Congratulatory Message on the Occasion of Benue State's 50th Anniversary

On behalf of the Gwer-East Basic Education Quality Assurance Evaluators Forum, Department of Monitoring and Evaluation, Gwer-East Local Government Education Authority, Aliade, Benue State, we heartily congratulate His Excellency, Rev. Fr. Dr. Hyacinth Iormem Alia, the Government, and the resilient people of Benue State on this auspicious occasion of the Golden Jubilee celebration of our beloved state.

Today, as we celebrate this milestone under the theme, "A Journey of Resilience, Progress and Prospects," we are reminded of the sacrifices of our founding fathers, the dedication of successive leaders, and the unwavering determination of our citizens who have collectively shaped the history and identity of the Food Basket of the Nation. In Gwer-East, we have witnessed firsthand the transformational power of education in communities across our LGEA—from the rural settlements along the banks of River Benue to the hills of Aliade and beyond.

This Golden Jubilee is more than a celebration of years; it is a celebration of the courage of our people, the strength of our communities, and the hope that continues to inspire us to build a greater Benue. It is an opportunity to honour our rich heritage while embracing a future anchored on unity, innovation, social justice, and sustainable development. For us in the Department of Monitoring and Evaluation, this celebration reinforces our commitment to ensuring that every child in Gwer-East receives quality basic education that equips them for life and empowers them to contribute meaningfully to the development of Benue State.

As the body charged with the responsibility of assuring and enhancing quality in basic education across Gwer-East LGA, we take pride in contributing to the vision of a Benue where every child, regardless of background or circumstance, has access to quality education. We remain committed to advancing policies and programmes that promote effective teaching and learning, continuous professional development of teachers, school infrastructure improvement, and inclusive access to education—all of which are essential pillars for the development of our state and the realisation of its full potential.

The administration of His Excellency, Rev. Fr. Dr. Hyacinth Iormem Alia, has continued to demonstrate a strong commitment to people-centred governance through strategic investments in infrastructure, education, healthcare, agriculture, and social welfare. These interventions have renewed confidence in governance and strengthened the collective resolve to build a peaceful, united, and prosperous Benue State. In the education sector, we have observed encouraging progress that deserves recognition and sustained support.

In this regard, we extend our profound commendation to the Executive Chairman of the Benue State Universal Basic Education Board (SUBEB), Dr. Grace Adagba, whose visionary leadership, astute policy direction, and relentless advocacy for foundational learning have significantly elevated the standard of basic education across the state. Her strategic reforms and unwavering dedication continue to provide the enabling environment that empowers evaluators like us to effectively discharge our oversight duties with clarity and purpose.

At the Local Government level, we are equally delighted to express our heartfelt satisfaction with the sterling administrative acumen of our Education Secretary, Mrs. Stella Mwuese Tarka. Her proactive supervision, inclusive leadership style, and motherly disposition toward both staff and learners have cultivated a most conducive atmosphere for teaching and learning to flourish across the Gwer-East LGEA. Her tireless efforts in stakeholder engagement and resource mobilisation remain a beacon of inspiration for all of us.

Furthermore, we place on record our deep appreciation to the Head of Service for Monitoring and Evaluation, Mr. Nicholas Utukwa, alongside the entire Management Staff of Gwer-East LGEA. Their exceptional oversight, professional mentorship, and synergistic administrative support have not only honed our capacities as evaluators but have also strengthened our operational framework, ensuring that our monitoring exercises translate into tangible improvements in classroom outcomes.

As evaluators, we recognise that the quality of education we provide today will determine the quality of leadership, governance, and development that Benue will enjoy in the next fifty years. We therefore renew our commitment to rigorous and objective evaluation of educational delivery in Gwer-East, ensuring that standards are maintained, gaps are identified and addressed, and best practices are documented and shared across our schools.

As we commemorate fifty years of existence, let us renew our commitment to unity beyond ethnic, religious, and political differences. Let us embrace the ideals of justice, compassion, and shared responsibility, knowing that the greatness of Benue lies in the collective efforts of her sons and daughters. In Gwer-East, we remain dedicated to promoting inclusive education that transcends all barriers and gives every child an equal opportunity to succeed.

