RMI makes the case for climate finance and renewables at exclusive ministerial meeting

Copenhagen, Denmark, May 22, 2026 — The Republic of the Marshall Islands participated in a series of high-level meetings during the 2026 Copenhagen Climate Ministerial, engaging key partners on accessing climate adaptation finance, accelerating the transition away from expensive fossil fuels to clean home produced renewable energy, and keeping the world under the 1.5°C temperature limit. Minister Gasper underscored the importance of a rapid transition away from fossil fuels in energy systems, amid the latest supply crisis.

Minister in Assistance to the President and Environment, the Honorable Jess Gasper Jr., led the RMI delegation. During his visit, Minister Gasper chaired the High Ambition Coalition (HAC), attended by 17 member countries, reaffirming the Coalition's role as a critical bridge between global North and South governments.

Minister Gasper held bilateral meetings with Ministers from Australia, Denmark, Ethiopia, Palau and the Netherlands to discuss expectations for diplomatic outcomes this year, particularly at the Pre-COP to be held in Fiji in October. RMI urged partners to close the ambition gap to 1.5°C and ensure Pacific States receive the finance needed to implement our National Adaptation Plans. He also welcomed the UN General Assembly's adoption of a resolution on the International Court of Justice’s landmark affirmation that climate action and financing is a legal obligation for polluting states, not a political choice. Minister Gasper called for system reforms to ensure climate finance flows faster to the Marshall Islands.

In bilateral meetings with donor nations, Minister Gasper pressed for increased contributions to the MIRA Trust Fund, RMI's dedicated rapid disbursement adaptation finance fund. The joint incoming COP Presidency of Turkiye and Australia announced at the Ministerial that RMI Climate Envoy Tina Stege has been appointed the COP31 Pacific Envoy for 1.5, representing the whole Oceania region in efforts to bring climate change under control by reducing greenhouse gas emissions.

The Ministry of Environment hosted its annual Climate Change Week (CCW) “Pap̧jeḷm̧ae” in Majuro from April 21–22, 2026, bringing together stakeholders to deepen our understanding of climate change in the Marshall Islands and to promote adaptation, resilience, mitigation, and collaboration.

The Acting Minister-in-Assistance to the President and Environment, Honorable Jess Gasper, officially opened this National Event. In his remarks, he highlighted the significant adaptation efforts undertaken across our islands, as well as future initiatives currently in development. He also emphasized the importance of the RMI National Adaptation Plan, Pap̧jeḷm̧ae, as a guiding framework for strengthening resilience and advancing coordinated climate action in the Republic of the Marshall Islands.

Throughout the Climate Fair activities in CCW 2026, Ministries, Academic Institutions, Civil Society Organizations, and other Non-Governmental Organization showcased the progress achieved to date in addressing climate change. Participants shared key updates on ongoing and upcoming initiatives, while also highlighting national priorities moving forward.

The students played an active role in the CCW 2026 activities as well, particularly through the Diorama Competitions, where they presented innovative ideas and strategies for implementing Nature-based Solutions on Ejit. The Climate Debates also provided a platform for students to engage deeply with climate issues, offering thoughtful inputs and perspectives on criteria related to hard adaptation.

Ultimately, CCW 2026 aimed to foster a strong sense of unified action toward safeguarding the future of the Republic of the Marshall Islands, while strengthening the resilience of its communities in the face of growing climate challenges.

On 22 April 2026, Hon Minister Bremity Lakjohn, Minister is Assistance to the President and Environment of the Republic of the Marshall Islands, with the support of Climate Envoy Tina Stege, convened members of the High Ambition Coalition over a breakfast meeting. The meeting took place in the margins of the 17th Meeting of the Petersburg Climate Dialogue convened annually by the German Government.

Minister Bremity was joined by fellow Ministers from the UK and Spain alongside the Brazilian COP 30 President, Ambassadors and Climate Envoys from \Timor Leste, Germany, France and Denmark. The Assistant Secretary General of the United Nations and Lead negotiators from Palau and EU also participated in the meeting.

In his opening remarks, the Hon Minister highlighted the damage done by Super Typhoon Sinlaku, the strongest storm of 2026 that battered the Federated States of Micronesia, Saipan, Guam, the Northern Mariana Islands, and communities across the Pacific. In this context the Hon Minister noted that such disasters do not arrive in isolation and the devastation does not end with the storm and called for greater political will to meet climate promises made.

Members of the HAC discussed plans for engagement in climate discussions this year. Noting that even though the geopolitical outlook is challenging, the HAC is needed more than ever. The meeting identified a number of key priorities for the year including the 1.5C limit; ongoing negotiations in the International Maritime Organisation; access to adaptation finance; and the meetings of the Intergovernmental Panel on Climate Change. The High Ambition Coalition will continue to meet throughout this year to discuss strategies and tactics for advancing the coalition’s priorities.

The Hon. Minister closed the meeting underscoring the importance of the work of the HAC and the commitment of the RMI to continue convening the coalition.

On 21 April 2026, Hon. Bremity Lakjohn, Minister in Assistance to the President and for Environment of the Republic of the Marshall Islands, held a bilateral meeting with Mr. Selwin Hart, Assistant Secretary-General under the Climate Change Division of the United Nations.

The meeting provided an opportunity for an exchange of views on the importance of advancing and accelerating a global transition away from fossil fuels, consistent with international climate goals. Discussions also explored opportunities for enhanced international support for the Republic of the Marshall Islands’ National Emergency Plan for Response to the Fuel Crisis, including pathways to strengthen energy resilience and sustainability.

On 21 April 2026, Hon. Bremity Lakjohn, Minister in Assistance to the President and Environment of the Republic of the Marshall Islands, delivered a statement on behalf of Pacific Island countries at the first session of the Petersberg Climate Dialogue in Berlin.

In his remarks, Minister Lakjohn underscored the urgency of sustained global action to keep the 1.5°C temperature goal within reach, emphasizing the importance of ensuring that any potential overshoot remains limited in scope and duration. He called on member countries to accelerate the adoption of transformational measures that move beyond business-as-usual approaches and enable the effective implementation of their Nationally Determined Contributions (greenhouse gas emission reduction plans) and National Adaptation Plans.

Minister Lakjohn also highlighted the need for tangible progress in reforming access to climate finance, including significantly increasing and streamlining financial flows to support vulnerable countries. He further stressed that enhanced and accessible financing remains critical to enabling Pacific Island countries to meet their climate commitments and strengthen resilience.

On 21 April 2026, Climate Change Envoy of the Republic of the Marshall Islands, Ms. Tina Stege, met with Mr. Simon Stiell, Executive Secretary of the United Nations Framework Convention on Climate Change, on the margins of the Petersberg Climate Dialogue in Berlin.

The informal meeting provided an opportunity for a brief exchange of views on key agenda items of the Dialogue, including priorities for advancing international climate action and strengthening collective efforts under the UNFCCC process.
