனைய சமயங்களையும் அவர்களின் விழுமியங்களையும் மதித்து, அமைதி, நல்லிணக்கம், சகோதரத்துவம் மற்றும் பரஸ்பர நம்பிக்கை கொண்ட சமூகத்தை கட்டியெழுப்ப வேண்டும்.

மீலாதுன் நபி விழா, நபிகளாரின் பிறப்பை நினைவுகூரும் ஒரு நிகழ்வாக மட்டும் அமையாமல், அவர்களின் போதனைகளை எமது அன்றாட வாழ்வில் நடைமுறைப்படுத்துவதற்கான ஒரு வாய்ப்பாகவும் அமைய வேண்டும். துயருற்றவர்களுக்கு துணையாக நிற்பதும், ஏழைகளுக்கு உதவுவதும், அயலானை மதிப்பதும், அநீதிக்கு எதிராக நிற்பதும், சமூகத்தில் அமைதியையும் கருணையையும் வளர்ப்பதும் நபிகளாரின் வாழ்விலிருந்து நாம் கற்றுக்கொள்ள வேண்டிய உயரிய பாடங்களாகும்.

இந்தப் புனித நாளில், எமது நாட்டில் வாழும் அனைத்து மக்களிடையேயும் ஒற்றுமையும் புரிந்துணர்வும் மேலும் வலுப்பெற்று, அமைதியும் செழிப்பும் நிலவ வேண்டும் என நான் பிரார்த்திக்கின்றேன். நபிகள் நாயகம் முஹம்மது (ஸல்) அவர்களின் அருள்மிகு வாழ்வியல் நெறிகள் எமது சமூகத்தில் அன்பையும் அமைதியையும் நல்லிணக்கத்தையும் மேலும் வளர்க்கட்டும்.

மீண்டும் வடக்கு மாகாண முஸ்லிம் மக்களுக்கும், இலங்கை வாழ் அனைத்து முஸ்லிம் சகோதர சகோதரிகளுக்கும் எனது இதயம் கனிந்த மீலாதுன் நபி நல்வாழ்த்துகள்.

National Milad-un-Nabi Festival – Greetings Message from the Hon. Governor of the Northern Province

Milad-un-Nabi Day (Holy Prophet's Birthday) is a sacred day that commemorates the profound meaning of the holy Qur’anic verse, 'We have sent you only as a mercy to mankind'.

On this blessed day, which commemorates the birth of Prophet Muhammad (PBUH) and his noble principles of life, I extend my heartfelt Milad-un-Nabi greetings to the Muslim people of the Northern Province and to all Muslim brothers and sisters living in Sri Lanka.

The love, compassion, justice, brotherhood, equality, patience, honesty and noble quality of living for others demonstrated by Prophet Muhammad (PBUH) as an example to humanity are timeless human values.

One of the important lessons from the life of the Prophet is that, instead of creating differences among people, they should be brought together with love and respect. In particular, these qualities are of even greater importance in our Northern Province, where many ethnicities, religions and communities live together.

While respecting each of our religious beliefs, we must also respect other religions and their values, and build a society founded on peace, harmony, brotherhood and mutual trust.

The Milad-un-Nabi festival should not merely be an occasion to commemorate the birth of the Prophet, but should also be an opportunity to put his teachings into practice in our daily lives. Standing by those who are suffering, helping the poor, respecting one's neighbour, standing against injustice, and fostering peace and compassion in society are noble lessons that we must learn from the life of the Prophet.

On this sacred day, I pray that unity and understanding among all the people living in our country will be further strengthened, and that peace and prosperity will prevail. May the blessed principles of life of Prophet Muhammad (PBUH) further foster love, peace and harmony in our society.

Once again, my heartfelt Milad-un-Nabi greetings to the Muslim people of the Northern Province and to all Muslim brothers and sisters living in Sri Lanka.

