The Operational Arm implements national security policy through coordinated military action.

In 2024, H.E. Amb. Joseph N. Boakai, Sr. appointed Hon. Spencer Leeco as Deputy Minister for Operations. Under his leadership, operational readiness and command across the armed forces have improved. Leeco's expertise has bolstered defense effectiveness and public confidence. His professional and academic accomplishments have motivated many.

On this special occasion, gratitude is expressed for his dedication and teamwork. Happy birthday!

The Minister of National Defense, Brigadier General Geraldine Janet George (Rtd.), has praised women in the maritime industry for their invaluable contributions toward advancing gender equity, inclusion, and excellence in a sector traditionally dominated by men.

Speaking Monday at the celebration of the International Day for Women in Maritime held at Monrovia City Hall, Minister George noted that women have increasingly taken center stage in maritime governance, both in Liberia and around the world.

She paid tribute to Liberian women who have broken barriers, charted new paths, and demonstrated that excellence knows no gender. According to the Defense Minister, the resilience and professionalism displayed by women leaders continue to prove that industries and nations thrive when women are empowered to lead.

Minister George highlighted this year’s national theme, “From Policy to Practice: Empowering Liberian Women to Navigate Maritime Excellence,” describing it as a reflection of the determination to ensure that Liberian women are not only represented within the maritime domain, but are also equipped, supported, and celebrated as leaders and innovators.

The Defense Minister further emphasized that Liberia’s status as home to one of the largest maritime registries in the world places the country in a unique position on the global maritime stage. She noted that Liberia remains a critical player in international trade and maritime governance, a responsibility that requires the sector to uphold the values of equality, diversity, and excellence.

She also encouraged women in the maritime sector to serve as trailblazers and mentors for younger women aspiring to pursue careers in the maritime industry.

‎MONROVIA, LIBERIA – MAY 15, 2026: The Ministry of National Defense has hailed the signing of the landmark Maritime ShipRider Agreement between Liberia and the United States as a strategic breakthrough that will significantly enhance the operational capacity of the Liberian Coast Guard and strengthen the country’s maritime defense architecture.

‎Speaking during the official signing ceremony held at the Bushrod Island Coast Guard Base, Acting Commander of the Liberian Coast Guard, Lieutenant Commander Georgian Kansuah, described the agreement as a reflection of the strong bilateral partnership between Liberia and the United States in addressing evolving maritime security threats.

‎He noted that the Ministry of National Defense remains committed to safeguarding Liberia’s territorial waters against illegal fishing, narcotics trafficking, piracy, and human smuggling, which continue to threaten national security and economic prosperity.

‎Lieutenant Commander Kansuah emphasized that the agreement provides a vital framework for enhanced intelligence sharing, coordinated maritime operations, and joint law enforcement activities aimed at ensuring that Liberia’s waters remain secure for lawful trade and economic activities. According to him, the signing ceremony demonstrates the Ministry’s determination to modernize the Liberian Coast Guard and improve national defense readiness through international partnerships.

‎Representing the United States Government, Chargé d’Affaires Joseph Zadrozny commended the professionalism and progress of the Liberian Coast Guard under the leadership of the Ministry of National Defense. He noted that the ShipRider program has proven globally effective in combating transnational maritime crimes and strengthening maritime governance.

‎Under the agreement, Liberian and U.S. authorities will conduct joint maritime enforcement operations targeting illegal fishing and illicit trafficking within Liberia’s territorial waters and the Gulf of Guinea. Zadrozny further disclosed that the partnership will provide increased specialized training opportunities and operational support for personnel of the Armed Forces of Liberia, particularly the Coast Guard component.

‎Minister of Foreign Affairs and Dean of the Cabinet, Her Excellency Sara Besolow Nyanti, highlighted the broader national significance of the agreement, noting that discussions leading to the signing began in 2024. She explained that beyond security benefits, the agreement is expected to protect Liberia’s marine resources from unauthorized foreign exploitation, thereby supporting local fishing communities, increasing economic opportunities, and creating jobs.

‎Minister Nyanti further stated that the agreement elevates Liberia’s international standing and demonstrates the country’s proactive role in global maritime governance.

‎She underscored Liberia’s responsibility as the nation with the world’s largest ship registry and stressed that the partnership reflects the government’s commitment to maintaining safety, stability, and the rule of law at sea.

‎The ceremony concluded with a guided tour of the Liberian Coast Guard facilities, symbolizing the Ministry of National Defense’s continued efforts to strengthen maritime infrastructure, operational capability, and international defense cooperation.

Barclay Training Center, Monrovia, Liberia/April 30, 2026 — Liberia has reaffirmed its commitment to regional maritime security following its participation in a high-level plenary meeting held in Cercle National des Armées de Terre, de Mer et de l’Air from April 15–16, 2026.

The forum, co-chaired by Gabon and France, focused on addressing maritime threats in the Gulf of Guinea, including piracy, armed robbery at sea, and illegal fishing. The meeting builds on the 2013 initiative launched in Yaoundé, which led to the establishment of the widely recognized Yaoundé Architecture for maritime security cooperation.

Representing Liberia, the Assistant Minister for Administration at the Ministry of National Defense, Hon. Merlin Daniel Dennis, conveyed greetings on behalf of President Joseph Nyuma Boakai Sr. and delivered remarks for the Minister of National Defense, Brigadier General Geraldine Janet George (Rtd), who was invited by her French counterpart, Catherine Vautrin.

During the sessions, Hon. Dennis actively contributed to discussions on maritime security, regional defense cooperation, and capacity-building for coastal states. The delegation also held bilateral and technical engagements with international partners, focusing on training, logistics, and improving maritime domain awareness.

Participants included member states of the Yaoundé Architecture such as Nigeria, Ghana, Senegal, and Sierra Leone, alongside G7 nations including the United States, the United Kingdom, Japan, and Germany. Regional bodies such as the Economic Community of West African States and the Gulf of Guinea Commission were also represented.

Key outcomes of the meeting included a renewed commitment to strengthen regional coordination, enhance intelligence sharing, and expand joint maritime operations. Delegates also adopted a Joint Communiqué outlining strategic priorities for sustained international cooperation and technical assistance.

Liberia’s participation was described as both active and impactful, reinforcing its position as a credible partner in advancing maritime security in the Gulf of Guinea. The engagement further elevated the country’s diplomatic profile and deepened its relationships with key global stakeholders.
