THE NATIONAL COUNCIL ON INFORMATION AND WHAT DELTA STATE STANDS TO GAIN: BY Patrick Ukah





The Delta State Commissioner for Information, Mr. Patrick Ukah has justified the decision of the state government to host the 46th meeting of the National Council on Information (NCI) scheduled for Wednesday, October 26 to Saturday, October, 29, 2016.

In an interview at the weekend, Ukah said the event holds much potential for the state government and the information officers in the state who may explore the meeting to improve on their wealth of knowledge in the information business.

Recall that the commissioner had, in a statement signed by him, disclosed that the state will host the highest information policy making body in the country for a-three day meeting which theme is “Leveraging on Information and Digital Technology to Sustain the Change Agenda of Government”.

The commissioner explained that one of the major gains of the event is that it will avail information officers in the state the opportunity to interact with their counterparts at the top echelon and give them practical insights into the processes of formulating and implementing information policies around the globe.

He said: “The main reason is that hosting such event of national relevance will avail the numerous information officers in the state to, at least in their life time, have a firsthand experience of a meeting of the National Council on Information.

“A good knowledge of efficient economics will reveal that it will be very expensive – in terms of money – if we are to make our officers attend this kind of event and have its beneficial rapport with their colleagues outside the state. So, hosting this event will primarily give us an opportunity to expose our information officers and give them the opportunity to interact with the top shots in the information business in Nigeria.

“The event will give information officers good working insights into the various mechanisms involved in the formulation and implementation of information policies around the world. If that is done, it will enable them to fall back to their home state and contribute positively to the formulation and implementation of information policies in the state”.

On its bearing on the state government, the commissioner said: “The meeting will help us to practically debunk some of the misconceptions that are being peddled in some quarters about the good magic that Governor Okowa is doing in the state.


“With this event, we will be able to interact with the outside world and bring people into the state to see what the state government is doing. Besides, this meeting will also afford us the prospect of consolidating our stand of openness and friendliness to private investments”.

Further, Ukah pointed out that contrary to the expected norm, corporate organizations will be the major financiers of the event, while the state government will only provide a meager fund to compliment available resources needed to host the NCI.

“In doing all these, we have embraced a commendable level of prudence, particularly in the light of the economic slump. We are not looking at government funding which is, of course, very meager. We have explored other avenues of bringing in some corporate organizations to assist in the funding of the event.

“That is the way to go in lieu of the lingering economic depression. This event is an opportunity to showcase Delta to the world, showcase Delta as a friendly state and showcase Delta as a state that is ready for investment”, he observed.

Okowa Charges Nigerians To Seek God's Help In Healing The Land

Delta State Governor, Senator Dr Ifeanyi Okowa has charged Nigerians to seek the help of God in healing the land from all challenges facing the nation, noting that Nigeria was faced with several challenges because there is so much wickedness in the land.

Speaking over the weekend at the official opening ceremony of the City of Refuge, Calvary World Outreach Ministries, Boji Boji Owa, Governor Okowa accompanied by his wife Dame Edith Okowa and top government functionaries stated that true prosperity can only come through the church to the people when God’s hand is involved.

"Am glad that our people are becoming very much aware of the need to worship God in truth and spirit. We appreciate God for the vision in building the City of Refuge, a non denominational centre for worship. A house of prayer, praise and restoration.

Quoting from 2 Chronicles 7:17, Joel 2:25 and Psalm 148: 18, Governor Okowa noted that God can only intervene in the affairs of Nigeria when the people turn away from their wicked ways and embrace the ways of God. "There is so much wickedness in our land, God can only heal our land when we return to God in truth and change our ways and observe his precepts", adding that "it is only when we call on upon the name of the Lord in truth that we can hear from God and once you believe it in your heart God will answer your prayers.

"This is the time to embrace God because the Lord will manifest himself. It is time to pray and praise the Lord even in very difficult times as we are in now, God can still attend to us separately. I believe that God has come to heal our state and our country." "I am glad because as people come here to pray God will heal our land, I therefore urge our people to make good use of this place so that they can reap from the spiritual benefits inherent in this place.

