THE PROVISIONAL APPROVAL OF 2020/2021 LOANS FOR
STUDENTS FROM ACCREDITED HIGHER EDUCATION INSTITUTIONS

Introduction
The Higher Education Students’ Loans and Grants Board (HESLGB) is pleased to announce to all accredited higher education institutions, continuing and newly selected students in these higher education institutions, parents/guardians and the general public, that the Board has, on 15th December, 2020, provisionally approved higher education students’ loans for 2020/2021 Financial Year subject to further joint vetting by the Board and administrators of higher education institutions.

The Board appreciates the continued commitment from His Excellency the President, Dr. Lazarus McCarthy Chakwera and the Government in ensuring that the Board continues to get support towards bridging the gap between the poor and the rich in accessing higher education in Malawi.
Furthermore, the Board would like to express its gratitude to Press Trust for complementing the government efforts by supporting the Board with MK50,000,000 (fifty million Malawi Kwacha). These financial resources will be used to support 83 needy and deserving students.

Provisionally Approved Beneficiaries
HESLGB received a total of 20,404 (13,114 Male, 7,290 Female) loan applications both from public and private higher education institutions across Malawi. The number of applicants represents a 5.06 percent increase from the 2019/2020 loan applications.
Upon rigorous and thorough assessment of the loan applications, 18,424 (11,711 Male, 6,713 Female) applicants met the eligibility criteria for students’ loans. This represents 90.3 percent of the loan applicants and it is a 6.92 percent increase from the number of students that were granted students’ loans in 2019/2020 Financial Year.

Vetting of Provisionally Approved Beneficiaries
The Board would like to advise all stakeholders that provisionally approved beneficiaries will undergo further vetting in consultation with respective administrators of each higher education institution at the time of commencing each institutions’ 2020/2021 academic calendar. This is to ensure full compliance with the students’ loans eligibility criteria.

The vetting process will involve removing provisionally approved beneficiaries who will be found under the following circumstances: 1) are on scholarships, 2) are repeating a year of study on academic grounds, 3) have been withdrawn on academic or medical grounds, 4) have been found that they have other sources of financing their education, 5) are not needy; among many other factors. Such information would not have been available to the Board at the time of students’ loan application. It is only those students that successfully pass through this vetting process that will be on the final list of 2020/2021 students’ loans beneficiaries.

Access to Provisionally Approved Lists
Names of all provisionally approved beneficiaries can be accessed from 21st December, 2020 through the offices of Registrars or Deans of Students in the respective higher education institutions and on the HESLGB website (www.heslgb.mw). University/College Administrators are encouraged to paste on the notice boards in their respective higher learning institutions the provisionally approved list for the students and the public to access.

Special Appeal
The Board would like to make a special appeal to all its stakeholders and the general public to provide feedback on the provisionally approved names directly to the Board or through the offices of Registrars or Dean of Students of each respective higher education institution, in case there are individual students who are on the provisionally approved list but are not needy. This information will help the effective targeting of really needy and deserving students. Therefore, the general public has a critical role to play in supporting the Board to reach out to the rightful beneficiaries.

The Higher Education Students’ Loans and Grants Board (HESLGB) would like to inform students in all accredited institutions of higher learning and the general public that it has extended the 2020/2021 loan application window to 31st May 2020. This has been done to give students ample time to complete and submit their loan applications since all institutions of higher learning are currently closed due to the Government directive on Coronavirus (COVID-19).
It should be noted that HESLGB is currently using two loan application methods;
1. Continuing Students from Malawi University of Science and Technology (MUST), College of Medicine (COM), Kamuzu College of Nursing (KCN), University of Livingstonia (UNILIA), Malawi Adventist University (MAU), Malawi Assemblies of God University (MAGU), Pentecostal Life University (PLU), African Bible College (ABC), Malawi College of Accountancy (MCA), DMI St. John the Baptist University, Nkhoma University (NKHUNI), Daeyang University, and Catholic University of Malawi (CUNIMA) are required to apply using the online application system (sfmis.heslgb.mw).
2. Whereas All newly selected students and continuing students from institutions of higher learning that are not listed above are required to apply using the hard copy loan application forms.
Continuing students who are applying using hard copy loan application forms will be required to submit their duly completed loan application forms to the office the Registrar of their respective institutions of higher learning by hand or through post, whereas newly selected students will be required to submit their duly completed loan application forms directly to the HESLGB Secretariat through post using the following address; Higher Education Students’ Loans and Grants Board, Private Bag B417, Lilongwe 3.
