ත්රීකුණාමලය දිස්ත්රීක්කයේ ඉඩම් ගැටළු විසඳීම සඳහා සිවිල් - හමුදා සම්බන්ධීකරණ රැස්වීම් පැවැත්වීම.
ආරක්ෂක අංශ ත්රීකුණාමලය දිස්ත්රීක්කයේ දැනට භාවිත කරනු ලබන රජයේ සහ පෞද්ගලික ඉඩම් සම්බන්ධයෙන් සිවිල්-හමුදා සම්බන්ධීකරණ රැස්වීම පසු ගිය දින (2025.06.03) නැගෙනහිර පළාත් ආණ්ඩුකාර ජයන්ත ලාල් රත්නසේකර මහතා, ආරක්ෂක නියෝජ්ය අමාත්ය අරුණ ජයසේකර මහතා, විදේශ සේවා හා විදේශ කටයුතු නියෝජ්ය අමාත්ය අරුන් හේමචන්ද්ර මහතා යන අයගේ සහභාගීත්වයෙන් නැගෙනහිර පළාත් ආණ්ඩුකාර කාර්යාලයේදි පවත්වන ලදි.
එහිදී ප්රාදේශීය පරිපාලන යාන්ත්රණය සමඟ සමීප සහයෝගීතාවයෙන් යුතුව, පවතින ඉඩම් හිමිකාරීත්ව ගැටලු විසඳීම, සමාජීය ආර්ථිකය වර්ධනය කිරීම සහ ප්රාදේශීය යටිතල පහසුකම් වැඩිදියුණු කිරීම කෙරෙහි අවධානය යොමු කරන ලදී.
ප්රාදේශීය ලේකම් කොට්ඨාස මට්ටමින් දිස්ත්රීක්කයේ ඇති ඉඩම් ගැටළු එකින් ඒක දිර්ඝව සාකාච්ඡා කළ අතර, ජාතික ආරක්ෂක අවශ්යතාවලට ප්රමුඛතාවය දීම සහ රජයේ මෙන්ම, පෞද්ගලිකව භාවිත කරනු ලබන ඉඩම් සම්බන්ධයෙන් පවතින ගැටළු විසඳීම අතර සමතුලිතතාවයක් ඇති කර ගැනීම මත දිගුකාලීන ස්ථාවරත්වය රඳා පවතින බවද මෙහිදි අවධාරණය කරන ලදී.
ආරක්ෂක අමාත්යාංශය විසින් අදාළ ඉඩම් නිරීක්ෂණය කර, සිවිල් පරිපාලන නිලධාරීන් සහ ආරක්ෂක අංශයේ ජ්යෙෂ්ඨ නිලධාරීන් සමගින් පැවති මෙම සාකච්ඡාවන්හි අරමුණ වන්නේ විනිවිදභාවයකින් හා ක්රමවත් වැඩපිළිවෙළක් හරහා, හදුනාගන්නා ලද ඉඩම් ,නිවාස ඉදිකිරීම, ධීවර සහ කෘෂිකාර්මික කටයුතු සඳහා මහ ජනතාවට ලබාදීමට අවශ්යය නිසි ක්රියාමාර්ග ගැනීම බව ආරක්ෂක අමාත්යවරයා අවධාරණය කරන ලදි.
මෙම රැස්වීම සදහා ත්රිවිධ හමුදාව නියෝජනය කරමින් ආරක්ෂක නිළධාරීන්, පොලිසීය, ප්රාදේශීය ලේකම්වරුන්, රාජ්ය ආයතන ප්රධානීන් ඇතුළු පිරිසක් සම්බන්ධ විය.
මෙම රැස්වීමට පෙර, ආණ්ඩුකාරතුමා, ආරක්ෂක නියෝජ්ය අමාත්යතුමා හා විදේශ කටයුතු නියෝජ්ය අමාත්යතුමා ඇතුළු නියෝජිත පිරිස ප්රදේශයේ වර්තමාන තත්වය නිරීක්ෂණය සඳහා ක්ෂේත්ර සංචාරයක නිරත විය..............................
திருகோணமலை மாவட்டத்தில் பாதுகாப்புப் படைகளால் அரசாங்க மற்றும் தனியார் நிலங்களின் தற்போதைய பயன்பாடு குறித்த சிவில்-இராணுவ ஒருங்கிணைப்புக் கூட்டம், கிழக்கு மாகாண கௌரவ ஆளுநர் ஜயந்த லால் ரத்னசேகர, பாதுகாப்பு பிரதி அமைச்சர் கௌரவ அருண ஜயசேகர, மற்றும் வெளிநாட்டு விவகாரங்கள் மற்றும் வெளிநாட்டு சேவைகள் பிரதி அமைச்சர் கௌரவ அருண் ஹேமச்சந்திரா ஆகியோரின் பங்கேற்புடன் அண்மையில் (03.06.2025) கிழக்கு மாகாண ஆளுநர் அலுவலகத்தில் நடைபெற்றது.