The Governor congratulated Apostle Eruemulor and members of the Calvary World Outreach Ministries on the successful completion of the City of Refuge centre.

The guest minister, Bishop Ransom Bello in a sermon titled "Not by power, not by might but by the spirit of God" said the building of the City of Refuge was made possible in less than one year not by the power of Apostle Eruemulor but by the spirit of God, noting that whatever God initiates, He completes.

Earlier in his welcome speech, the President of the Calvary World Outreach Ministries, Rev. Apostle Chris Eruemulor, said the City of Refuge is a non-denominational teaching centre and a place for healing of the sick.

Delta TUC Applauds Okowa’s Giant Strides

THE Trade Union Congress of Nigeria (TUC), Delta State Council has applauded the state Governor, Senator (Dr.) Ifeanyi Okowa for his giant strides through the socio-infrastructural development and other government policies geared towards bringing prosperity to all Deltans.
In a communiqué issued at the end of an emergency meeting in Asaba on Monday and signed by Comrade Michael Nwobodo and Comrade Lucky Edewor, chairman and secretary respectively, it commended government’s strive towards the payment of workers’ salaries comparatively with other states.

The union however, called on the government to make good its promises of remitting the outstanding cooperative and pension deductions, as well as appealed to the governor to revisit the issues of payment of workers’ salaries and deductions, saying that the net payment of salaries should be looked into as workers are no longer comfortable with the development.

“The current policy of government through its SMART Agenda that is aimed at creating jobs and empowering the citizens is commendable. However we believe that more efforts are required, hence the call on the government to evolve deliberate policies backed by the strong political will to take the youths out of the streets as this is the best way to guarantee a peaceful and secured society”.

“TUC in session also wishes to commend the governor for his SMART Agenda which is aimed at ameliorating the sufferings of youths in the state. However, it is undoubtedly that current rising rate of unemployment of teeming population of able bodied youths, some of whom are graduates, have strong correlation with the state of insecurity.”.

While not advocating that those who are not gainfully employed must unjustifiably take to crime, we firmly believe the government, through the Public Private Partnership can create the enabling environment for the entrepreneurial spirit of its citizens to thrive”.

The council observed that the current wave of militancy, kidnapping for ransom, robbery, pipeline vandalism and other social vices have no doubt affected workers in Delta State. “Our members and indeed, the commoners in the state who cannot afford private security now go to work in palpable fear without an idea of the fate that awaits them”.

On the Shaguolo traffic gridlock, council further noted that the danger posed by the perennial traffic gridlock at the Shaguolo area in Ekpan, Uvwie Local Government Council has been under discussion for the past five years with no solution in sight.

“The stress and man-hour loss experienced on this gridlock, the wear and tear of the vehicles are of less concern. The humanitarian catastrophe that will ensue should there be an explosion can best be imagined than experienced”.
TUC-in-session therefore recommends that to forestall this impending and unimaginable humanitarian disaster, we call on the government and the corporate bodies in this area, as a matter of utmost priority, to embark on rehabilitation/repair of the road including the Obodo Avenue link road.

The grand patron, Chief Sam Nwa-Igumbor who was very delighted to welcome dignitaries from Delta State, said that it is not an ordinary gathering but a special and momentous, hence our deliberations today will have profound impact on our readiness to work, drive and grow Team SMART to enable us achieve the objectives for which it was set up.

C of O ICT Centre Commissioned In Asaba

The Delta State Deputy Governor, Barr Kingsley Otuaro, has called on all Deltans to quickly move to acquire the Certificate of Occupancy (C of O) for their property at the present affordable rate, asserting that the ICT centre will provide an inclusive data base by completely digitalising the manual Certificate of Occupancy and all land documentation.

