Government, Partners (EU, Germany) Discuss Strengthening Public Procurement and Contract Management in Malawi

The Malawi Government, the German Development Cooperation (BMZ) and the European Union in Malawi (EU) have reaffirmed their shared commitment to strengthening public procurement and contract management in Malawi.

Discussions took place on 8th July 2026 at the Office of the President and Cabinet (OPC) and centred on past and ongoing cooperation under the GIZ Malawi-implemented “Strengthening Public Financial and Economic Management (PFEM) – Tikuze Malawi” program, an EU and German Government funded Joint Action in support of key public financial and anti-corruption institutions in Malawi.

Building on past support to the Government Contracts Unit (GCU) at OPC, the ongoing cooperation is currently focused on the Department of Procurement and Supplies Services, Malawi (DPSS) and, outside OPC, on the Malawi Institute of Procurement and Supply (MIPS).

The meeting, chaired by OPC’s Principal Secretary for Administration, Mr. Rashid Ntelela, was attended by partners, senior government officials including Principal Secretaries responsible for various sections within the OPC, Mr. Andreas Hartmann, Head of Cooperation at the German Embassy Lilongwe, Ms. Vivien Rigler, Team Leader at the European Union in Malawi, and Dr. Inge Baumgarten, GIZ Malawi Country Director.
