Henties Bay Rate Payers Association (HRPA)
Building Trust through Accountability, Transparency, Financial Discipline, and Community Involvement
Introduction
Local government forms the cornerstone of thriving communities, responsible for delivering essential services, safeguarding resources, and championing the voice of every resident. Our manifesto is founded on four unshakeable pillars: accountability, transparency, financial discipline, and robust community involvement. We pledge to lead a local government that not only meets the practical needs of citizens but also earns and sustains their trust through principled governance.
1. Accountability and Transparency in Governance
We are committed to making every aspect of council activity open and answerable to the public. Policy decisions, budget allocations, and project outcomes will be clearly communicated and accessible. Regular public consultations published financial statements, and independent audits will ensure that all actions taken by the council are visible and subject to community review.
2. Rigorous Financial Discipline
Responsible management of public resources is at the heart of our approach. We will adhere to strict budgeting practices, eliminate wasteful spending, and institute regular financial reviews. Public expenditures and fiscal priorities will be shared openly, with input welcomed from residents to ensure that every Namibian Dollar spent represents maximum value for the community.
3. Authentic Community Involvement
We believe policies should be shaped by those who live with their outcomes. Our government will foster accessible town hall meetings, digital feedback mechanisms, and participatory budgeting so that residents play an active role in setting priorities. Meaningful collaboration with local organizations and transparent reporting on community-driven initiatives will keep residents engaged and informed.
4. Sustainable and Inclusive Development
All projects, from affordable housing to economic initiatives, will be undertaken with openness, financial prudence, and public input. We will promote sustainable development, and support strategies that are both environmentally and fiscally responsible. Inclusivity will be at the core, with policies designed to benefit every segment of our diverse population.
5. High-Quality, Well-Managed Public Services
Our commitment to accountability and transparency extends to public services such as roads, effective sewage system, provision of water, waste removal, parks, and digital resources. We will monitor performance and publish regular service reviews, making improvements based on community feedback while always prioritizing efficient use of funds.
Conclusion
This manifesto is our promise to foster a local government rooted in openness, responsibility, sound financial management, and genuine partnership with the community. Together, we can create a council that is not only effective but truly earns the trust and participation of all residents, building a brighter, more resilient future for everyone.
