MINISTRY OF MINES AND ENERGY/APRIL 15, 2026 – MONROVIA: The Ministry of Mines and Energy in the strongest term, distances itself from a Facebook post requesting financial contributions from Liberian citizens home, and abroad, in order to complete the construction of a modern office building for the Liberia Geological Survey (LGS).

The Mines and Energy Ministry terms this as faked, and a trick designed by some unscrupulous individuals to extort money from the public, thereby maligning the hard-earned reputation of the Minister of Mines and Energy, Hon. R. Matenokay Tingban.

The Ministry cautions the public against remitting any money to the phone number the Fraudsters posted on a fake Facebook account created in the name of Minister R. Matenokay Tingban. The phone number is: 0760-401-109. Since Minister Tingban’s ascendancy to the post of Minister of Mines and Energy in November 2025, this is the third attempt to use his honorable name to extort money from the public. Similar attempts have been made through text messages to some Liberians requesting financial assistance.

The Ministry [Mines and Energy] hereby clarifies that at no time has it fallen short of Government’s budgetary support to construct the modern office building of the Liberia Geological Survey (LGS). Government is fully committed to funding the project which is ongoing, and that through the appropriate monitoring and supervision mechanisms that are in place, the project will meet full completion according to the stipulated timeline.

Conclusively, Minister R. Matenokay Tingban is advising the public to not transfer any money to anyone, or any phone number making financial request (s) in his name.

OFFICIAL OBITARY ANNOUNCEMENT

It is with deep sorrow and regret that the Ministry of Mines and Energy announces the death of Mr. Mohammed Koria Kromah.

The late Kromah served the Ministry of Mines and Energy as a Chauffeur (Driver), and got employed on December 1, 2025. He died on April 13, 2026, at the age of 35, at the John F. Kennedy Medical Center.

During his time of service, Mr. Kromah distinguished himself through his commitment and dedication to duty and exuded a high level of professionalism and humility. He was widely respected by his colleagues and supervisors for his reliability and calm deportment. His excellent work ethics exhibited over the period of his employment with the Ministry will surely be missed.

He leaves behind a lovely family, a host of friends, relatives, and colleagues who will continue to cherish his memory. The Ministry of Mines and Energy extends profound sympathy to the bereaved family, and is keeping them in prayers to take solace in the Lord to renew their strengths.

Funeral arrangements will be announced subsequently. May his soul rest in God’s eternal peace.

MINISTRY OF MINES AND ENERGY ISSUES WARNING ON UNAUTHORIZED USE OF HEAVY MACHINERY IN ARTISANAL MINING OPERATIONS

MINISTRY OF MINES AND ENERGY/APRIL 9, 2026: The Ministry of Mines and Energy (MME) has issued a stern warning to all holders of Class C (Artisanal and Small-scale) Mining License Holders, reminding them that the use of heavy-duty earth moving equipment is strictly prohibited without expressed authorization from the Ministry.

According to the public notice attested by the Minister of Mine and Energy, R. Matenokay Tingban, signed, and approved, by the Assistant Minister for Mines, S. Sumo Momolu, and the Deputy Minister for Operations, William S. Hines, Class ‘C’ Mining Licenses are designated for artisanal and small-scale mining operations, which should be conducted using basic tools and low-impact methods. The unauthorized use of heavy machinery poses risks, including environmental degradation, land disputes, unsafe working conditions, and loss of government revenue.

The Ministry has observed an increasing trend of unauthorized mechanized operations being conducted under the guise of Class ‘C’ Licenses and is taking immediate action to address the issue. All Class ‘C’ License holders are directed to cease and desist from using heavy-duty earth-moving equipment unless duly authorized by the Ministry.

Those found in violation will face immediate suspension or revocation of their mining license, confiscation of equipment, and possible legal prosecution. The Ministry's County Mine Officers, Mining Agents, Field Inspectors, and Compliance Officers have been mandated to intensify monitoring and enforcement activities across all six mining regions.

