Directorate of Aviation Security Administration DASA is Responsible for safeguard Maldives Civil Aviation against Act of Unlawful Interference. The roles and responsibilities of DASA are:

Directorate of Aviation Security Administration (DASA) of Ministry of Defence is the designated appropriate authority for civil aviation security in the Republic of Maldives by the Presidential decree (116) of 07th February 2016 to perform regulatory and oversight functions in addition to implementing preventative aviation security measures. This designation of the appropriate authority for aviati

on security was notified to ICAO in writing on 26th April 2016. Gather probable information regarding foreseeable and unforeseeable threats facing to Maldives Civil Aviation industry from Local and International Intelligence Authorities, to securely collect, collate, assess and disseminate the results of the threat assessments with the relevant authorities as per the procedures.

2. Establish a confidential reporting system for the airport employees and personals using the airport facilities. Reporting system is to facilitate a mechanism to validate the authenticity of such information, to ensure the system is developed and maintained without jeopardizing the trustworthiness of the system, and to familiarize the public and customers regarding the system and to ensure that the public have confidence in the system.

3. Establish and maintain a secure database to store information on security incidents and breaches regarding Maldives Civil Aviation security.

4. Analyze and assess threats to Maldives Civil Aviation, determine the foreseeable threats, implement necessary preventive measures to safeguard Maldives Civil Aviation Industry for the purpose of amending relevant rules, regulations and policies.

5. Determine the foreseeable threats on Maldives Civil Aviation Industry, to understand the level of threats, and to determine and impose the procedures depending on the threat level with guidance from Minister, and to inform relevant entities.

6. Determine the threats on Maldives Civil Aviation Industry depending on the severity of threat and the level of decisiveness while acting against it, and taking into consideration the status of the country while arranging the counter measures to minimize the impact of it and implement the necessary procedures and guidelines, and to inform the relevant authorities in order to include in their procedures.

7. Prepare and share detail reports to minister on a regular basis regarding foreseeable threats to Maldives Civil Aviation Industry.

8. Exchange information between National and International Intelligence Authorities and to offer support regarding foreseeable threats to Civil Aviation Industry and to co-ordinate the counter measures in order to safeguard the Civil Aviation Industry.


9. Provide technical advice when needed by the Government of Maldives or other relevant authorities or sections during preparing procedures and legislations regarding safeguarding Maldives Civil Aviation Industry from the threats.

10. Prior to end of every year, prepare Annual quality control activity schedule and implement on all airports, catering service providers, regulated agents, air traffic service providers, Airport tenants, security training facilities and international air carriers and national air carriers operating from and to Maldives.

11. Carry out scheduled and non-scheduled audits, inspections, covert and overt tests in order to determine the effective implementation of the Maldives Civil Aviation Security measures, and publish reports on the activities.


12. Identify the deficiencies of security measures during audits, inspections and tests and to inform the findings of the such to the relevant entities which does not meet the standard requirements, and to Inform the relevant entity to rectify the findings. Provide technical expertise when required by entities without any discrimination among them.

13. Prepare and submit annual quality control reports to minister regarding oversight activities conducted on all the airports, catering service providers, regulated agents, air traffic service providers, Airport tenants, security training facilities and international air carriers and national air carriers operating from and to Maldives.

14. Authorizing the carriage of weapons for International and domestic aircrafts as per the Airline Operator Security Programme standards and fulfilling all the necessary steps regarding the process.

15. Reviewing of Airport Security Programme (ASP), Airline Operator Security Programme(AOSP), Cargo Security Programme, Security Programmes of catering service providers, regulated agents and Air traffic service providers, to ensure programmes comply with national requirements. Provide approval as per the procedures.

16. Assess and check if the airports comply with the national standards regarding the security measures at airport while granting and renewal of Airport Operator Certificate (AOC) and provide approval.

17. Investigate the security incidents and breaches occurred on Civil Aviation Industries, and to prepare and share the reports based on such incidents with relevant entities.

18. Implement necessary enforcement actions as per the standards laid out in the National Civil Aviation Security Quality Control Programme.