We must not overlook the indispensable contributions of our dedicated teachers, who labour daily in the classrooms to illuminate young minds and shape character; our supportive parents and guardians, whose sacrifices and partnerships with the school system ensure continuity in learning; and our enthusiastic learners, who are the very reason for our collective existence as educators and evaluators. To the learners—the potential governors, technocrats, innovators, and leaders of tomorrow—we salute your resilience, curiosity, and determination. You are the cornerstone upon which the next golden era of Benue shall be built.

May this Golden Jubilee mark the beginning of an even greater era of peace, security, economic prosperity, and inclusive development. May our children continue to receive quality education that prepares them for leadership, may our teachers be empowered and equipped to deliver excellence, may our communities continue to support educational advancement, and may our youth become the driving force of innovation and progress that will propel Benue to greater heights.

GWER-EAST ES INTRODUCES NEW HEAD OF M&E TO QUALITY EVALUATORS

The Education Secretary of the Gwer-East Local Government Education Authority (LGEA), Mrs. Stella Mwuese Tarka, JP, has officially introduced the newly appointed Head of the Monitoring and Evaluation (M&E) Department to the LGEA’s Quality Evaluators.

While unveiling the new head during a meeting in her office today in Aliade, Mrs. Tarka called for total cooperation from the Quality Evaluators. She directed them to pledge their full allegiance and support to the new leadership, urging them to work tirelessly to restore the department to its glory days. Emphasizing dedication and commitment to duty, the Education Secretary warned that it is no longer business as usual, noting that the State Universal Basic Education Board (SUBEB) under Dr. Grace Adagba maintains a zero-tolerance policy for negligence.

Mrs. Tarka further described the Monitoring and Evaluation Department as the fulcrum of all educational institutions, stressing that staff working under the unit must remain relentless in the discharge of their assigned duties.

Responding on behalf of the evaluators, Comr. Simon Orkaa, the Forum Chairman of the Gwer-East LGEA Quality Evaluators, commended the Education Secretary for her inclusive style of administration. He welcomed Hon. Nicholas Utukwa to his new position and assured him of the forum's maximum support, while also wishing the outgoing HOD success in his future endeavors.

Similarly, the former departmental head, Mr. Kenneth Shirbee, expressed his support for the new leadership, promising to render assistance whenever called upon. He appreciated the forum for the cooperation extended to him during his tenure and enjoined them to accord the same to his successor.

Addressing the Quality Evaluators for the first time since assuming office, the new HOD, Hon. Nicholas Utukwa, pledged to carry unit evaluators and all members of the department along. He gave an assurance that his administration would operate an open-door policy focused strictly on delivering results.

Other management staff who spoke at the event, including the Head of Administration and Supplies, Mrs. Clementina Hija, and the Head of Planning, Research, and Statistics, Mrs. Mfanyo Mbatsav, charged the Evaluators to live above board to help the new HOD meet the high standards of progress demanded by the Benue SUBEB.

SHAKEUP IN GWER-EAST LGEA: SHIRBEE REMOVED AS GWER-EAST QUALITY ASSURANCE HEAD, UTUKWA TAKES OVER

In a major administrative shakeup aimed at revitalizing basic education in Benue State and Gwer-East Local Government in particular, the Head of Quality Assurance (now Monitoring and Evaluation) Department of Gwer-East Local Government Education Authority (LGEA), Mr. Kenneth Shirbee, has been relieved of his appointment with immediate effect.

The decision followed direct instructions from the Monitoring and Evaluation (M&E) Department of the Benue State Universal Basic Education Board (SUBEB), Makurdi, contained in an official communication dated May 29, 2026.

According to official sources, Shirbee’s removal was triggered by a series of reports from both monitoring officers and external evaluators, who repeatedly cited his inability to effectively coordinate the vital department.

Under the directive, the embattled former official was ordered to immediately hand over all government properties, including official vehicles and documents, in his possession. Consequently, Hon. Nicholas Nyaer Utukwa has stepped in as the new Head of Department, Quality Assurance for Gwer-East LGEA.

During the official handing-and-taking-over ceremony, the Education Secretary (ES) of the Gwer-East LGEA, Mrs. Stella Mwuese Tarka, JP, acknowledged Shirbee’s past services but urged him to improve his commitment for future opportunities.

Turning her attention to the newly appointed head, Mrs. Tarka tasked Hon. Utukwa with the immediate revitalization of the department. She emphasized the urgent need to restore the state board's confidence in the local Quality Assurance unit, which had been severely eroded under the previous leadership.

