The Commonwealth Office of Transit Authority (COTA) is a federally funded agency under the Office of the Governor. COTA provides public transportation service through the use of their 7-seater vans, Call-a-Ride Service, to currently serve the community. By providing public transportation accessible to all ages to make crossing wide and costly distances more affordable and safe.

COTA to Launch Green Line Serving Northern Saipan

SAIPAN, CNMI - The Commonwealth Office of Transit Authority (COTA), under the Office of the Governor & Lt. Governor, will launch the Green Line on Friday, August 28, 2026, expanding fixed-route public transportation service to communities and key destinations throughout northern Saipan.

The Green Line will provide residents, workers, students, visitors, and other members of the community with a direct connection to Garapan and destinations along the route.

“The Green Line reflects the character of northern Saipan and the natural beauty that makes this part of our island unique,” said Alfreda Camacho Maratita, Special Assistant for Public Transportation. “It creates a new connection for our community and allows riders to discover more of what northern Saipan has to offer.”

The Green Line was originally targeted for launch in April 2026. However, COTA's activation in response to two major super typhoons shifted the planned launch timeline as the agency prioritized emergency response, transportation assistance, and recovery operations.

“While the Green Line had to wait, the work never stopped,” Maratita said. “Our team continued preparing for this launch while meeting the transportation needs of our community. Today, we are proud to see that work come to life.”

The Green Line is the latest milestone in COTA's continued growth and expansion of public transportation.

Since introducing its first fixed-route service, Blue Line 1B, in November 2023, COTA has continued to broaden its services and reach. The agency expanded demand-responsive shared-ride service to Rota in May 2025 and launched demand-responsive shared-ride service in Tinian in March 2026. The Green Line
marks another step forward in COTA's effort to expand transportation options and connect more communities throughout the CNMI.

Maratita expressed appreciation to Governor David M. Apatang and Lt. Governor Dennis C. Mendiola for their continued support of COTA and public transportation throughout the Commonwealth.

Effective August 24, 2026:

The Commonwealth Office of Transit Authority (COTA) is pleased to announce that Call-A-Ride Rota (CARR) will resume normal operations effective Monday, August 24, 2026.

While COTA remains activated in support of the CNMI Homeland Security and Emergency Management Emergency Operations Center (EOC) and the Mayor of Rota’s recovery efforts, COTA is pleased to announce the restoration of CARR public transportation services as part of the ongoing recovery efforts following Super Typhoon Bavi.

Operational service hours for Call-A-Ride Rota (CARR) are Monday-Friday from 8:00 AM to 4:00 PM. Please call (670) 236-2682 to make your reservations two (2) days in advance.

Fitness Fridays: 100 Miles Strong! 🚶‍♀️🚶‍♂️

Since kicking off our COTA 100 Mile Challenge on June 26, 2026, what started as a fitness goal has become so much more, it is about teamwork, connection, and showing up for one another.

Every Friday at 6:00 a.m., the COTA team comes together for our 2-mile walk, building stronger relationships beyond the workplace and encouraging each other one step at a time.

We may walk different paths, but we move forward together. 💜🚌
