As part of our newly introduced training initiatives, at the Liberian Embassy in Rabat, Morocco, the 3rd Secretary, Ms. Dorothy Doedee Kumeh, led an insightful session on "𝐃𝐢𝐩𝐥𝐨𝐦𝐚𝐭𝐢𝐜 𝐏𝐫𝐢𝐯𝐢𝐥𝐞𝐠𝐞𝐬, 𝐈𝐦𝐦𝐮𝐧𝐢𝐭𝐢𝐞𝐬, 𝐚𝐧𝐝 𝐌𝐢𝐬𝐬𝐢𝐨𝐧 𝐈𝐧𝐭𝐞𝐠𝐫𝐢𝐭𝐲".

The engaging session explored critical topics shaping modern diplomacy, including:
• The historical evolution of diplomatic law from custom to the foundational 1961 Vienna Convention on Diplomatic Relations (VCDR).
• The core doctrine of Functional Necessity, highlighting that privileges exist to ensure efficient performance rather than as personal perks.
• The delicate balance between Immunity and Accountability, focusing on host-country laws, waiver mechanisms, and the Protocol Directorate of Morocco's Ministry of Foreign Affairs.
• Navigating 21st-century challenges, from digital communications security to cybersecurity and mission integrity in the internet age.

According to the Ambassador, H.E. Joseph F. Johnson, the training was introduced so as to allow younger diplomats and even more seasoned diplomats learn or refresh whatever they have learned. These sessions, according to the Ambassador, will feature a new diplomatic topic on the last Friday of every month and will be led by one diplomat.

STRENGTHENING LIBERIA-MOROCCO COOPERATION FOR DISABILITY INCLUSION AND INSTITUTIONAL DEVELOPMENT

In a landmark advancement for South-South diplomatic cooperation, a high-level technical delegation from the Group of 77 (Liberia)—a leading organization providing welfare and advocacy for persons living with disabilities under the direct leadership of the Office of the Second Lady, Synleseh Stephenie Dahn-Koung, of the Republic of Liberia—has successfully concluded a historic learning and strategic coordination visit to the Kingdom of Morocco.

Facilitated and sponsored entirely by the Moroccan Agency for International Cooperation (AMCI) and heavily championed by His Excellency Joseph F. Johnson, Ambassador Extraordinary and Plenipotentiary of the Republic of Liberia to the Kingdom of Morocco, this first-of-its-kind study tour marks a monumental shift from traditional welfare tracking toward sustainable, economic empowerment models for disability inclusion in West Africa.

The 5-man Liberian technical team, led by Senior Administrator Raymond Zarbay and Program Specialist Stephen Kumorteh, spent several intensive days conducting site assessments and holding high-level institutional exchanges with Morocco's most advanced social development organizations.

"This visit has been an exceptional demonstration of the bilateral camaraderie between Liberia and Morocco," stated Ambassador Johnson during the official debriefing event. "The energy and strategic insights generated here must be sustained as we build a clear, action-oriented blueprint for our nations."

The four-day technical mission yielded immediate, life-changing commitments across three primary sectors:

1. Deaf Education & Specialized Healthcare (partnering with Foundation Lalla Asma for Deaf Children - Rabat & Tangier campuses), where a firm commitment to support life-changing cochlear implant surgeries for 10 Liberian children (subject to localized medical coordination) was made. Morocco will also host and train Liberian instructors in specialized speech therapy and American Sign Language (ASL), alongside supplying crucial assistive devices like wheelchairs to the Group of 77.

2. Socio-Economic Empowerment & Justice (partnering with the National Union of Moroccan Women (UNFM). The delegation studied Morocco's successful transition of vulnerable women from welfare dependency to market-ready entrepreneurship, focusing on high-quality product packaging and vocational training.

3. Mental Health, Down Syndrome, & Neurodivergent Integration (partnering with the Association for Medical & Mental Disability Integration) The team observed groundbreaking Moroccan models where individuals with intellectual disabilities and Down syndrome are fully rehabilitated, educated, and integrated into competitive corporate roles (such as major retail management).

To guarantee that the knowledge gained translates into immediate impact back home—including supporting the Group of 77's ambitious development of a 25-acre inclusive residential, educational, and medical hub in Monsterrado County—both parties have agreed to the following next steps: 1. To have Expert Reciprocal Visit 2. To establish a joint bilateral framework agreement and 3 To form a Technical Working Group (TWG) comprising AMCI, the Group of 77, and diplomatic focal points to ensure the quick implementation of all commitments.

In a stirring address that bridged the school’s rich legacy with Liberia’s future, the Ambassador challenged alumni to look beyond bricks and mortar:
"When we speak of rebuilding, we are not just thinking about laying bricks, repairing roofs, or replacing wooden floors; we are thinking about rebuilding a standard of quality that reflects the dignity of CWA.

The Ambassador of Liberia to the Kingdom of Morocco, H.E. Joseph F. Johnson attended the high-profile opening ceremony of the ANCA-CERT Executive Cybersecurity Leadership Program in Rabat.

The week-long summit, running from June 1 to June 5, 2026, marks a pivotal moment for continental digital sovereignty. It is hosted in the Moroccan capital with the critical support of the Directorate General of Information Systems Security (DGSSI) and serves as the operational arm of the African Network of National Cybersecurity Authorities (ANCA).

In his opening remarks, Brigadier General Abdellah Boutrig, Vice-President of ANCA and Director General of the DGSSI, reiterated the Kingdom's unyielding backing for collective security infrastructure. He affirmed that Morocco will continually support all initiatives aimed at protecting information networks, elevating specialist skills, and consolidating the overall cyber resilience of Africa.

For his part, Ambassador Mohamed Methqal, Director General of the Moroccan Agency for International Cooperation (AMCI) said the Kingdom of Morocco, will remain a committed, supportive, and willing partner in supporting African capacity-building in the field of cybersecurity. Ambassador Methqal further emphasized that driving the digital transition while safeguarding the continent's shared digital borders remains a top-tier priority for Morocco’s South-South cooperation programs.

The Executive Cybersecurity Leadership Program comes at a crucial hour where African organizations and entities face an average of 3,153 cyberattacks per week—marking a staggering 60% increase above the global average—with cybercrime draining an estimated $10 billion from the continent annually.

The program bridges a vital governance gap across five distinct pillars aligned with the International Telecommunication Union’s (ITU) Global Cybersecurity Index: Cybersecurity Governance ; Digital Resilience; Cyber Crisis Management ; Skill Capacity Development and Regional and International Cooperation.

RABAT – Delivering a keynote address at the 26th edition of the National School of Mines (ENSMR) forum, the Ambassador of Liberia to the Kingdom of Morocco outlined a transformative vision for African integration, placing Morocco at the center of the continent's new industrial and diplomatic dynamics.
The lecture, titled “Morocco at the Heart of New African Dynamics: Advocating Integrated Development,” called for a paradigm shift from traditional "handshake diplomacy" to a robust "infrastructure diplomacy" that prioritizes tangible connectivity and regional sovereignty.

The Ambassador lauded the leadership of His Majesty King Mohammed VI in reshaping the "tectonic plates of African diplomacy" through South-South cooperation. Highlighting the Morocco–Nigeria Gas Pipeline and the Atlantic Initiative for Sahelian states, the Ambassador described these projects as essential corridors that transcend bilateral trade to create a unified economic lifeline for West Africa.