காணாமல் ஆக்கப்பட்ட தமது உறவுகளுக்கான நீதியைத் தேடும் பயணமும், அக்குடும்பங்களின் பொருளாதாரத்தை மேம்படுத்துவதற்கான வாழ்வாதார உதவிகளை வழங்கும் செயற்பாடுகளும் சமாந்தரமாக முன்னெடுக்கப்பட வேண்டும் எனவும், நிவாரணம் வழங்குவதானது நீதிக்கான போராட்டத்தை ஒருபோதும் முடிவுக்குக் கொண்டுவரப் பயன்படாது எனவும் வடக்கு மாகாண கௌரவ ஆளுநர் நா.வேதநாயகன் தெரிவித்தார்.

சர்வதேச காணாமல் ஆக்கப்பட்டோர் தினத்தை முன்னிட்டு, காணாமல் போன ஆட்கள் பற்றிய அலுவலகத்தால் ஏற்பாடு செய்யப்பட்ட நிகழ்வு இன்று (25.08.2026) செவ்வாய்க்கிழமை யாழ்ப்பாண மாவட்டச் செயலகத்தில் நடைபெற்றது. இந்நிகழ்வில் கலந்துகொண்டு உரையாற்றும்போதே ஆளுநர் மேற்கண்டவாறு தெரிவித்தார்.

நிகழ்வில் ஆளுநர் மேலும் உரையாற்றுகையில், பல ஆண்டுகளாகத் தங்களது உறவுகளைத் தேடித் தவிக்கும் குடும்பங்களின் வலியை நாம் முழுமையாக உணர்கின்றோம். மாண்புமிகு ஜனாதிபதி அநுரகுமார திஸாநாயக்க தலைமையிலான தற்போதைய அரசாங்கம் காணாமல் ஆக்கப்பட்டோர் விவகாரத்துக்கு அதிக முன்னுரிமை வழங்கிச் செயற்பட்டு வருகின்றது. அதன் வெளிப்பாடாகவே காணாமல் போன ஆட்கள் பற்றிய அலுவலகத்தின் செயற்பாடுகளுக்குத் தேவையான நிதி ஒதுக்கீடுகள் தொடர்ச்சியாக வழங்கப்பட்டு வருகின்றன. ஒரு குடும்பத்தின் வருமானம் ஈட்டுபவர் காணாமல் போயிருக்கலாம். எனவே, உண்மையைத் தேடும் விசாரணைக்கு இணையாக, அக்குடும்பங்களின் பொருளாதார மற்றும் சமூக வாழ்வை மீளக்கட்டியெழுப்புவதற்கான உதவிகளும் வழங்கப்பட வேண்டும். இவை இரண்டும் ஒன்றுக்கொன்று எதிரானவை அல்ல. அத்துடன், வடக்கு மற்றும் கிழக்கு மாகாணங்களில் மனிதப் புதைகுழிகள் தொடர்பான அகழ்வாராய்ச்சிகள் நடைபெற்று வருகின்றன. இவ்வாறான இடங்களில் கிடைக்கும் சான்றுகள் முறையாக ஆவணப்படுத்தப்பட்டு, நிபுணத்துவத்துடன் விசாரிக்கப்பட்டு நீதிச் செயல்முறைகளுக்கு உட்படுத்தப்படுவது அவசியமாகும். உண்மை, நீதி, நிவாரணம், கண்ணியம், மீள்நிகழாமை ஆகியன ஒன்றோடொன்று தொடர்புடையவை. உண்மையைத் தேடும் பொறுப்பிலிருந்து இந்த அரசாங்கம் ஒருபோதும் விலகாது' என வலியுறுத்தினார்.

