Established on 3rd August 1981, the Environmental Foundation Limited (EFL) has supported environmental conservation and protection in Sri Lanka for the last 30+ years, with more than 250 cases being filed. We have handled over a 2500 complaints and carried out site visits and inspections, to address environmental degradation and support aggrieve

d communities in the country. As a non-profit making institution, EFL is well known for its legal actions and has gained a reputation for its balanced approach, transparency and neutrality in environmental matters.

Sri Lanka has a substantial 𝗹𝗲𝗴𝗮𝗹 𝗳𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸 𝘁𝗼 𝗰𝗼𝗺𝗯𝗮𝘁 𝘄𝗶𝗹𝗱𝗹𝗶𝗳𝗲 𝗰𝗿𝗶𝗺𝗲, but legislation alone is not enough. Effective action against illegal wildlife trafficking requires 𝗹𝗮𝘄𝘀 𝘁𝗼 𝗯𝗲 𝗮𝗰𝗰𝗲𝘀𝘀𝗶𝗯𝗹𝗲, 𝗰𝗹𝗲𝗮𝗿𝗹𝘆 𝘂𝗻𝗱𝗲𝗿𝘀𝘁𝗼𝗼𝗱 𝗮𝗻𝗱 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗮𝗹 𝘁𝗼 𝘂𝘀𝗲, alongside knowledge, coordination, intelligence sharing, institutional commitment and effective enforcement across agencies. A common understanding of the legal framework is therefore an essential foundation for 𝘁𝘂𝗿𝗻𝗶𝗻𝗴 𝗹𝗮𝘄𝘀 𝗼𝗻 𝗽𝗮𝗽𝗲𝗿 𝗶𝗻𝘁𝗼 𝗲𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗲 𝗮𝗰𝘁𝗶𝗼𝗻 𝗼𝗻 𝘁𝗵𝗲 𝗴𝗿𝗼𝘂𝗻𝗱.

Recognising the need for a practical and accessible legal reference, the Environmental Foundation (Guarantee) Limited developed the 𝘾𝙤𝙢𝙥𝙚𝙣𝙙𝙞𝙪𝙢 𝙤𝙛 𝙇𝙖𝙬𝙨: 𝘾𝙤𝙢𝙗𝙖𝙩𝙩𝙞𝙣𝙜 𝙒𝙞𝙡𝙙𝙡𝙞𝙛𝙚 𝙏𝙧𝙖𝙛𝙛𝙞𝙘𝙠𝙞𝙣𝙜 𝙞𝙣 𝙎𝙧𝙞 𝙇𝙖𝙣𝙠𝙖. The Compendium brings together key laws and regulatory provisions relevant to combatting wildlife trafficking in Sri Lanka, providing practitioners with a single resource to better understand and apply the existing legal framework. It comprises 𝟰𝟯 𝗔𝗰𝘁𝘀 𝗮𝗻𝗱 𝟮𝟯 𝗘𝘅𝘁𝗿𝗮𝗼𝗿𝗱𝗶𝗻𝗮𝗿𝘆 𝗚𝗮𝘇𝗲𝘁𝘁𝗲 𝗻𝗼𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻𝘀, with legislation and Gazette notifications compiled up to 2025.

The Environmental Foundation (EFL) officially launched the 𝑪𝒐𝒎𝒑𝒆𝒏𝒅𝒊𝒖𝒎 𝒐𝒇 𝑳𝒂𝒘𝒔: 𝑪𝒐𝒎𝒃𝒂𝒕𝒕𝒊𝒏𝒈 𝑾𝒊𝒍𝒅𝒍𝒊𝒇𝒆 𝑻𝒓𝒂𝒇𝒇𝒊𝒄𝒌𝒊𝒏𝒈 𝒊𝒏 𝑺𝒓𝒊 𝑳𝒂𝒏𝒌𝒂 - a practical legal resource bringing together key legislation and Gazette notifications relevant to combating wildlife trafficking.

The inaugural copy was presented to the 𝐇𝐨𝐧. 𝐀𝐭𝐭𝐨𝐫𝐧𝐞𝐲 𝐆𝐞𝐧𝐞𝐫𝐚𝐥 𝐨𝐟 𝐒𝐫𝐢 𝐋𝐚𝐧𝐤𝐚, 𝐌𝐫. 𝐏𝐚𝐫𝐢𝐧𝐝𝐚 𝐑𝐚𝐧𝐚𝐬𝐢𝐧𝐠𝐡𝐞 on 12 August 2026. Copies were also presented to key institutions and investigative and enforcement agencies involved in the detection, investigation, and prosecution of wildlife crime

The Compendium is intended to support those working on the front lines of wildlife law enforcement — helping turn legal provisions into effective action.

🌊 World Oceans Day 2026

This year's theme, "Strong Marine Protected Areas for Our Blue Planet," highlights the importance of safeguarding marine ecosystems that support biodiversity, climate resilience, and coastal communities.

Marine Protected Areas are more than conservation tools, they are vital for ensuring the long-term health of our oceans and the sustainable management of marine resources.

At EFL, we believe that strong Marine Protected Areas are built on science-based decision-making, environmental accountability, and meaningful public participation. Under the Ocean Country Partnership Programme, with support from the Blue Planet Fund of the UK Department for Environment, Food and Rural Affairs (DEFRA) and in collaboration with the Joint Nature Conservation Committee (JNCC), UK, EFL contributed to the development of Sri Lanka’s first integrated Marine Protected Area (MPA) Network Map, bringing together protected and managed marine areas under the Department of Wildlife Conservation (DWC), Department of Fisheries and Aquatic Resources (DFAR), and the Department of Coast Conservation and Coastal Resource Management (CC&CRMD).

For over four decades, EFL has worked towards environmental conservation and justice through legal advocacy, scientific engagement, public participation, and awareness-building. From protecting forests and wetlands to promoting environmental accountability and sustainable development, our commitment remains steadfast.

On the International Day for Biological Diversity, EFL reaffirms its commitment to protecting Sri Lanka’s rich natural heritage through environmental advocacy, scientific engagement, and legal action.

Day 02 | From knowledge to action

As the CARE Workshop continued, International Fund for Animal Welfare (IFAW) and Environmental Foundation Limited deepened their joint efforts to strengthen Sri Lanka’s response to wildlife trafficking.

At Jetwing Seven, participants moved beyond theory into applied learning, navigating real-life rescue scenarios, refining animal handling techniques, and strengthening coordination during live confiscations.

With guidance from Dr. Mahesh Bhatt, officers worked through the complexities of animal welfare under pressure, where every decision can determine survival.

Equipped, connected, and ready, this is what stronger wildlife protection looks like.

Highlights from day 01 at the CARE Workshop

For the second time in Sri Lanka, International Fund for Animal Welfare (IFAW) partnered with Environmental Foundation Limited to conduct the Confiscated Animals Rescue and Enforcement (CARE) Workshop, focused on strengthening counter wildlife trafficking efforts.

Held at Jetwing Seven, Day 01 brought together frontline officers for hands-on training in live animal handling and care, from understanding the illegal wildlife trade in Sri Lanka to practicing safe rescue, transport, and emergency response protocols.

Led by wildlife veterinarian Dr. Mahesh Bhatt, the sessions combined real-world scenarios with practical skills, building the capacity needed when animals are seized from trafficking networks.

Because every rescue begins with the right response.

Wind energy is vital for Sri Lanka’s

But when wind farms are built without proper environmental studies, the consequences can be severe.