The Ministry is thereby encouraging all stakeholders to adhere to the terms and conditions of their licenses and cooperate with regulatory authorities to promote responsible and sustainable mining practices in Liberia.

MINISTRY OF MINES AND ENERGY, RL/APRIL 3, 2026 – MONROVIA: The Ministry of Mines and Energy informs the public that it has received information about an alleged ‘Gold-rush’ in Tappita, Nimba County, and that it has dispatched a technical team comprising Mining Engineers, and Geologists to the area being reported by some media institutions.

The Minister of Mines and Energy, R. Matenokay Tingban, has spoken with the Superintendent of Nimba County, Kou Meapeh Gono, on the matter, and that some decisions have been taken to bring the situation under control while the technical team makes its way to ascertain the facts.

The Ministry’s technical team dispatched to Tappita is headed by Geologist, Emmanuel Vaye, who is the Assistant Minister for Planning, Research, and Development. Assistant Minister Vaye is assisted by the Inspector-General for Mines, Agatius B. Coker. The rest of the team includes Mining Engineer, Alwell Aloysius Carr – the Director of Mines, and the Deputy Inspector-General for Mines, Adolphus M.G.D. Gleekia.

The Ministry calls on the public to avoid sensationalizing the matter while it looks into its authenticity to determine the actual facts and circumstances. Results or findings from the Tappita alleged ‘Gold-rush’ will be communicated when the team of investigators conclude their task.

As part of its openness and availability to the mainstream news media, which is a conduit to informing the Liberian people about its deliverables, the Ministry of Mines and Energy (MME), has granted a news interview to the Daily Observer Newspaper.

The Department of Energy, headed by Deputy Minister for Energy, Charles Umehai, on Thursday, April 2, 2026, provided answers to inquiries from Daily Observer's Environment Reporter, Tina S. Mehnpaine. The Journalist was concerned about updates on Clean-cooking (promoting the use of cook-sstoves) meant to transition African Countries from use of charcoal, to an alternative driven by technology via access to electricity.

The Deputy Minister also answered Journalist Mehnpaine's questions concerning the alleged discovery of crude oil in Grand Bassa County. MINES AND ENERGY MINISTRY HALTS HUIREN MINING OPERATIONS IN B**G COUNTY OVER MAJOR SAFETY AND COMPLIANCE VIOLATIONS

MONROVIA, LIBERIA – MARCH 30, 2026: For breaching regulatory, safety, and environmental standards, the Ministry of Mines and Energy (MME), has ordered the immediate suspension of operations of Huiren Mining Company in B**g County.

A high-level technical assessment led by the Director of Mines, Alwell Aloysius Carr, and the Deputy Inspector General for Mines, Adolphus Gleekia, which made the discovery over the weekend, unearthing what authorities described as a systemic failure by the company to comply with established mining regulations and safety protocols.

According to the Ministry, the inspection revealed that the company was unable to provide mandatory production reports and other critical documentation required for operational transparency and regulatory compliance. Inspectors also identified serious structural concerns at the mining site, particularly an unsafe and unstable shaft collar that poses risks to workers.

Further findings revealed the near absence of basic health and safety measures at both the mine and processing facility, raising concerns about the welfare of employees and adherence to occupational health and safety standards.

Particularly, during the compliance inspection, the Mines and Energy Ministry discovered that Huiren Mining Company improperly stores hazardous chemicals including Sodium Cyanide (NaCN), Ammonium Nitrate, and Sodium Hydroxide, along with other reagents and oxidizing agents. The Ministry notes that the unauthorized and unsafe stockpiling of these substances presents a substantial threat to both human health and the surrounding environment.

Authorities emphasized that such violations will not be tolerated, reiterating that compliance with Liberia’s Minerals and Mining laws and environmental regulations is a fundamental requirement for all operators within the sector.

As part of enforcement actions, the inspection team has recommended that Huiren Mining Company be sanctioned in line with applicable mining and environmental laws. Additionally, the Ministry has initiated a comprehensive investigation to ascertain the full scale of the company’s ore production activities and plant recovery processes, alongside a detailed probe into the sourcing and utilization of chemicals within its Carbon-In-Leach (CIL) operations.

