Meet Dr. Rachel Powell, a rising voice in shaping government policy direction in Malta and a proud IVLP alumna. Now serving as Advisor to Malta's Deputy Prime Minister and Minister for Health Ian Borg, Dr. Powell completed the 2025 International Visitor Leadership Program (IVLP) titled "Current U.S. Social, Political, and Economic Issues for Young European Leaders." Her professional journey well reflects the power of citizen diplomacy, connecting people, ideas, and policy across the Atlantic.