"Take a clue from what has happened and try as much as possible to live up to expectations and defend your positions," Mrs. Tarka warned both management and staff members present at the briefing.

The Education Secretary further reiterated the uncompromising stance of the Executive Chairman of the Benue SUBEB, Dr. Grace Adagba, towards non-performance. She emphasized that Dr. Adagba’s current administration is on a tireless mission to overhaul the basic education sector in the state, warning that any LGEA official found wanting would be penalized without hesitation.

The state board's decision was earlier presented to the LGEA management team, who collectively ratified and endorsed its immediate implementation.

An official notice has been copied to all relevant stakeholders, including Monitoring Officers, Quality Evaluators, Head Teachers, Principals, the Nigeria Union of Teachers (NUT), and the Association of Primary School Headteachers of Nigeria (AOPSHON).

Mrs Tarka equally extended her appreciation to the Benue SUBEB for the grant of a brand new Bajaj motorcycle to ease transportation and ensure effective monitoring of schools across the local government.

BENUE LAWMAKERS CONDUCT OVERSIGHT VISIT TO GWER-EAST LGEA; VOW CONTINUED SUPPORT FOR BASIC EDUCATION

In a move to strengthen accountability and assess the impact of educational reforms under the administration of His Excellency Gov Hyacinth Alia, the Benue State House of Assembly Standing Committee on Basic Education conducted an official oversight visit to the Gwer-East Local Government Education Authority (LGEA) on Monday, March 16, 2026.

The delegation was led by the Committee Chairman, Hon. Elias Terumbur Audu, who represents the Gwer-East State Constituency.

R Receiving the distinguished members, the Education Secretary (ES) of Gwer-East, Mrs. Stella Mwuese Tarka, JP, expressed gratitude to the Speaker of the 10th Assembly for appointing a representative of Gwer-East to lead such a pivotal committee.

Mrs. Tarka noted that the visit provided a critical opportunity for lawmakers to gain firsthand knowledge of the operational realities within the LGEA. She specifically highlighted the positive shifts in the sector to including:
- Staffing Boost: The successful employment and deployment of over 300 new teachers to the LGEA.
- Infrastructure Pipeline: The commencement of two major projects directed by SUBEB, with eight additional headteachers recently trained in project monitoring for upcoming contracts.
- Visionary Leadership: Tarka credited Dr. Grace Adagba for the strategic revitalization of public basic schools under her leadership at SUBEB.

She, nevertheless, highlighted critical challenges despite the recent progress recorded under the Alia administration. The Education Secretary did not shy away from the "gross shortage" of personnel and the deteriorating state of infrastructure.
"While we thank His Excellency, Governor Hyacinth Alia, for the recent recruitment, the extended employment gap before his intervention remains a hurdle. We still have schools manned by as few as three teachers," Mrs. Tarka stated, urging the committee to address the deficit in both teaching and administrative staff.

In his remarks, Hon. Elias Audu emphasized that the visit was a "fact-finding mission" designed to ensure that the significant resources channeled into the state's budget for basic education are yielding tangible results.
"It is the duty of the House to ensure accountability and enhance development through regular oversight," Hon. Audu said. He assured the LGEA staff that the current year’s budget maintains a heavy focus on the education sub-sector, especially at the basic sector, promising that full implementation would bring much-needed relief to rural schools.

The Chairman, accompanied by the Committee’s Vice Chairman and other key members, held an interactive session with LGEA staff and union leaders. The session focused on documenting feedback and recommendations to improve the sector's efficiency.

The oversight exercise concluded with a physical inspection of the LGEA Secretariat and visits to several local schools to assess the condition of learning facilities.

In a strategic move to enhance educational standards and administrative synergy, the Education Secretary (ES) of Gwer-East Local Government, *Mrs. Stella Mwuese Tarka JP* and the Principal, Special School for Exceptional Children, Aliade paid a courtesy visit to the Gwer Local Government Council's Director of General Services and Administration (DGSA), *Mrs. Mercy Gbeah*, at the Council Secretariat today.

Key Highlights of the Visit:

*To Strengthen Ties: Mrs. Tarka emphasized that the visit was vital for fostering a robust working relationship between the Local Government Education Authority (LGEA) and the Council.