The Ministry confirmed that operations at the B**g County site of Huiren will remain suspended pending the outcome of a full compliance audit. The company will only be allowed to resume activities upon addressing all identified deficiencies and demonstrating strict adherence to safety, environmental, and regulatory standards.

The move underscores the Ministry’s ongoing commitment to safeguarding public safety, protecting the environment, and ensuring responsible mining practices across Liberia.

INDUSTRIAL DIAMOND MINING APPLICANT MAKES PRESENTATION, AS KP REVIEW VISIT CONCLUDES IN LIBERIA

The Youssef Diamond Mining Company (YDMC(, which has since applied for a Mineral Development Agreement to enable it carry out industrial diamond mining in Liberia, after some years of exploring for the mineral [Diamond], has made a presentation before the visiting delegation of the Kimberly Process Certification Scheme (KPCS).

Represented during the presentation by its Consulting Geologist and Designated Qualified Person (QP), Stephen Baysah Dorbor, the company told the KP Review Visit Team that it is well positioned with geotechnical analyses to handle industrial diamond mining/production in Liberia.

According to YDMC, its research and analysis expertise of the diamond exploration and mining processes sets it apart and produces guaranteed results in diamond mining. The MDA Applicant – YDMC, has over 30 years of experience, focusing on kimberlite pipe and D**e detection. The company (YDMC) is currently the leader in diamond exploration in Liberia.

YDMC’s presentation was appreciated by members of the KP Review Visit to Liberia. They wished Liberia well in its quest to transition from small-scale diamond mining, to industrial. Currently, every diamond Miner in Liberia is operating with a Class ‘C’ License which is set aside for Liberians only. The Friday, March 27, 2026, final day of work activities by the KP in Liberia was characterized by the delegation discussing their meetings, and field visit observations with authorities of the Ministry of Mines and Energy (MME).

The Minister of Mines and Energy, R. Matenokay Tingban, applauded the KP Review Team for their visit to Liberia, and assured them that Liberia will continue to remain a diamond trading Country, compliant with all standards of the Kimberly Process Certification Scheme. Minister Tingban wished the team well on their departure on the weekend of March 27, 2026, and commended his technical team and other staff of the Ministry for achieving every leg of the visit as planned.

As the KP Team departs Liberia, their recommendations from the visit will be communicated with the Ministry of Mines and Energy about the status of Liberia’s diamond sector. The Office of Precious Minerals (OPM), headed by Director Rebecca K. Fallah, played a leading role in the week-long visit to Liberia, of the Kimberly Process. The KP Review Team was headed by Alexander Novikov, and comprised 13 other diamond inspection professionals.

Two other vital components of the mineral chain of custody - Bureau of Mines, which grants licenses to operators, and the Inspectorate Division, which carries out compliance of the issued licenses, were also part of the Mines and Energy Ministry's team that accompanied the KP Review Team to Lofa Bridge. They were represented by the Director of Mines, Mining Engineer, Alwell Aloysius Carr, and Adolphus M.G.D. Gleekia, another Mining Engineer, who is the Deputy Inspector-General for Mines.

KP REVIEW VISIT INSPECTS DIAMOND MINE IN WESTERN LIBERIA, HOLDS TOWNHALL MEETING

In continuation of their review visit to Liberia, the Kimberly Process Certification Scheme (KPCS), has inspected operations of a diamond mine owned and operated by Miner Jerry Konneh.

Konneh’s mine is located in Tahn, Grand Cape Mount where he does his small-scale mining using a legitimate Class ‘C’ Mining License. Alexander Novikov, who is heading the KP Review Visit to Liberia, led his delegation to Tahn Town, via Lofa Bridge, where before going to the Mine, they held a townhall meeting with local Miners, and Brokers.

