NPC CHAIRMAN CALLS FOR URGENT REFORM OF NIGERIA’S CIVIL REGISTRATION SYSTEM
The Chairman of the National Population Commission (NPC), Dr. Aminu Yusuf, has called for stronger collaboration and accelerated reforms to build an integrated, digital, and interoperable Civil Registration and Vital Statistics (CRVS) system for Nigeria.
Speaking at the Second Meeting of the National CRVS Coordination Committee held today, 19th May 2026, at the Abuja Continental Hotel, Dr. Yusuf emphasized that civil registration remains the foundation of legal identity, good governance, and sustainable national development. He expressed concern that birth and death registration rates in Nigeria remain unacceptably low at about 40 percent and below, respectively, underscoring the urgent need for coordinated action among stakeholders.
"We can no longer afford to operate in silos," Dr. Yusuf stated. "An integrated CRVS system that seamlessly connects with health facilities, identity management, and other government platforms is not optional. It is imperative."
He highlighted the launch of the electronic CRVS platform in 2023 and the inaugural committee meeting in July 2025 as major milestones but acknowledged that progress has been slow due to fragmented systems and weak coordination.
Dr. Yusuf reaffirmed the NPC’s commitment to providing leadership and coordination, urging all partners to work collectively toward creating a system that guarantees every Nigerian a legal identity and accurate national records.
UNICEF Nigeria’s Chief Child Protection Officer, Ms. Mona Aika, reaffirmed UNICEF’s commitment to supporting Nigeria in strengthening its civil registration systems, stressing that birth registration is a legal right for every child.
The Director of Civil Registration and Vital Statistics at the NPC, Hajia Hapsatu Husaini Isiyaku, presented the national strategic plan highlighting progress, priorities, and next steps.
The inauguration of the CRVS Technical Working Group and the presentation of its mandate by NPC Acting Director-General, Dr. Nnamdi Maduekwe, formed the highlight of the event.
The meeting, which focused on reviewing the National CRVS Strategic Acceleration Action Plan (2026–2030), brought together key government agencies and development partners. Dignitaries at the meeting included the Chairman of the Nigerian Communications Commission, Chief Idris Ibikunle Olorunnimbe, alongside representatives of ministries, departments, and agencies involved in CRVS implementation.