இந்நிகழ்வில் பிரதம விருந்தினராகக் கலந்துகொண்டு உரையாற்றிய கௌரவ நீதி அமைச்சர் ஹர்ஷ நாணயக்கார,
எமது அரசாங்கத்திலே முக்கியமான ஒரு கொள்கை இருக்கின்றது; சட்டம் அனைவருக்குமே சமன். சட்டத்துக்கு மேலாக ஒருவரும் இல்லை. காணாமலாக்கப்பட்ட பிரச்சனைகள் போன்ற சட்ட விரோதமான நடவடிக்கைகளுக்கும் சட்டம் சரியான முறையிலே நடைமுறைப்படுத்தப்படும். அனைவருக்கும் நீதி கிடைக்கும் என்பதே எமது எதிர்பார்ப்பு. நாட்டு மக்கள் எங்களுக்கு ஆணை வழங்கியதும் இந்த எதிர்பார்ப்பிலாகும். காணாமல் ஆக்கப்பட்டோர் தொடர்பான செயற்பாடுகளைப் பலப்படுத்தும் நோக்கில் அலுவலகத்தின் ஆளணிப் பற்றாக்குறை நிவர்த்தி செய்யப்பட்டுப் புதிதாக 69 உத்தியோகத்தர்கள் இணைக்கப்பட்டுள்ளதாகவும், இதற்காக 2025ஆம் ஆண்டில் சுமார் 375 மில்லியன் ரூபா ஒதுக்கப்பட்டுள்ளதாகவும் குறிப்பிட்டார். அத்துடன், செம்மணி சமூகப் புதைகுழி தொடர்பான ஆய்வுகளை விஞ்ஞான ரீதியாக முன்னெடுப்பதற்காக 57 மில்லியன் ரூபா ஒதுக்கப்பட்டுள்ளதுடன், பாதிக்கப்பட்ட குடும்பங்களுக்கு வீடமைப்பு, கல்வி மற்றும் சுகாதார வசதிகளை உள்ளடக்கிய விசேட உதவிப் பொதி ஒன்றினை வழங்குவது தொடர்பிலும் ஆராயப்பட்டு வருவதாகத் தெரிவித்தார். குற்றவாளிகள் கண்டறியப்பட்டால் அவர்களுக்கு உரிய தண்டனை பெற்றுக்கொடுக்கப்படும் எனவும் அவர் உறுதியளித்தார்.

காணாமல் போன ஆட்கள் பற்றிய அலுவலகத்தின் தலைவர் மகேஷ; கட்டுலந்த கருத்துத் தெரிவிக்கையில், நாடளாவிய ரீதியில் கிடைக்கப்பெற்ற சுமார் 19,000 முறைப்பாடுகளில் 9,000க்கும் மேற்பட்ட விசாரணைகள் நிறைவடைந்துள்ளதாகவும், குறிப்பாக யாழ்ப்பாண மாவட்டத்தில் பதிவான 2,300 பேரில் 1,940 பேருக்கான விசாரணைகள் பூர்த்தி செய்யப்பட்டுள்ளதாகவும் குறிப்பிட்டார். இடைநிறுத்தப்பட்டிருந்த விசாரணைகள் மீண்டும் ஆரம்பிக்கப்பட்டுள்ளதுடன், எஞ்சியுள்ள அனைத்து விசாரணைகளையும் 2027ஆம் ஆண்டுக்குள் முழுமையாக நிறைவு செய்ய இலக்கு நிர்ணயிக்கப்பட்டுள்ளதாகவும் அவர் சுட்டிக்காட்டினார்.

The pursuit of justice for disappeared relatives and efforts to provide livelihood assistance to strengthen the economic well-being of their families must be carried out in parallel.

The Hon. Governor of the Northern Province N. Vethanayahan stated that efforts to provide livelihood assistance should be carried out in parallel, emphasizing that providing relief must never be seen as an alternative to or an end to the families’ ongoing struggle for justice.

An event organized by the Office on Missing Persons to mark the International Day of the Disappeared was held today - on Tuesday 25 August 2026), at the Jaffna District Secretariat. The Governor made these remarks while participating in the event.

The Governor further addressed the gathering, stating:
“We fully understand the pain of families who have been searching for their loved ones for many years. The present government, led by His Excellency the President Anura Kumara Dissanayake, has accorded high priority to addressing the issue of the disappeared. Accordingly, the necessary financial allocations continue to be provided for the activities of the Office on Missing Persons.
The breadwinner of a family may have disappeared. Therefore, alongside investigations to uncover the truth, assistance must also be provided to rebuild the economic and social well-being of affected families. These two efforts are not contradictory; rather, they must proceed in parallel.
Furthermore, excavations relating to human remains are currently being carried out in the Northern and Eastern Provinces. It is essential that evidence recovered from such sites be properly documented, subjected to expert investigation, and taken through due judicial processes. Truth, justice, relief, dignity and non-recurrence are all interconnected. This government will never shirk its responsibility to uncover the truth,” he stressed.