The discussions focused on processes and procedures the locals go through in carrying out their diamond mining activities, as well as mineral brokerage. The exchanges were frank, and the KP visiting delegation commended the people of Lofa Bridge, and Tahn, for their attendance and opinions expressed. It is expected that the information gathered will feed into recommendations the Kimberly Process Team will present on Liberia’s diamond sector.

The KP Review delegation is concluding its review work in Liberia on Friday, March 27, 2026, with a line up of other diamond-related activities to check on.

Headed by Rebecca Kumba Fallah, the Office of Precious Minerals (OPM), is playing a vital role in the 2026 KP Review Visit. The OPM is responsible for diamond valuation and export/shipment out of Liberia.

The Wednesday, March 26, 2026 visitation of the KP Team to Grand Cape Mount County was supervised by Liberia’s Kimberly Process Focal Point, Deputy Minister for Planning, Research, and Development, Fahnseth B. Mulbah, assisted by the OPM Director, Rebecca K. Fallah.

KP REVIEW VISIT NEWS UPDATE:

The Kimberley Process (KP) Review Team on Day Two of its mission conducted a high-level inspection at the Roberts International Airport, focusing on export procedures and security systems governing Liberia’s diamond shipments. The delegation closely assessed operations at the customs office and export points, emphasizing transparency, traceability, and compliance with international KP standards.

Heading the delegation was Liberia’s KP Focal Point and Deputy Minister for Planning, Research, and Development, Fahnceth B. Mulbah, alongside the Director of Precious Minerals, Rebecca Kumba Fallah. In a combined effort, they partnered with fellow Mines and Energy Ministry staff/Diamond Export Officers stationed at the Airport [RIA] to interact with the visiting delegation.

The Kimberly Process team scrutinized safeguards in place to ensure that diamond exports remain conflict-free and properly documented. The Tuesday, March 24, 2026 activities concluded with a dynamic engagement involving key institutions including the Financial Intelligence Agency (FIA), Liberia Extractive Industries Transparency Initiative (LEITI), Liberia Revenue Authority (LRA), the Ministry of Finance and Development Planning (MFDP), and civil society actors. Those moves by the KP Review Team visiting Liberia are meant to hear from those stakeholders about their role in the diamond trade process, and as well seek solutions to reinforcing a collective commitment to accountable mineral governance in Liberia.

Still in the compound of the Ministry of Mines and Energy having concluded the Airport inspection, the KP Review Team finalised the second day of their work here with a technical inspection of the Office of Precious Minerals (OPM). This office handles processes and procedures required for minerals to be exported or shipped out of Liberia. So, the KP Team assessed their documentation, database record, and valuation systems. This interaction lasted for more than an hour and the review activities continue on Wednesday, March 25, 2026, with a line up of other engagements.

Liberia Hosts Kimberley Process Review Mission In Liberia To Assess Country’s Diamond Sector Progress

MONROVIA, LIBERIA – MARCH 23, 2026: The Ministry of Mines and Energy has officially opened a Kimberley Process Review Visit at the Bella Kasa Hotel in Monrovia, marking the first such assessment in Liberia since 2013.

The Minister of Mines and Energy, R. Matenokay Tingban, received the high-level delegation in audience at his Office, and welcomed their review work in Liberia, stressing that the Government is overwhelmed about the presence of the Kimberly Process Certification Scheme in Liberia after more than 13 years.

The delegation then proceeded to the Bella Casa Hotel in Monrovia where an official indoor program was held, characterized by speeches and technical presentations about Liberia’s diamond sector, attended by stakeholders of the sector including Brokers, Dealers, Miners, Civil Society actors, as well as members of the National joint Security.

Delivering the opening remarks on behalf of Mines and Energy Minister R. Matenokay Tingban., Deputy Minister for Administration, Eudora Blay-Pritchard, welcomed members of the international delegation and underscored the significance of the mission. “It is my honor and privilege to warmly welcome you all to Monrovia for this important Kimberley Process Review Visit,” she said, noting that the assessment provides a critical opportunity to evaluate Liberia’s progress and strengthen its diamond governance systems.

