LPM Councilor Hon. Ivan Skrywer Engages “Desperate for Shelter Group” on Pressing Housing Matters

Landless Peoples Movement Councilor, Hon. Ivan Skrywer, met with members of the “Desperate for Shelter Group” on 01 September 2026 to discuss pressing housing matters affecting the community.

Councilor Skrywer continues to engage community groups on at least a weekly basis to ensure residents’ concerns are heard. In this meeting, the group raised concerns about the impact of a possible relocation, which they say has not been communicated to them through an official statement, among other issues.

Following the engagement, Councilor Skrywer committed to arranging a follow-up meeting between the residents and City officials to address the matter directly.

The Landless Peoples Movement, through its representatives, remains at the forefront of community engagement. This is a clear demonstration that we are a party for the people and for the well-being of our communities.

We shall always be there to listen, support, and provide assistance to the communities that have entrusted us with their mandate.

Land cannot remain a privilege of the few.

Today in Parliament , Hon. Utaara Mootu asked the Minister of Urban and Rural Development to account for Namibia’s escalating urban land and housing crisis.

When local authorities cannot afford to service land, ordinary Namibians should not be condemned to years of waiting, landlessness and shacks.

The State must invest in serviced land that our people can actually afford.

Public land must serve the people first. Land and decent shelter cannot become privileges reserved for the wealthy.

HON. UTAARA MOOTU CONCLUDES G CAP AND COP17 ENGAGEMENTS IN MONGOLIA

Hon. Utaara Mootu has concluded a week of engagements in Ulaanbaatar, Mongolia, through the Global Changemaker Academy for Parliamentarians and UNCCD COP17.

During the programme, Hon. Mootu engaged fellow parliamentarians, policymakers and international experts on land restoration, drought resilience and sustainable land governance. She also spoke at COP17, where she shared Namibia’s experience and highlighted her National Land Productivity Audit motion as a practical parliamentary intervention to strengthen accountability, transparency and the productive use of land.

Her engagements also included discussions with the Speaker of the State Great Hural of Mongolia, strengthening parliamentary dialogue and cooperation.

The programme concluded at the State Great Hural, where Hon. Mootu received a Certificate of Recognition for her participation in the Academy.

“International commitments must translate into legislation, budgets, oversight and measurable change at home. That is where the real work begins.”

LPM Council Member and the Chairperson of the Advisory Committee on Formalisation of Informal Settlements, Land Delivery, Affordable Housing and Peri-Urban Areas Hon. Ivan Skrywer had an engagement with the Brakwater Residents.

On the evening of 19 August 2026, Hon. Ivan Skrywer assured the residents that he will be back with a follow up meeting to ensure the smooth running of council operations and that it remains on par.

The meeting was held with residents of Brakwater as part of the broader City of Windhoek’s public participation meetings drive.

Cllr. Ivan Skrywer Elected Chairperson of Merged City Advisory Committee on Formalisation, Land and Housing

City of Windhoek Councillor representing the Landless People’s Movement, Hon. Ivan Skrywer, has been elected Chairperson of the newly merged Council Advisory Committee on Formalisation of Informal Settlements, Land Delivery, Provision of Affordable Housing, and Integration of Peri-Urban Areas. He will serve in this capacity until 2030.

Councillor Skrywer previously served as Chairperson of the Committee for the Formalisation of Informal Settlements and the Integration of the Groot Aub Settlement.

Previously, these were two separate committees. The Committee on Land Delivery and Provision of Affordable Housing has now been merged with the Committee on Formalisation of Informal Settlements to streamline efforts and resources, and to prevent duplication of functions.

According to the committee’s Terms of Reference, it will advise Council on:
1. The formalisation of all informal settlements and peri-urban areas, including the integration of the Groot Aub settlement
2. Ways to accelerate the formalisation process
3. Engaging stakeholders through benchmarking and effective communication, to advise Council on the way forward for housing within the City of Windhoek and the broader Khomas Region.