Hon. Minister of Justice Harsha Nanayakkara, who attended the event as the Chief Guest, addressed the gathering and stated:
“Our government has an important policy: the law is equal for everyone, and no one is above the law. The law will be properly enforced in relation to all unlawful acts, including cases involving disappearances. Our expectation is to ensure justice for everyone. This is the mandate and expectation entrusted to us by the people of this country.

He further stated that the staff shortage at the Office on Missing Persons has been addressed, with 69 new officers recruited to strengthen activities related to missing and disappeared persons. Approximately Rs. 375 million was allocated for this purpose in 2025.
He also noted that Rs. 57 million has been allocated for scientific investigations related to the Chemmani mass grave and that consideration is being given to providing a special assistance package, including housing, education and healthcare facilities, to affected families.
He further assured that if those responsible are identified, they will be subject to appropriate legal punishment.”

The Head of the Office on Missing Persons, Mahesh Katulantha, stated that, of the approximately 19,000 complaints received from across the island, investigations into more than 9,000 cases have been completed. In the Jaffna District, where approximately 2,300 complaints have been received, investigations into 1,940 cases have been completed. He further noted that previously suspended investigations have now been resumed, with a target set to complete all outstanding investigations by 2027.

Hon. Minister of Fisheries, Aquatic and Ocean Resources Ramalingam Chandrasekhar, Hon. Members of Parliament K. Ilankumaran and J. Rajeevan, the District Secretaries of Jaffna and Mannar, the Deputy Chief Secretary – Administration of the Northern Province, Divisional Secretaries, heads of government departments and family members of missing persons also participated in the event.

Meanwhile, a medical camp was also held today for family members of missing persons who continue to search for their loved ones.

திருவிழாக்களில் அதீத ஒளி, வானவேடிக்கை உள்ளிட்டவற்றைப் பயன்படுத்துவதற்கு வடக்கு மாகாணத்தில் ஒழுங்குமுறை

திருவிழாக்கள் மற்றும் பொது கொண்டாட்டங்களின்போது அதீத ஒளி கொண்ட மின்விளக்குகள், வானவேடிக்கைகள் உள்ளிட்டவற்றைப் பயன்படுத்துவதை ஒழுங்குபடுத்துவதற்காக வடக்கு மாகாணத்தின் உள்ளூராட்சி மன்றங்கள் ஊடாக உடனடியாக நியமத்துணைவிதிகளை உருவாக்குவதற்கும், இதற்கு மேலதிகமாக தேசிய மட்டத்தில் தேவையான சட்ட ஏற்பாடுகளை உருவாக்குவதற்கான நடவடிக்கைகளை முன்னெடுப்பதற்கும் தீர்மானிக்கப்பட்டுள்ளது.

கடந்த 20ஆம் திகதி பண்டத்தரிப்பு, பிரான்பற்றுப் பகுதியில் அமைந்துள்ள முருகன் கோயில் திருவிழாவின் போது அதீத ஒளி கொண்ட மின்விளக்குகள் மற்றும் வானவேடிக்கைகளின் தாக்கத்தால் 500 இற்கும் அதிகமானோர் கண் பாதிப்புக்குள்ளான சம்பவத்தைத் தொடர்ந்து, இவ்வாறான அசம்பாவிதங்கள் மீண்டும் இடம்பெறாத வகையில் முன்னெடுக்க வேண்டிய தடுப்பு நடவடிக்கைகள் தொடர்பில் இக்கலந்துரையாடல் இடம்பெற்றது.

கலந்துரையாடலின் ஆரம்பத்தில் கருத்துத் தெரிவித்த ஆளுநர், தொழில்நுட்பம் வேகமாக வளர்ச்சியடைந்து வரும் நிலையில் புதிதுபுதிதாக அறிமுகமாகும் மின்விளக்குகள், ஒளியமைப்புகள் மற்றும் பிற கருவிகளின் பயன்பாடு தொடர்பில் உரிய பாதுகாப்பு ஒழுங்குமுறைகள் உருவாக்கப்பட வேண்டியதன் அவசியத்தைச் சுட்டிக்காட்டினார். பண்டத்தரிப்புச் சம்பவம், இத்தகைய ஒழுங்குமுறைகள் இனிமேலும் தாமதிக்கப்படக் கூடாது என்பதற்கான முக்கிய எச்சரிக்கையாக அமைந்துள்ளதாகவும் அவர் தெரிவித்தார்.