She reaffirmed Liberia’s commitment to the Kimberley Process Certification Scheme (KPCS), emphasizing the country’s determination to ensure that all diamonds exported from Liberia remain conflict-free and contribute to national development.

Looking at progress in Diamond Sector Governance, Minister Blay-Pritchard highlighted a series of reforms undertaken by the government to align Liberia’s diamond sector with international standards. These include strengthened regulatory oversight, improved licensing systems, and enhanced monitoring of diamond production and exports.

According to the Deputy Minister, Liberia has made notable gains in export control systems, record-keeping, and traceability, while also introducing more structured diamond valuation processes.

The government has also intensified awareness campaigns targeting miners, brokers, and exporters to improve compliance with Kimberley Process requirements and national regulations.

At key export points, including Roberts International Airport, authorities have implemented stricter controls to safeguard the integrity of diamond exports.

Despite these advances, the Deputy Minister acknowledged ongoing challenges affecting the sector, particularly in artisanal and small-scale mining.

She pointed to difficulties in monitoring informal mining activities, as well as concerns about illicit cross-border trade and diamond smuggling. Limited technical capacity and logistical constraints also continue to hinder full system efficiency. “Despite these challenges, the Government of Liberia is fully committed to addressing these issues with urgency and determination,” she assured.

Minister Blay-Pritchard called for sustained international support, particularly in the areas of technical assistance, capacity building, and knowledge transfer to help close existing gaps.

Speaking on behalf of the Kimberley Process delegation, Alexander Novikov of the Russian Federation praised the global initiative for its impact over the past two decades.

He described the Kimberley Process as an effective multilateral mechanism that has significantly reduced the presence of conflict diamonds in global trade while promoting transparency and cooperation among governments, industry players, and civil society. “The Kimberley Process has proven to be an effective tool in combating conflict diamonds and fostering balanced growth in the diamond industry,” Novikov said.

He noted that the delegation’s primary objective is to assess Liberia’s compliance with KPCS minimum requirements through on-the-ground observations. “Our mandate is to see the reality on the ground with our own eyes. Everything we observe will be carefully documented and reflected in our final report,” he stated.

The review team comprises experts from several countries and institutions, including the Central African Republic, Cameroon, the Democratic Republic of Congo, Sierra Leone, the African Diamond Producers Association, and the Diamond Development Initiative.

As part of ongoing reforms, Liberia has invested in modernizing its mining administration systems. In 2010, with support from the United States Agency for International Development (USAID), the government developed the Mining Cadastre Information Management System (MCIMS), a centralized digital database for managing mining rights.

The system ensures accurate tracking of mining licenses and provides reliable data on the location and status of mineral assets.

In 2013, the Ministry, in collaboration with the Revenue Development Foundation, transitioned to the Mining Cadastre Administration System (MCAS), replacing the earlier FlexiCadastre platform. The updated system enhances transparency and efficiency in license management.

Operating under the “first-in, first-assessed” principle, the Mining Cadastre Information Management Unit (MCIMU) processes applications for mining rights in a structured and non-discretionary manner, working closely with the Department of Mines and the Department of Mineral Exploration.

The Government of Liberia has pledged full cooperation with the Kimberley Process Review Team throughout the mission, expressing openness to recommendations that will further strengthen compliance and performance. “Our vision is to build a diamond sector that is transparent, accountable, and beneficial to all Liberians,” Blay-Pritchard said. “One that contributes meaningfully to national development and improves livelihoods, especially in mining communities.”

The review visit is expected to continue throughout the week, with a special meeting expected to take place at the Ministry of Mines and Energy between the Ministry of Finance and Development Planning, other ministries, and stakeholders, which will be followed by field assessments, and engagements with local CSOs, and mining institutions forming part of the evaluation process.

