🇳🇬 The All Nigerians Congress (ANC) - A Welfarist Political Ideology
The All Nigerians Congress (ANC) is founded on the core principles of Inclusive Welfarism, National Unity, and Sustainable Development. We envision a Nigeria where prosperity is shared, opportunities are equitable, and every citizen is guaranteed a dignified standard of living.
Our ideology is rooted in the belief that the state has a moral and constitutional obligation to actively intervene in the economy and society to correct market failures, reduce inequality, and guarantee fundamental rights through robust social services.
1. 🤝 Core Foundational Principles
Social Justice and Equity:
We believe in the fair distribution of wealth, opportunities, and privileges across all demographics, regions, and ethnic groups in Nigeria. This includes affirmative action where necessary to uplift marginalized communities and close historical gaps.
National Unity and Federalism: We uphold the principle of a united Nigeria built on mutual respect and functional federalism. We advocate for devolution of powers to the states (or regions) to foster local autonomy, accountability, and development that reflects regional peculiarities, while maintaining a strong federal center responsible for national security, currency, and macro-economic stability.
Welfarist State Model: We commit to building a Welfarist State, which places the well-being of the citizen at the center of governance. This means shifting the focus of government expenditure towards human capital development and social security.
Sustainable and Diversified Economy: Our economic policy is centered on moving Nigeria beyond reliance on a single resource (oil) through strategic investment in diversified sectors, especially technology, agriculture, and manufacturing.
2. 🌍 Economic Policy:
The Welfarist Mixed Economy
The ANC champions a Welfarist Mixed Economy, which combines the dynamism of a regulated market with the stability and equity provided by state intervention in critical sectors.
Strategic State Ownership/Regulation: While encouraging private enterprise, the ANC maintains that essential national assets and strategic sectors—such as electricity transmission, key infrastructure, and essential healthcare/education—must either remain under effective state regulation or strategic public ownership to ensure accessibility and affordability for all citizens, not just profit maximization.
Progressive Taxation: We will implement a progressive tax system where high-income earners and large corporations contribute a proportionally higher share of their earnings. This revenue will directly fund social security, infrastructure, and welfarist programs.
Massive Infrastructure Investment: The ANC will embark on a continuous, strategic, and decentralized investment in core national infrastructure (power, rail, broadband) to lower the cost of doing business, connect markets, and enable economic growth across all zones.
Empowerment of MSMEs: We will create a National Micro, Small, and Medium Enterprises (MSME) Fund, providing low-interest loans, technical assistance, and stable power supply to drive job creation and local industrialization.
3. 🛡️ Social Welfare and Human Capital Development
The ANC’s Welfarist commitment is most evident in our pledge to guarantee basic human needs.
A. Education for All
Universal Free and Compulsory Education: We commit to providing free, quality, and compulsory education from primary to the secondary level nationwide, including provision of essential learning materials.
Revitalization of Tertiary Institutions: Significant funding will be allocated to Nigerian universities and polytechnics to upgrade infrastructure, research facilities, and faculty remuneration to restore their global competitiveness.
B. Healthcare as a Right
National Health Insurance Scheme (NHIS) Expansion: The NHIS will be reformed and expanded to cover a mandatory minimum package of care for all citizens, funded primarily through state subsidies and progressive tax contributions.
Primary Healthcare Overhaul: We will revitalize and fully staff one well-equipped Primary Healthcare Centre (PHC) in every political ward to ensure grassroots access to preventative and basic curative care.
C. Social Security Net
Conditional Cash Transfers (CCT): Implementation of a transparent, data-driven CCT program targeted at the poorest households, the elderly, and persons living with disabilities to provide a basic income floor.
Unemployment Benefit: Introduction of a phased, conditional unemployment benefit scheme for registered, actively searching, but unemployed graduates and workers.
4. ⚖️ Governance, Rule of Law, and Anti-Corruption
Transparency and Accountability: Mandatory public declaration of assets by all senior public officials, open contracting, and strengthening of anti-corruption agencies with guaranteed operational and financial independence.
Judicial Reform:
Dedicated investment in the judiciary to speed up the justice delivery process and eliminate corruption within the system to ensure the rule of law applies equally to all.
Security Sector Overhaul: Implementation of a community-policing framework and full reform of the security sector to focus on intelligence-gathering, rapid response, and respect for human rights.