19. Ensuring that architectural and infrastructure-related requirements necessary for the optimum implementation of civil aviation security measures are integrated into the design and construction of new facilities and alterations to existing facilities at airports in Maldives. Provide approval as per the procedures.

20. Review and grant approval for the technical specifications for the security screening equipment’s and provide site acceptance approval.

13. Maintain the records of the quality control activities carried out in order to ensure the airlines and Airport operators comply the National Civil Aviation Security Programme standards. Regularly maintain and update the data base of Quality control activities.

20.. Plan, arrange and execute quality control activities in order to ensure that all local based airlines registered in Maldives complies National Civil Aviation Security Programme’s requirement.


21.Prepare, review and amend the National Civil Aviation Security Programme (NCASP), National Civil Aviation Training Programme and National Civil Aviation Security Quality Control Programme, as per relevant ICAO Annexes and distribute the programmes and notify relevant entities to implement.

22. Amend appropriate legislations and procedures designed to safeguard the security of civil aviation industry regarding arising threat information. Seek guidance from minister to develop or amend legislations and procedures on counter measures to minimize or mitigate the impacts of emerging threats.

23. Provide clear guidance to aware the stakeholders regarding newly established policies, procedures, directives and circulars implemented in order to safeguard civil aviation security.

24. Provide technical support and guidance to all the relevant entities involved in Maldives Civil Aviation Industry in a non-bias manner to ensure they are familiar with implementation of the National Civil Aviation Security Programme (NCASP) in an effective manner.

25. Develop and implement certification system to certify Maldives Aviation Security Training facilities in order to ensure that the standards and qualifications of certification system meets the requirements of National Civil Aviation Security Training Programme. Moreover, to develop and implement National Civil Aviation Security Screeners Certification programme, National Civil Aviation Training Instructors Certification Programme, National Civil Aviation Security Inspectors Certification Programme and National Civil Aviation Security Service Providers Certification.

26. Administer all the administrative works of Directorate of Aviation Security Administration.

27. Establish coordination in a fairly manner between other states, regulatory authority for aviation security in obtaining technical assistance, capacity building, and technical expertise on enhancing aviation security in Maldives as per National Policies.

28. Establish relation as a point of contact to ICAO in the aspect of aviation security and coordinate scheduled security audits planned to conduct in Maldives.

29. Coordinate with other state Appropriate Authority on Civil Aviation Security and airlines regarding security audits conducted at Airports of Maldives.

30. Organize and facilitate the National Civil Aviation Security Committee meetings as per Nation Civil Aviation Security Programme and Act as the secretariat of the committee.

31. Coordinate with other contracting states Appropriate Authority for Civil Aviation Security to conduct and carryout oversight activities at other states International Airports which Maldives registered carriers operate.

32. Coordinate with contracting states and other relevant authorities to ensure that the safety of Civil Aviation Security is safeguarded, and the standards are upheld and collaborate to achieve the common goal of ensuring the security of Aviation Industry.

33. Ensure that ICAO is timely informed on level of compliance to Annex-17 standards if any standards cannot be met, file the differences to ICAO as per procedures.

34. Provide collaborative assistance and support to other contracting states in order to ensure the safety of Maldives Civil Aviation Security and to exchange technical expertise knowledge with established International Organizations and represent Maldives at international platforms.

35. Gather information on capacity building activities (Workshops, Seminars, Meetings, Fairs and training programmes) conducted by other international and local organizations, in order to provide opportunities for the relevant entities to develop necessary skills required to safe guard Maldives Civil Aviation industry. Maintain and build better relationship with the agencies, organizations, and institutions.

36. Coordinate with relevant local and international authorities to acquire Training opportunities for DASA staffs in order to build staff technical capacity.

37. Obtain and analyze information on newly developed technologies, tactics and measures implemented at other airports. In cooperate accumulated information in enhancing aviation security and provide relevant information to entities.

38. Develop and publish Maldives Aviation Security Screening Technology List as per National Civil Aviation Security Programme and update the list quarterly.