The Office of Precious Minerals at the Ministry of Mines and Energy (MME), is the main unit of focus for the KP Team's assessment tour of Liberia's diamond trade processing. Headed by Geologist Rebecca Kumba Fallah, the Precious Minerals Office concluded Day-1 review activities of the visiting delegation with a splendid presentation by Director Rebecca Kumba Fallah at the head-office of the Ministry (MME).

Her presentation focused on progress Liberia has made in diamond traceability, accountability in line with global standards. The KP Review Team satisfied their inquiries during the questions and answers segment of Director Fallah's presentation. Key technicians from the Ministry of Mines and Energy including the Director of Mines, Alwell Aloysius Carr, Director of the Mining Cadastre, V. Cooper Pency, and the Deputy Inspector-General for Mines, Adolphus M.G.D Gleekia, formed part of the Day-1 final presentation,supervised by the Deputy Minister for Planning, Research, and Development,Fahnseth B. Mulbah.

MAXAM GHAANA, LIBERIA, ENHANCE CAPACITY OF LIBERIAN SIACERC TECHNICIANS IN EXPLOSIVES MANAGEMENT

MONROVIA, LIBERIA: International Explosives Management firm – MAXAM, has concluded a day-long capacity enhancement training to further equip mining engineers, Geologists, and some members of Liberia’s National Joint Security in handling explosive chemicals used for mining purposes.

The team of Liberians handle this task through the Special Inter-Agency Commercial Explosives Regulatory Committee (SIACERCC),

Conducted in Monrovia at the head-office of the Ministry of Mines and Energy (MME), facilitated by MAXAM Ghana Senior Trainer, John Kwamina Montfold, the capacity development initiative was a follow-up and continuation of ensuring that sensitive chemicals used for mineral recovery are properly handled ranging from transportation to application. Facilitator Montfold drilled the Liberian technicians through MAXAM’s basics in its training courses including safe handling, storage, and transport of products, including dynamite, emulsions, and initiation systems.
Emergency Procedures: Training includes drills and protocols to verify crisis management capabilities and ensure business continuity, practical and Technical Training.

Blasting Optimization: Courses cover blast design, simulation, and analysis, often utilizing RIOBLAST software to improve safety and results, Digital Tools (X-Energy): Training includes using digital platforms like the MAXAM Blast Center and X-Logger to collect real-time data (e.g., borehole parameters, loading amounts) for better blast management. Other focus of the MAXAM Explosives training that the Liberian Team benefitted from are product Knowledge, technical sessions meant to educate users on the application of specific products, such as RIOFLEX, which offers better energy distribution and reduced fumes.

Hands-on Experience: In certain contexts, MAXAM bases its training courses on practical, hands-on experience, such as building and detonating demo shots. While Comprehensive Training Programs are premised on Technical Application Team (TAP): the organization uses its team of technical experts to provide training, ensuring that product usage is optimized and aligned with safety standards.

Noble D. Tay, of MAXAM Liberia office, co-facilitated the training presided over by his Ghanaian colleague Montfold. Mines and Energy Ministry’s National Coordator for the Special Inter-Agency Commercial Explosives Regulatory Committee (SIACERCC), Adolphus M.G.D Gleekia, and his team which includes Fred Johnson, and Maxwell Sickey, participated in the recently held training in Monrovia. The three of them were in January of this year (2026), certificated by MAXAM as competent professionals to oversee mining companies’ transport, storage, and usage of explosive chemicals for mineral recovery. During this Monrovia training, Gleekia, Johnson, and Sickey were joined by fellow Mines and Energy staff who are County Mines Officers, and Resident Geologists managing the Ministry’s newly established County Office Program.

Members of the National Joint Security who prefer withholding their identities, also benefitted from the Monrovia training course. As a result of the training, these professionals have now acquired additional and refreshed knowledge in ensuring that mining companies here [Liberia] adhere to safety standards and regulations governing the transport, storage, and proper application or use of explosive chemicals during their mining operations. The Ministry of Mines and Energy informs the public that these sensitive chemicals are strictly restricted to usage by big operators in the mining sector and not those involved with Artisanal and Small-scale mining.