Barr. Otuaro, who made the yesterday (07/10/2016) in Asaba during the commissioning of the ICT Centre, Ministry of Lands and Surveys, noted that the commissioning of the ICT Centre is in pursuit of Governor Ifeanyi Okowa's SMART agenda's plan of Urban Renewal Through Transformed Environment.

The state deputy governor said that it is important to simplify the process of acquisition of Certificate of Occupancy which hitherto took several fraustrating months or years to secure.

While disclosing that it is government's decision to transform all manual C of O to electronic versions, Barr. Otuaro said the ICT centre run by Queensbridge Capital Investment Limited to service the Ministry of Lands and Survey aside easing the cumbersome process of securing C of O, is expected to make the process transparent.

According to him, this will make check the fraudulent advances/practice of land grabbers, estate agents, surveyors and the like. He added that the ICT is designed to also boost the Internally Generated Revenue (IGR) base of the state.

" Government generous reduction of the price charged for the C of O is expected to attract property owners in droves to secure legitimacy on their property, moreover this facility will greatly aid easy verification of existing land allocations in the state, thereby decimating the activities of land racketers". Barr. Otuaro stated.

Barr. Otuaro, who noted that the ICT Centre occupies a crucial place in the goals of the Delta State Government, said Queensbridge Investment limited which will manage the centre for dispensing C of O by the Governor through Ministry of Lands and Surveys has been engaged to help the Senator (Dr) Okowa-led Delta State Government keep the promise of delivering speedily on grant of C of O.

Earlier, in his remark, the Delta State Commissioner for Lands, Surveys, and Urban Development, Chief Dan Okenyi, asserted that with the commissioning of the ICT Centre all former C of O gotten before the flag-off of the fast track 90 now remain invalid.

Chief Okenyi said the new technology will help to chun out C of O quickly. He lauded Queensbridge Capital Investment for initiating the project at no cost to government and expressed joy that it will help make the job easier, faster and more efficient.

Also, Managing Director, Queensbridge Capital Investment Limited, Mr. Chuks Iku, asserted that the ICT centre is to frastrack the issuance of Certificate of Occupancy to land owners.

Mr. Iku, who said the technology has made the Certificate of Occupancy difficult to forge by fraudsters, noted that the only person that has access to the document are persons with the authority to access it. He added that the Fastrack Desk has been digilized, emphasising that all former documents made in the Ministry of Lands and Surveys will be digitalized in 60 days.

Origho Applauds Okowa On Workers Salaries.

The immediate past Head of Service, Delta State, Sir Patrick Origho, says the Governor Ifeanyi Okowa led administration in the state has been very responsive in payment of workers' salaries in spite of the prevailing economic downturn in the country.

Sir Origho who stated this during an exclusive interview with The Truth Newspaper maintained that there was no delay in payment of workers' salaries in the state but rather a slight shift in dates of payment occasioned by holding of the Federal Accounts Allocation Committee meeting towards the end of each month as against mid - month as was the case during the last administration.

He emphasised that Delta State like other states in the federation and the Federal Government have been having challenges due to the slide in oil prices, stressing that Federal allocations to the state have continued to reduce drastically.

Sir Patrick Origho called for understanding from the civil servants on the precarious economic situation, stressing that the present administration was irrevocably committed to fulfilling its financial obligations to the workers.

He thanked Governor Okowa for giving top priority to payment of workers' salaries.

The Ovie of Ughelli Kingdom, His Royal Majesty, (Dr.) Oharisi III, JP, has described the governor of Delta State, Senator Dr. Ifeanyi Okowa, as a friend, brother and a visionary leader that is irrevocably committed to taking the State to greater heights as encapsulated in the SMART agenda.

According to him, Governor Okowa started well and is also doing well despite the current economic challenges facing the nation occasioned by the crash of oil revenue in the international market.

The royal father while applauding the governor for equitable distribution of political appointments across the three senatorial districts of the state, expressed optimism that he (governor ) would do more when the economy improves.

"Governor Ifeanyi Okowa started very well. He is also doing very well in spite of the obvious economic downturn. I also know he will end well. His prosperity for all Deltans mantra is on course," he stated.