இதன்போது கருத்துத் தெரிவித்த கடற்றொழில், நீரியல் மற்றும் கடல்வளங்கள் அமைச்சர் இ.சந்திரசேகர், குறித்த சம்பவம் சமூகத்தில் பாரதூரமான தாக்கத்தை ஏற்படுத்தியுள்ளதாகக் குறிப்பிட்டதுடன், எதிர்காலத்தில் இவ்வாறான சம்பவங்கள் இடம்பெறாத வகையில் தேவையான ஒழுங்குமுறைகளை உருவாக்குவதற்கு நடவடிக்கை எடுக்கப்பட வேண்டும் எனத் தெரிவித்தார்.

யாழ்ப்பாணம் போதனா மருத்துவமனையின் கண் சத்திரசிகிச்சை நிபுணர் மருத்துவர் ம.மலரவன், சம்பவம் தொடர்பில் சுகாதார அமைச்சர் மற்றும் சுகாதார சேவைகள் பணிப்பாளரிடம் சமர்ப்பிக்கப்பட்ட மருத்துவ அறிக்கையின் பிரதிகளை இதன்போது முன்வைத்தார். இத்தகைய ஒளிமூலமான பெருமளவிலான கண் பாதிப்பு சம்பவம் இலங்கை வரலாற்றில் முதன்முறையாகப் பதிவாகியுள்ளதாகவும் அவர் குறிப்பிட்டார்.

குறித்த திருவிழாவுக்குப் பின்னர், பலர் கடுமையான கண் வலி, கண் சிவத்தல், அதிகக் கண்ணீர் வடிதல், ஒளியைத் தாங்க முடியாமை மற்றும் கண்களைத் திறக்க முடியாமை உள்ளிட்ட அறிகுறிகளுடன் சிகிச்சை பெற்றுள்ளனர். சுமார் 500 பேர் கண் சிகிச்சை பெற்றிருந்த நிலையில், அவர்களில் சுமார் 400 பேர் யாழ்ப்பாணம் போதனா மருத்துவமனையிலும் சுமார் 100 பேர் யாழ்ப்பாண மாவட்டத்திலுள்ள தனியார் மருத்துவமனைகளிலும் சிகிச்சை பெற்றுள்ளனர். யாழ்ப்பாணம் போதனா மருத்துவமனையில் சுமார் 386 பேர் அனுமதிக்கப்பட்டதாகவும், அவர்களில் 114 பேர் 2 முதல் 12 வயதுக்குட்பட்ட சிறுவர்கள் எனவும் மருத்துவ அறிக்கையில் குறிப்பிடப்பட்டுள்ளது.

சம்பவத்துக்குப் பின்னர் யாழ்ப்பாணம் போதனா மருத்துவமனை உடனடியாக அவசர மருத்துவ ஏற்பாடுகளை மேற்கொண்டு, கண் சிகிச்சைப் பிரிவு மற்றும் கண் வெளிநோயாளர் பிரிவை தொடர்ச்சியாக இயக்கியதுடன், சுற்றுவட்டார மருத்துவமனைகளிலிருந்து நோயாளிகளை ஒருங்கிணைத்து சிகிச்சைக்காக அனுப்புவதற்கான நடவடிக்கைகளும் மேற்கொள்ளப்பட்டன. யாழ்ப்பாண மாவட்டச் செயலகம் மற்றும் பிராந்திய சுகாதார சேவைகள் பணிப்பாளர் அலுவலகத்தின் ஒருங்கிணைப்புடன் பாதிக்கப்பட்டவர்களை உரிய நேரத்தில் மருத்துவமனைக்கு அழைத்துவர முடிந்தமையே நிலைமையை கட்டுப்படுத்துவதற்கு உதவியதாகவும் மருத்துவ நிபுணர் சுட்டிக்காட்டினார்.

