The (IIC)Outreach Department conducted a one-day Community Town Hall Engagement on the Freedom of Information (FOI) Act at Kpelleh Town Community, SD Cooper Road, District #6, Montserrado County.

The engagement brought together community members and stakeholders to raise awareness about citizens’ rights to access public information and to promote transparency, accountability, and public participation in governance.

IIC Trains 25 Data Collectors for Nationwide FOI Survey
Monrovia, Liberia – June 2026:

The Independent Information Commission (IIC) has trained 25 data collectors to support its ongoing Freedom of Information (FOI) Knowledge, Attitudes, and Practices (KAP) Survey aimed at assessing public awareness and use of the FOI Act across Liberia.

During the training, IIC Commissioner Joash T. Hodges, Executive Director Hon. Lorpu Page, Acting Compliance Director Armah B. Johnson, and Acting Outreach Director Jutomue Doetein emphasized the importance of professionalism, integrity, confidentiality, and accurate data collection. They noted that the survey findings will help strengthen transparency, accountability, and access to information while guiding future public awareness and stakeholder engagement initiatives.

IIC Human Resources Officer Mariam Z.K Utay also encouraged the participants to approach the assignment with dedication, teamwork, and a commitment to excellence.

The training equipped the data collectors with knowledge of the FOI Act and professional survey techniques, preparing them for the successful implementation of the data collection exercise.

📢 CALL FOR DATA COLLECTORS
The Independent Information Commission (IIC) is recruiting 50 qualified Data Collectors to support the implementation of a Freedom of Information (FOI) Knowledge, Attitudes and Practices (KAP) Survey in Montserrado and Grand Bassa Counties.

We are specifically seeking:
🔹 25 Data Collectors based in Montserrado County
🔹 25 Data Collectors based in Grand Bassa County

Applicants must currently reside in the county for which they are applying, as data collection will be conducted within local communities across the respective counties.
The survey forms part of the IIC's efforts to assess public awareness, attitudes, and experiences relating to the Freedom of Information Act of Liberia and will contribute to strengthening transparency, accountability, and citizens' access to information.

📋 RESPONSIBILITIES
Selected Data Collectors will be responsible for:
✅ Participating in a one-day training on survey methodology and digital data collection
✅ Conducting face-to-face interviews using KoBoToolbox
✅ Collecting accurate and high-quality data from assigned communities
✅ Obtaining informed consent from respondents
✅ Ensuring confidentiality and ethical data collection standards
✅ Submitting completed questionnaires within the assigned timeframe.

📌 REQUIREMENTS
Applicants must:
✔️ Be between the ages of 18 and 35 years
✔️ Be a resident of the county in which they are applying to work
✔️ Have previous experience in data collection, surveys, research, census, community assessments, or related assignments
✔️ Possess a functional Android smartphone
✔️ Be able to use digital data collection platforms (experience with KoBoToolbox, ODK, SurveyCTO, or Google Forms is an added advantage)
✔️ Have strong communication and interpersonal skills
✔️ Be able to speak English and at least one local language spoken within the target communities
✔️ Be available for both training and field deployment

📅 ASSIGNMENT PERIOD
* One-Day Enumerator Training
* Two Days of Field Data Collection.

The Independent Information Commission (IIC) of Liberia is proud to have its Executive Director, Hon. Lorpu P. Page, participating in the ongoing 2026 ID4Africa Annual General Meeting (AGM) in Abidjan, Côte d’Ivoire.

Held under the theme “Digital Identity: From DPI to Digital Public Ecosystems,” the AGM is Africa’s leading platform on Identification for Development (ID4D) and digital transformation, bringing together over 2,000 participants from more than 100 countries.

Hon. Page is participating in a World Bank-led symposium on “Building DPI ecosystems that people can trust,” where she is contributing to discussions on accountability, data protection, institutional readiness, and the role of regulators in strengthening public trust in Africa’s digital future.

IIC Participates in Cross-Regional Peer Exchange under World Bank Project

The Independent Information Commission- IIC with support from Smart Africa Digital Academy ( SADA) and the world Bank with funding through the Western Africa Digital Integration Program (WARDIP-SOP2)- Liberia has embarked on a Data Protection Cross-Regional Peer Exchange Study Tour in Nigeria and Kenya respectively. ( May 4-5, 2026 Abuja, Nigeria) (May 7-8 202, Nairobi, Kenya).

This study Tour brings together Data Protection Authorities and Freedom of Information Commissions with dual Roles from all parts of Africa.

Participants include Delegates from the Gambia, Sierra Leone, Liberia, Ethiopia, Burundi Somalia , Zambia, Malawi, Kenya and representatives from the Economic and Monetary Community of Central Africa (CEMAC), the Economic Community of West African State (ECOWAS) and the intergovernmental Authority on Development (IGAD).

On the 4th and 5th of May 2026, We were hosted by the Nigeria Data Protection Commission ( NDPC) at the Abuja Continental Hotel.

The Peer Exchange focused on Institution Setup and organization, Regulatory Development, Compliance , Supervision and Enforcement, Digital system and tools, Capacity Building and Human Resources, Public Trust and Stakeholder Engagement .

The peer Exchange in Nigeria gave us direct insight into how participating authorities were Set-up, financed or operationalized.

We examined the Nigeria Ecosystem Including Institutional Models, Data Controllers Registration procedures and Process, the Roles of Data controllers, Compliance monitoring, Investigation and Enforcement Mechanism, Public Awareness and Institutional Training Strategies, Cyber Security and ICT infrastructure and Technological Systems and many more...

Delegates also highlighted similarities and contrasts and explored ways to ensure regional harmonization and synchronization.

We are now moving to Kenya for the Conclusion of the Study.