NIGERIA @ 56: Okowa Urges Nigerians To Be Proud Of Their Country

AS Nigerians celebrate 56 years of being together as a nation, Delta State Governor, Senator Dr. Ifeanyi Okowa has admonished Nigerians to be proud of their country.
Speaking at a colourful ceremony in Asaba today (01/10/16) to mark Nigeria's annual independence celebration, the governor stated, "we should be proud to be Nigerians."
"God in His infinite wisdom did not make a mistake in His decision to plant us in Nigeria as Nigerians," Senator Okowa said, asserting, "today (yesterday) is a day to celebrate the free spirit of Nigeria; we should be gratified to be part of such a glorious state and great nation; let us pay tribute to our countrymen and women who sacrificed so that we can celebrate this day; we should never forget their sacrifices."
While conceding that the journey has not been easy for the country witnessing economic and political setbacks; bloodletting occasioned by misguided religious extremists, Governor Okowa asserted, "it is important we remain strong, exercise patience and be of good faith at this critical period of economic challenges."
He emphasized, "fellow Deltans, militancy and vandalism are not the solution to our developmental problems, I urge our youths to lay down their arms as all hands should be on deck to bring our country out of the current economic doldrums; we should all abide by the tenets of our religion and pray for God's grace on our nation because, all religions preach peace, love, charity and holiness."
Governor Okowa used the occasion to thank Deltans for their support and cooperation for his administration and used the occasion to urge them to pray for the state, the nation and as "law-abiding and hardworking citizens, to back to the land for agriculture."
"We cannot continue to depend on oil; agriculture has proved to be a very sustainable venture that we can engage to revive the economy," he reiterated.
The celebration featured match past by military, para-military organizations including, students of secondary schools and other civil organizations.

Okowa, in a statement by his Chief Press Secretary, Charles Aniagwu, on Friday, extended best wishes of fifty-six years of self-rule and control, praying that the desires of our forgone heroes and the promises of independence be fulfilled in the lives of Nigerians especially at this time of economic recession.

Niger Delta: Okowa Calls For Proper Funding

DELTA State Governor, Senator Dr Ifeanyi Okowa has described funding of budget and the use of incompetent contractors in the ex*****on of projects as key factors militating against speedy development of the Niger Delta region.

The governor made the observation today (29/09/16) in Asaba when he played host to the Senate Committee on the Niger Delta led by Senator Peter Nwaoboshi.

Governor Okowa who decried the poor state of infrastructure in the Niger Delta and the attendant unrest in the region, called for the proper funding of the Niger Delta Development Commission (NDDC).

“The terrain of the Niger Delta is very bad and it is very expensive to execute projects, especially, roads in the region.” He asserted.

He also, suggested that to tackle the problems bedevilling the region, budget should be prepared in line with the quantum of oil produced by communities, decrying situation where some communities which contributes a lot to the national purse have little or nothing to show for such.

“This oversight function of the Senate Committee will stimulate activities that will encourage a win-win situation for everybody,” the governor said while commendng the Senate Committee for carrying out its oversight functions of visiting projects sites of the NDDC.

He described the amnesty programme for ex-militants as a laudable programme but, observed that there was still a lot to be done for it to make the desired impact on the people.

The governor disclosed that it was wrong for beneficiaries of the amnesty programmes to be left idle without being properly engaged after their training.

Earlier, Senator Nwaoboshi had told the governor that the committee was in Delta State to carry out its oversight function on the NDDC and the amnesty committee, stating that such visit would enable the committee to “give a holistic report to the Senate.”

Senator Nwaoboshi disclosed that since the inception of the NDDC, a total of 1, 674 projects have been awarded in Delta State which represents 20 per cent of the total number of projects awarded by the interventionist agency but, decried the fact that more than 50 per cent of the projects have been abandoned.

On the amnesty programme, Senator Nwaoboshi said, “we are going to have a public hearing on the amnesty programm and we want the state government to send position papers on the way forward and attend the event.”