ஆரம்ப தொழில்நுட்ப மதிப்பீட்டின்படி, திருவிழாவில் பயன்படுத்தப்பட்ட விளக்குகள் அதிக தீவிரம் கொண்ட மின்வெளியேற்ற விளக்குகள் வகையைச் சேர்ந்ததாகத் தோன்றியுள்ளதுடன், அவை மிகத் தீவிரமான ஒளியுடன் புற ஊதாக் கதிர்வீச்சையும் ஏற்படுத்தக்கூடியவை என மருத்துவ அறிக்கையில் குறிப்பிடப்பட்டுள்ளது. இவ்வாறான விளக்குகளின் பாதுகாப்பான பயன்பாட்டை உறுதி செய்வதற்காக சர்வதேச ஒளி உயிரியல் பாதுகாப்புத் தரநிலைகளைப் பின்பற்ற வேண்டியதன் அவசியமும் அதில் வலியுறுத்தப்பட்டுள்ளது.

பாதிக்கப்பட்ட அனைவரும் சுமார் ஆறு மாதங்களுக்கு தொடர்ச்சியான கண்காணிப்பில் இருக்க வேண்டியதன் அவசியத்தையும் மருத்துவர் ம.மலரவன் குறிப்பிட்டார். சம்பவத்தில் தீவிரமான பார்வை இழப்பை ஏற்படுத்தும் சிக்கல்கள் பதிவாகாத போதிலும், இவ்வகை அதிக தீவிர ஒளிக்கு நேரடியாக வெளிப்படுவது எதிர்காலத்தில் கடுமையான கண் பாதிப்புகளை ஏற்படுத்தக்கூடிய அபாயம் உள்ளதாக மருத்துவ நிபுணர்கள் சுட்டிக்காட்டினர்.

இதேவேளை, திருவிழாக்களில் பயன்படுத்தப்படும் சில மின்விளக்குகள் இணையம் ஊடாக கொள்வனவு செய்யப்பட்டு வருவதாகவும், அவற்றில் சில கடலில் சட்டவிரோதமாக மீன்பிடிப்பதற்கும் பயன்படுத்தப்படுவதாகவும் மருத்துவர் ம.மலரவன் சுட்டிக்காட்டினார். குறித்த மின்விளக்குகள் தொடர்ச்சியான பயன்பாட்டில் வெடிக்கும் அபாயமும் காணப்படுவதாக அவர் தெரிவித்ததுடன், இவ்வாறான அபாயங்களை கருத்திற்கொண்டு எதிர்கால ஒழுங்குமுறைகள் விரிவாக அமைக்கப்பட வேண்டும் என வலியுறுத்தினார்.

அதிக ஒலியுடன் ஒலிபெருக்கி பயன்படுத்துவதற்கான சட்ட ஏற்பாடுகள் ஏற்கனவே காணப்படுகின்ற போதிலும், அவை நடைமுறையில் முழுமையாகப் பின்பற்றப்படுவதில்லை என கண், காது, மூக்கு சத்திரசிகிச்சை நிபுணர் மருத்துவர் இந்திரநாத் சுட்டிக்காட்டினார். ஒலி தொடர்பான கட்டுப்பாடுகளும் நடைமுறையில் வலுப்படுத்தப்பட வேண்டியதன் அவசியத்தையும் அவர் குறிப்பிட்டார்.

திருவிழாக்கள் மற்றும் பொது கொண்டாட்டங்களின்போது ஒளிப் பயன்பாடு, வானவேடிக்கை மற்றும் யானைகளைப் பயன்படுத்துதல் ஆகியவற்றை ஒழுங்குபடுத்துவதற்கான நியமத்துணைவிதி ஒன்றை உருவாக்குவதற்கு கலந்துரையாடலில் இணக்கம் காணப்பட்டது. வடக்கு மாகாண உள்ளூராட்சி ஆணையாளர் எஸ்.சுதர்சன், மாகாணசபை இல்லாத சூழலில் மாகாண உள்ளூராட்சி அமைச்சராக ஆளுநரின் ஒப்புதலுடன் இவ்வாறான நியமத்துணைவிதிகளை உருவாக்க முடியும் என்றும், அவற்றை பிரதேச சபைகள் மற்றும் நகர சபைகள் தமது சபைகளில் ஏற்றுக்கொள்வதன் மூலம் கட்டுப்பாடுகளை நடைமுறைப்படுத்த முடியும் என்றும் விளக்கமளித்தார்.