Gwer-East LGEA Completes Distribution of Teaching & Learning Materials

The Gwer-East Local Government Education Authority (LGEA) has officially concluded the distribution of vital Teaching and Learning Materials (TLMs) across public basic schools within the local government.

The three-day exercise, which commenced on Wednesday, January 21, saw the successful delivery of:
- 200+ Whiteboards
- Thousands of Whiteboard Markers and Board Cleaners
- Assorted Textbooks

Speaking at the commencement of the distribution, the Education Secretary (ES), Gwer-East LGEA, *Mrs. Stella Mwuese Tarka*, issued a stern charge to Headteachers and Principals. She urged school leaders to "guard these materials jealously" and ensure they are utilized for their intended purposes.

Mrs. Tarka condemned the practice of diverting supplies or allowing them to languish in storage. "We will not tolerate situations where materials are left in stores for termites to feed on instead of being put to use in the classroom," she stated.

The ES expressed her gratitude to the Executive Chairman of the Benue State Universal Basic Education Board (SUBEB), *Dr. Grace Adagba*, for her innovative leadership.

She further noted that under the policy direction of *Governor Alia’s* administration, there is a renewed commitment to restoring the glory of the public school sector.

BENUE STATE GOVERNMENT FLAGS- OFF DISTRIBUTION OF TEACHING AND LEARNING MATERIALS ( TLMS) AT BENUE SUBEB.

The Benue State Government has flagged off the distribution of Teaching and Learning Materials (TLMs) donated by the Universal Basic Education Commission (UBEC) to Basic Education schools across the State. The flag-off ceremony which took place on Monday at the headquarters of the Benue State Universal Basic Education Board (SUBEB), Makurdi.

Performing the flag-off on behalf of the Governor of Benue State, Rev. Fr. Dr. Hyacinth Iormem Alia, the Deputy Governor, Dr. Barr. Sam Ode, mni, reiterated that basic education remains the bedrock of child development and the foundation upon which all other levels of education are built. He stressed that the provision of Teaching and Learning Materials is non-negotiable in achieving quality education outcomes.

Dr. Ode stated that the distribution of the TLMs is an evidence of the Governor’s unwavering commitment to the advancement of basic education in the State, with the Benue State Government complementing UBEC’s efforts through the provision of additional learning and teaching resources like dusters, markers and white boards. He noted that the administration has demonstrated strong political will in repositioning the education sector, particularly at the basic level, citing notable achievements such as the consistent payment of counterpart funds, construction and rehabilitation of classrooms across the State, recruitment of over 9,000 teachers, provision of teaching aids, and strengthened collaboration with UBEC and development partners to attract educational interventions.

The Deputy Governor warned Education Secretaries to ensure that the materials are delivered strictly to public schools for which they are meant, emphasizing that any diversion would attract appropriate sanctions.

In her remarks, the Executive Secretary of UBEC, Hajiya Aisha Garba, represented by the UBEC North Central Director, Elder Edward Abalaka, commended the Benue State Government for its consistency in collaborating with the Commission. She observed that the absence of essential teaching and learning materials undermines effective education delivery and praised the Executive Chairman of SUBEB, Dr. Grace Adagba, for repositioning the Board for greater efficiency. She assured the state of UBEC’s continued support towards building a functional and effective basic education system.

Speaking earlier, the Executive Chairman of Benue SUBEB, Dr. Grace Adagba, explained that the materials were carefully selected to support early literacy, promote digital learning, stimulate creativity, and enhance classroom engagement.
She expressed gratitude to Governor Alia for his consistent support to the Board, noting that the intervention would significantly improve teaching and learning outcomes in Basic Schools across the State.

In their Goodwill messages, the Chairman, Benue State House of Assembly standing Committee on Education, Hon. Elias Audu, and the Honourable Commissioner for Education and Knowledge Management, Dr. Margaret Adamu, commended Dr. Adagba for the innovative programmes being implemented to advance basic education in Benue State. They acknowledged that the initiatives have positively changed the narrative of basic education and pledged continued support to SUBEB in the discharge of its mandate.

The Teaching and Learning Materials distributed include whiteboard markers, smart boards, computers, English and Mathematics textbooks, Early Childhood Education Development Education books,History books, and assorted storybooks.

Also speaking at the ceremony, the Speaker of the Benue State House of Assembly, Hon. Alfred Emberga, pledged the Assembly’s support to SUBEB in its quest to provide quality education for the Benue child. He affirmed the Assembly’s confidence in the leadership and capacity of the Board and its Chairman, expressing readiness to work collaboratively for the development of the State.