பிராந்திய நிர்வாக அமைப்புடன் நெருங்கிய ஒத்துழைப்புடன், தற்போதுள்ள நில உரிமைப் பிரச்சினைகளைத் தீர்ப்பது, சமூகப் பொருளாதாரத்தை மேம்படுத்துவது மற்றும் பிராந்திய உள்கட்டமைப்பைச் சீரமைப்பது ஆகியவற்றில் கவனம் செலுத்தப்பட்டது.
மாவட்டத்தில் உள்ள நிலப் பிரச்சினைகள் பிரதேச செயலக மட்டத்தில் விரிவாக விவாதிக்கப்பட்டன. மேலும், தேசியப் பாதுகாப்புத் தேவைகளுக்கு முன்னுரிமை அளிப்பதற்கும், அரசாங்க மற்றும் தனியார் நிலங்கள் தொடர்பான பிரச்சினைகளைத் தீர்ப்பதற்கும் இடையில் ஒரு சமநிலையை ஏற்படுத்துவதில்தான் நீண்டகால நிலைத்தன்மை தங்கியுள்ளது என்றும் வலியுறுத்தப்பட்டது.
பாதுகாப்பு அமைச்சகம் சம்பந்தப்பட்ட நிலங்களை ஆய்வு செய்த பின்னர், குடிமை நிர்வாக அதிகாரிகள் மற்றும் பாதுகாப்புத் துறையின் மூத்த அதிகாரிகளுடன் நடத்தப்பட்ட இந்தக் கலந்துரையாடல்களின் நோக்கம், அடையாளம் காணப்பட்ட நிலங்களை வெளிப்படையான மற்றும் முறையான செயல்முறையின் மூலம் பொதுமக்களுக்கு வீட்டுவசதி, மீன்பிடித்தல் மற்றும் விவசாய நடவடிக்கைகளுக்காக வழங்குவதற்குத் தகுந்த நடவடிக்கைகளை எடுப்பதே ஆகும் என்று பாதுகாப்பு அமைச்சர் வலியுறுத்தினார்.
இந்தக் கூட்டத்தில், முப்படைகளையும் பிரதிநிதித்துவப்படுத்தும் பாதுகாப்பு அதிகாரிகள், காவல்துறை, கோட்டச் செயலாளர்கள், அரசு நிறுவனங்களின் தலைவர்கள் மற்றும் பிறர் அடங்கிய குழுவினர் பங்கேற்றனர்.............................
இந்தக் கூட்டத்திற்கு முன்னதாக, ஆளுநர், பாதுகாப்புத் பிரதி அமைச்சர் மற்றும் வெளிநாட்டு வேலைவாய்ப்பு மற்றும் வெளிநாட்டு அலுவல்கள் பிரதி அமைச்சர் ஆகியோர் அடங்கிய குழு, அப்பகுதியின் தற்போதைய நிலையை ஆய்வு செய்வதற்காக ஒரு களப் பயணத்தை மேற்கொண்டது.
A Civil–Military Coordination Meeting regarding the current use of government and private lands by the security forces in the Trincomalee District was held on 03.06.2026 at the Eastern Provincial Governor’s Office. The meeting was attended by the Hon. Governor of the Eastern Province, Jayantha Lal Ratnasekera, Deputy Minister of Defence Aruna Jayasekara, and Deputy Minister of Foreign Affairs and Foreign Employment Arun Hemachandra.
Conducted in close coordination with regional administrative authorities, the meeting focused on resolving existing land ownership issues, improving socio-economic conditions, and rehabilitating regional infrastructure.
Land-related matters across the district were discussed in detail at the Divisional Secretariat level. Participants emphasized that long-term sustainability depends on maintaining a balance between national security requirements and the resolution of issues relating to government and privately owned lands.
The Deputy Minister of Defence stated that these discussions, held following inspections of the relevant lands by the Ministry of Defence and in consultation with civil administration officers and senior defence officials, were aimed at identifying suitable lands that could be released to the public through a transparent and formal process for housing, fishing, and agricultural purposes.
The meeting was attended by representatives of the armed forces, police, divisional secretaries, heads of government institutions, and other relevant officials.
Prior to the meeting, a delegation comprising the Governor, the Deputy Minister of Defence, and the Deputy Minister of Foreign Affairs and Foreign Employment conducted a field visit to assess the current situation and review the status of the lands under discussion.