அதேநேரம், பொது இடங்களில் ஒலிப்பயன்பாட்டை ஒழுங்குபடுத்துவதற்கான சட்டவரைவு ஒன்றை மத்திய சுற்றாடல் அதிகாரசபை தயாரித்து வருவதாக அதன் உதவிப் பணிப்பாளர் எல்.சி.ஆனந்த் தெரிவித்தார்.

இச்சட்ட ஏற்பாடுகளுடன் இணைந்து சமூக விழிப்புணர்வும் பொறுப்புணர்வும் வலுப்படுத்தப்பட வேண்டும் என யாழ்ப்பாண மாவட்டச் செயலாளர் ம.பிரதீபன் சுட்டிக்காட்டினார். ஆலய நிர்வாகங்கள், உபயகாரர்கள் மற்றும் நிகழ்வுகளை ஏற்பாடு செய்யும் ஏனைய தரப்பினரிடையிலும் பாதுகாப்புப் பொறுப்புணர்வை உருவாக்குவதற்கான நடவடிக்கைகளை மேற்கொள்ள வேண்டும் எனவும் அவர் தெரிவித்தார்.

மேலும், தற்போதுள்ள சட்ட ஏற்பாடுகளின் கீழ் பொதுத் தொல்லை தொடர்பான நடவடிக்கைகளை மேற்கொள்ள பொலிஸாருக்கு உள்ள அதிகாரங்களை முழுமையாகப் பயன்படுத்துவது தொடர்பில் பொலிஸாருடன் விரைவான கலந்துரையாடலை நடத்துவதற்கும் அமைச்சர் மற்றும் ஆளுநர் இணக்கம் தெரிவித்தனர்.

எதிர்காலத்தில் எந்தவொரு திருவிழா அல்லது பொது நிகழ்விலும் பாதுகாப்பை விடக் கொண்டாட்டத்துக்கு முன்னுரிமை வழங்கப்படக் கூடாது என்றும், மக்களின் உயிர் மற்றும் உடல் நலனுக்கு ஆபத்து ஏற்படக்கூடிய எந்தவொரு செயற்பாடும் உரிய பாதுகாப்பு மதிப்பீடு மற்றும் கட்டுப்பாடுகளுக்கு உட்பட்டே முன்னெடுக்கப்பட வேண்டும் என்றும் கலந்துரையாடலில் வலியுறுத்தப்பட்டது. மத மற்றும் பொது நிகழ்வுகளுக்கான பாதுகாப்பு வழிகாட்டுதல்களை உருவாக்க வேண்டிய அவசியம் வலியுறுத்தப்பட்டது.

Regulations for excessive lighting and fireworks at festivals in Northern Province; decision to develop by-laws through local government bodies

A decision has been taken to immediately develop by-laws through the local government bodies of the Northern Province to regulate the use of high-intensity lighting equipment and fireworks during festivals and public celebrations, and to take further steps to formulate the necessary legal provisions at both provincial and national level.

This decision was reached at a high level discussion held today - on Tuesday 25 August 2026, at the Governor's Secretariat, co-chaired by Hon. Minister of Fisheries, Aquatic and Ocean Resources R. Chandrasekhar and Hon. Governor of the Northern Province N. Vethanayahan.

The discussion focused on preventive measures needed to ensure such incidents do not recur, following the eye injuries suffered by more than 500 people during the Murugan Kovil festival at Pandaththarippu, Piranpattru area, on the 20th of this month, caused by high-intensity lighting and fireworks.

Opening the discussion, the Governor pointed out that with rapidly advancing technology, proper safety regulations are needed for newly introduced lighting equipment, lighting systems and other devices. He noted that the Pandatharippu incident stands as an important warning that such regulations can no longer be delayed.