The Education Secretary of Gwer-East Local Government Education Authority (LGEA), Mrs. Stella Mwuese Tarka, on Tuesday, October 28, declared open a three-day orientation and induction workshop for newly employed SUBEB teachers posted to the area.

In her opening remarks, Mrs. Tarka expressed profound appreciation to the Governor of Benue State, His Excellency, Rev. Fr. Dr. Hyacinth Iormem Alia, for his unwavering commitment - through the Executive Chairman of SUBEB, Dr. Grace Adagba, the SUBEB Chairman - to repositioning the public education sector in the state. She noted that the massive recruitment of teachers has significantly revived many basic schools that were previously struggling.

Addressing the new teachers, the Education Secretary charged participants to take the training seriously, stressing that the knowledge gained during the workshop would be vital in shaping their professional conduct and classroom effectiveness. She further urged them to remain focused, dedicated, and committed to their responsibilities as key contributors to the development of future leaders.

Mrs. Tarka also commended the Nigerian Union of Teachers (NUT) and the Association of Primary School Headteachers of Nigeria (AOPSHON), Gwer-East branches, for sponsoring the workshop, while acknowledging the efforts of the Academic Services Department in organizing the event.

During the workshop, participants were taken through paper presentations on professional ethics and conduct, school records management, and lesson planning and delivery.

Highlighting the importance of professionalism, the Gwer-East NUT Chairman, Comrade Agbadu Samuel, formally inducted the new teachers into the union and urged them to be worthy ambassadors of the teaching profession.

In his remarks, the State AOPSHON Secretary, Comrade Timothy Ivor, admonished teachers to always adhere to the code of conduct guiding the profession and shun acts of indiscipline such as truancy and negligence. He encouraged collaboration among teachers, school management, and host communities for effective service delivery.

Also in attendance were the Gwer-East AOPSHON Chairman, Comrade Boniface Igbawua, accompanied by his Secretary and Treasurer, as well as the Desk Officer, SMASE and School Support Officer, Mr. James Gyam; Mr. Felix Amoahar, a Quality Evaluator; and the host Headteacher, Chief Mrs. Juliana Agurugu. They joined to advise, observe, and monitor the process, ensuring that the training achieved its intended goals

Speaking on behalf of the organizers, the Head of Academic Services Department, Mr. Donald Ahambeku, appreciated the facilitators for their contributions and urged participants to put into immediate practice the lessons learned during the workshop.

The workshop is to be coordinated by the Teacher Professional Development Unit of the Academic Services Department, Gwer-East Local Government Education Authority (LGEA), Aliade.

SCHOOL RESUMPTION: GWER EDUCATION SECRETARY DECRIES POOR TURNOUT

The Education Secretary of Gwer Local Government Education Authority (LGEA), Mrs. Stella Mwuese Tarka, has expressed concern over the low turnout of learners on the first day of resumption for the 2025/2026 academic session.

Mrs. Tarka registered her displeasure on Monday during an inspection tour of schools within the Aliade metropolis. Schools visited included St. Francis Nursery and Primary School, Aliade; UBE JSS St. Francis, Aliade; LGEA Central Nursery and Primary School, Aliade; UBE JSS Central, Aliade; LGEA Nursery and Primary School, Iorwar; and UBE JSS Iorwar.

Despite the readiness of teachers to commence full academic activities, only a handful of pupils and students were present in some schools, notably St. Francis Nursery and Primary School and its UBE JSS section.

Addressing the situation, Mrs. Tarka urged learners who were already in attendance to encourage their peers to return to school, stressing that teaching and learning had commenced in earnest. She further directed teachers to administer the first assessment test by the end of the week, regardless of the number of learners present.

The Education Secretary also appealed to parents and guardians to release their children and wards to school immediately so they would not miss out on lessons already underway across the LGEA.

Accompanying Mrs. Tarka on the monitoring visit were the Head of Administration and Supplies, Mrs. Clementina Hija; the Head of Quality Assurance, Mr. Kenneth Shirbee; and the Coordinator of Teacher Professional Development (TPD), Comr. Thaddeus Anhwange. They all echoed the call for teachers (both new and old) to align with the vision of the Alia Administration in revitalizing public schools across Benue State.
