EU Agency for Asylum - EUAA The European Union Agency for Asylum (EUAA) is an EU Agency that supports EU+ countries in implementing the rules of the Common European Asylum System.

EUAA is an agency of the European Union that plays a key role in the concrete development of the Common European Asylum System. It was established with the aim of enhancing practical cooperation on asylum matters and helping Member States fulfil their European and international obligations to give protection to people in need. EUAA acts as a centre of expertise on asylum. It also provides support to Member States whose asylum and reception systems are under particular pressure.

Today in Nicosia 🇨🇾, the Executive Director, Nina Gregori, represented the EUAA at the Informal Ministerial Conference on the Pact on Migration and Asylum, alongside Ministers, EU agencies, and international partners.

The Conference marked an important milestone for the European Union, as the Pact on Migration and Asylum enters into application following years of negotiation and preparation. It establishes the foundation for a more coherent, efficient and comprehensive approach to migration and asylum across Europe.

In discussions, the Executive Director underlined the EUAA’s role in supporting Member States in preparing for the implementation of the new procedures, including screening, border asylum procedures, reception arrangements and the solidarity mechanism. Through practical guidance, operational tools and training, the Agency continues to support consistent and effective implementation of the Pact across the EU.

This marks the beginning of a new phase rather than the end of a process. The success of the Pact will depend on implementation in practice and sustained cooperation between Member States, EU institutions, agencies and international organisations. The EUAA remains committed to supporting this collective effort and to contributing to a more resilient and effective Common European Asylum System.

Today marks the entry into application of the Pact on Migration and Asylum, a significant milestone towards a more coordinated European approach to migration and asylum management.

As the Pact moves from adoption to implementation, EUAA stands ready to support Member States in putting the new framework into practice across the EU.

From adoption to implementation, the past two years have been dedicated to preparing for one of the most significant reforms of the EU’s asylum and migration framework.

Today, the Pact on Migration and Asylum enters into application. Throughout the transition period, the EUAA has supported Member States through practical guidance, training, operational planning and preparedness measures to help bring the Pact into practice.

As this next phase begins, the EUAA will continue to work alongside Member States and EU institutions to support the effective implementation of the Pact and contribute to a more coordinated European asylum system.

The EUAA has successfully supported the completion of relocation activities under the Voluntary Solidarity Mechanism (VSM) in Cyprus 🇨🇾, with the final transfer taking place on 10 June, before the entry into application of the Pact on Migration and Asylum.

Since August 2022, the EUAA has worked closely with the Cypriot Asylum Service, the European Commission and IOM - UN Migration to facilitate relocations under the VSM, supporting a coordinated European response to migration challenges.

Throughout this exercise, 3,039 asylum seekers were relocated from Cyprus to other EU Member States, including vulnerable persons, families and unaccompanied children.

The EUAA has published two Country of Origin Information reports on Somalia; one examining the country's volatile security situation and the other on the challenges faced by internally displaced persons (IDPs) in Mogadishu.

The reports highlight that:
🔷 Following a renewed cycle of political violence since April 2025, Somalia recorded its highest number of fatalities and security incidents in comparison with the previous three years.
🔷 At the same time, Mogadishu remained the largest displacement hub in Somalia, hosting more than 1.1 million internally displaced persons.
🔷 Displacement intersects with marginalisation, minority status, and gender-related vulnerabilities.
🔷 Most IDPs in Mogadishu belong to minority clans, minority groups, and racialised minorities. Many face barriers to obtaining identity documents and are disproportionately represented in the city's prison population.

The information will help EU+ case officers to accurately assess asylum applications lodged by Somali citizens.

In 2025, asylum applications in the EU+ fell to their lowest level since 2021, while Member States intensified preparations for implementing the Pact on Migration and Asylum.

The latest by the EUAA provides a comprehensive overview of the policy and operational developments shaping asylum systems across Europe.

Key findings include:
🔹 Political developments in Syria reshaped asylum trends, with Syrian asylum applications declining by 72% compared to 2024, while many national authorities temporarily suspended the processing of Syrian asylum claims. At the same time, enhanced cooperation between European countries and partner states contributed to reduced mobility along key migration routes to Europe.
🔹 The first Union-wide list of Safe Countries of Origin became law, supporting authorities in identifying applications that are less likely to require international protection.
🔹 EU+ countries invested heavily in the future Eurodac system and expanded multipurpose centers where screening, asylum border procedures, and return border procedures can take place in one location.

Ahead of the new EU Asylum Procedure Regulation, which applies on 12 June, the EUAA has published an updated Practical Guide on Subsequent Applications, supporting EU+ authorities in handling repeat asylum requests under the new legal framework.

The guide comes as:
📌 The share of subsequent applications increased from 9% of all asylum applications in 2020 to a record 15% in 2025.
📌 In 2025, the number of subsequent applications rose by 39% compared to the previous year, mainly lodged by Afghan women following a judgment from the Court of Justice of the European Union.

The guide provides practical support to case officers on the registration, examination and assessment of subsequent applications, while reflecting the legislative changes introduced by the Pact on Migration and Asylum.

The EUAA Academy hosted its Asylum and Reception Training National Contact Points Meeting on 2-3 June, bringing together 26 participants from 20 Member States at the Agency's premises 🇪🇺

The meeting provided an opportunity to exchange on recent developments in EUAA training activities, including updates to the European Asylum Curriculum, new learning products for trainers and learners, operational training activities, work-integrated learning initiatives, and the findings of the newly published Annual Training Report.

Discussions also focused on upcoming priorities and key events for the year ahead, reinforcing cooperation among Member States and supporting the continued development of high-quality asylum and reception training across the European Union.