Speaking on the occasion, Hon. Minister R. Chandrasekhar stated that the incident had caused serious impact on the community and that action must be taken to put in place the necessary regulations to prevent such incidents in future.

Dr. M. Malaravan, Consultant Eye Surgeon at Jaffna Teaching Hospital, presented copies of the medical report submitted to the Minister of Health and the Director of Health Services regarding the incident. He noted that this is the first time in Sri Lankan history that such a large-scale eye-injury incident caused by light has been recorded.

Following the festival, many were treated for symptoms including severe eye pain, redness, excessive tearing, inability to tolerate light, and inability to open the eyes. Of the approximately 500 people who received eye treatment, around 400 were treated at Jaffna Teaching Hospital and around 100 at private hospitals in Jaffna district. The medical report notes that about 386 people were admitted to Jaffna Teaching Hospital, of whom 114 were children between the ages of 2 and 12.

Following the incident, Jaffna Teaching Hospital immediately made emergency medical arrangements, keeping the Eye Ward and Eye OPD continuously operational and took steps to coordinate the transfer of patients from surrounding hospitals for treatment. The specialist noted that timely coordination between the Jaffna District Secretariat and the Office of the Regional Director of Health Services in bringing affected persons to hospital in time helped bring the situation under control.

Initial technical assessment indicates that the lights used at the festival appear to have been high-intensity discharge lamps, which the medical report notes are capable of producing very intense light along with ultraviolet radiation. It also emphasized the need to follow international photobiological safety standards to ensure the safe use of such lighting.

Dr. M. Malaravan also noted that all affected persons need to remain under continuous monitoring for about six months. Although no complications causing severe vision loss were recorded in this incident, medical specialists pointed out that direct exposure to such high-intensity light carries a risk of causing serious eye damage in future.

Dr. Malaravan further pointed out that some of the lighting equipment used at festivals is purchased online, and that some of these are also used for illegal fishing at sea. He noted that such lighting equipment also carries a risk of exploding with continued use, and stressed that future regulations should be framed comprehensively taking these risks into account.

Dr. Indranath, ENT Surgeon, pointed out that although legal provisions already exist for the use of loudspeakers at excessive volume, they are not fully followed in practice, and stressed the need to strengthen enforcement of noise-related regulations.

The discussion reached consensus on developing a by-law to regulate the use of lighting, fireworks, and the use of elephants during festivals and public celebrations. S. Sutharsan, Commissioner of Local Government, Northern Province, explained that in the absence of a Provincial Council, such by-laws can be developed with the Governor's approval acting as Provincial Minister of Local Government and that they can be enforced by having Pradeshiya Sabha and Urban Councils adopt them within their respective councils.

Meanwhile, L.C. Ananth, Assistant Director of the Central Environmental Authority, stated that the Authority is preparing draft legislation to regulate the use of sound in public places.

Jaffna District Secretary M. Piiratheepan pointed out that social awareness and responsibility must be strengthened alongside these legal provisions, and stated that steps should be taken to build a sense of safety responsibility among temple administrations, sponsors, and other parties organizing events.

It was further agreed by the Minister and the Governor to hold prompt discussions with the Police regarding the full use of existing police powers to take action against public nuisance under current legal provisions.

The discussion emphasized that celebration should never be prioritized over safety at any future festival or public event, and that any activity posing a risk to public life and health must be undertaken subject to proper safety assessment and controls. The need to develop safety guidelines for religious and public events was also emphasized.

The discussion was attended by the Secretary to the Governor of the Northern Province, the Jaffna District Secretary, the Secretary of the Provincial Ministry of Local Government, the Commissioner of the Provincial Department of Local Government, the Regional Assistant Commissioner of Local Government, the Regional Director of Health Services - Jaffna, the Consultant Eye Surgeon, General Physician and ENT Surgeon of Jaffna Teaching Hospital, the Deputy Director of the Teaching Hospital, the Assistant Director of the Central Environmental Authority, the General Manager of the Northern Province Road Passenger Transport Authority, the Private Secretary to the Governor and the Coordinator of the Jaffna District Coordinating Committee.