Ukwuani Community Youth Leaders Pledges Support for Governor Okowa, Passes Confidence Vote on him.

Ukwuani community youth leaders from the ten wards has pledged their support for Governor Ifeanyi Okowa.

In a meeting attended by Engr. Patrick Kaine ( PDP LGA Chairman), Hon. Chris Ochor(Executive Director, Social Services Development DESOPADEC) and Solomon Ebinum(Senior Special Assistant on Contributory Health Insurance Scheme), the president of the community youths, Comrade Chika Okemili Uwabuofu praised the Governor for his commitment and steadfastness.

He said they have confidence in Governor Okowa for strengthening the bond of unity, engaging the youths in YAGEP/STEPS job creation training programme, enhancing development and promoting good governance in the State. Comrade Stanley Oshiokpu moved the motion for a confidence vote on the governor on behalf of Ukwuani community youths, which was seconded by Comrade Fidelis Aguocha, the Vice chairman who was there spokesperson. The twenty-three community youths EXCO members were in attendance.

Engr. Patrick Kaine, Hon. Ochor Chris and Solomon Ebinum urged the youths to remain peace-loving and avoid criminality. They adviced them to always embrace dialogue because Governor Okowa has a lot in stock for them.

Sir Patrick Kaine adviced the youths to always play to peace because it is only peace that can bring development. He said that Governor Okowa is creating a better and happier future for our people. You have a lot to gain by always embracing dialogue.

Hon. Ochor Ochor who unequivocally urged the community youth leaders to at all times stand for the truth as Governor Okowa has been magnanimous enough to an enviable height in empowering Ndokwa people like no other government has done before now.

Solomon Ebinum charged everyone to be in the same team to fast track development in the locality and reset their focus and experience the joy of development. The former secretary to the Local Government continued by saying that Governor Okowa has made wonderful progress. DELTA State Governor, Senator Dr. Ifeanyi Okowa today(28/09/16) inaugurated the 2016 cycle of his administration's job creation scheme saying entrepreneurship is the way out of the unemployment challenges facing the country.

According to the governor, getting jobs in government organizations are becoming very difficult based on the high number of graduates chasing the few opportunities available, observing that the way out was for people to acquire skills, empowered to be self sufficient and become employers of labour.
The governor who spoke at the inauguration ceremony which took place at the Songhai-Delta training centre Amukpe reiterated, "we are training you to become job creators that we need in Delta State, you are here to improve on your lives and be in a position to be employers of labour."

"I believe that you are going to step into a greater future. I want to see you as better Deltans, Deltans who will say, I have been able to create jobs for my self and jobs for others," he said, disclosing, "I have visited some farms and I have seen the enthusiasm from those who graduated from these programmes; if you want to succeed, you must be passionate about what you are doing."

Governor Okowa who assured Deltans the programme would be continuous, further advised the participant, "you have to be committed to that which you have learnt because, I have a passion to turn many youths of Delta State into persons who will create jobs for others; you should rely on God and you will succeed in whatever you do and do not sell your starter packs."

He also, urged graduates of the programme to ensure that they give thanks to God stating, "you are going to reap more if you are dedicated to God."

The Chairman of the Delta State Traditional Rulers Council, HRM Emmanuel Efeizomor II, Obi of Owa who spoke on behalf of traditional rulers who attended the ceremony, expressed satisfaction with the success stories of the empowerment programmes, asserting, "this is a revolution that put food on the table, revolution that will extricate you from the shackles of poverty."

The Chief Job Creation Officer in the state, Prof. Eric Eboh in a speech, said, participants in the programme were for Skill Training and Entrepreneurship Programme (STEP), Youth Agricultural Entrepreneurs Programme (YAGEP), and Graduate Employment Enhancement Programme (GEEP).

He stated, "as proof of growing stakeholders' confidence in the job creation scheme, international development partners and non-governmental organizations have intensified technical support and collaboration for training, monitoring, service delivery feedback and mentoring."
