The “Third Biennial High-Level Ministerial Dialogue on Art 9.5 Climate Finance” took place on November 15th, 2025. The Minister-In-Assistance to the President and Environment, Honorable Bremity Lakjohn, delivered a powerful statement on urgent calls for adaptation finance. Hon. Minister Lakjohn underscores that predictable climate finance from developed countries remains essential for Small Island Developing States (SIDS), yet current delivery is far too slow and uncertain.
Hon. Minister Lakjohn emphasized the urgent need for finance to implement its National Adaptation Plan. The statement calls on developed countries to honor their Glasgow pledge to double Adaptation Finance by 2025, noting that climate impacts are already causing severe suffering. Minister Lakjohn expressed his strong support for the call to establish a new Adaptation Finance goal at COP 30. This goal should at least triple adaptation finance for developing countries by 2030, reaching at least 120 billion USD annually to close the gap.
