Oborevwori Approves N4bn Empowerment For 15,000 Deltans

Delta State Government has approved N4 billion to empower 15,000 indigent residents across the 25 local government areas to support small businesses, encourage entrepreneurship and ease economic hardship.

Commissioner for Works (Rural Roads) and Public Information, Charles Aniagwu, disclosed this on Friday while briefing journalists after the State Executive Council meeting presided over by Governor Sheriff Oborevwori in Asaba.

Aniagwu said the grant would be implemented through the Delta State Social Investment Programme, with priority given to vulnerable residents operating small businesses or seeking start-up capital.

He said the council also approved compensation for land acquired in the central senatorial district for agricultural purposes to attract commercial farmers, boost production and create jobs.

The council further approved key fiscal policy documents to guide preparation of the 2027 budget, while directing the Ministry of Health to explore expanding free medical outreach services in riverine communities following encouraging responses to a recent exercise in oil-spill-affected areas.

Aniagwu said the council also approved a clubhouse for civil servants at the State Secretariat in Asaba, adding that the decisions reflected the administration’s focus on social investment, agriculture, healthcare and workers’ welfare.

Delta State Governor, Rt. Hon. Sheriff Oborevwori, has expressed sadness over the death of former Governor Emmanuel Eweta Uduaghan, CON, describing him as a detribalised leader whose contributions to the development of the state would not be forgotten.

Uduaghan died on Monday, October 19, 2026, at the age of 71, according to a statement issued by his family.

In a condolence message issued by his Chief Press Secretary, Sir Festus Ahon, Oborevwori sympathised with the late governor’s wife, Roli, his children, the entire Uduaghan family, the Itsekiri nation and Deltans over the painful loss.

The governor recalled Uduaghan’s years in office, noting that he made significant contributions to infrastructure development in the state.

He described the former governor as a leader who looked beyond ethnic differences and worked for the overall development of Delta State.

Uduaghan served as Commissioner for Health from 1999 to 2003 and Secretary to the State Government from 2003 to 2007 before becoming governor in May 2007. He served two terms, leaving office in 2015.

Oborevwori said Uduaghan’s years in public service had left a good mark on the state, adding that his death was a loss to Delta and the country at large.

He prayed for the peaceful repose of the former governor’s soul and asked God to comfort his wife, children, family members, the Itsekiri nation and all those grieving his death.

First Niger Bridge Won’t Reopen Until Major Repairs Are Completed — Umahi

The Minister of Works, David Umahi, has said the First Niger Bridge will not be reopened to traffic until critical structural rehabilitation works are completed.

Umahi stated this on Wednesday at the Onitsha Bridge Head after inspecting the ongoing rehabilitation of the bridge linking Anambra and Delta states.

The Federal Government had closed the bridge following the discovery of vandalised structural components, including bolts, nuts and portions of the expansion-joint steelwork. The closure, initially scheduled to end on September 21, has been extended by one week due to persistent rainfall.

Umahi said vandalised bolts had been replaced and secured, while the stolen specialised expansion joint had been manufactured and flown into the country for installation.

“We are not going to be stampeded to open the bridge until the major structural work has been achieved,” he said.

The minister directed the contractor, SKECC, to include repainting of structural elements, removal of illegal advertisements, installation of additional solar-powered streetlights and completion of CCTV cameras linked to the Second Niger Bridge.

He also ordered an empirical assessment of structural elements above and below the water level, while directing a review of the proposed asphalt on the bridge approaches.

Speaking on behalf of the governors of Delta and Anambra states, Delta Commissioner for Works (Rural Roads) and Public Information, Charles Aniagwu, commended the pace of the rehabilitation.

“We are pleased with the speed of work. We want to also appreciate our people who demonstrated a whole lot of patience to understand that you are after their safety,” Aniagwu said.

Delta 13th month salary becomes law, targets sustained worker welfare

The Delta State Government is set to institutionalise the 13th-month salary for workers after the State House of Assembly passed a bill to make the payment a statutory entitlement beyond the tenure of the present administration. Commissioner for Works (Rural Roads) and Public Information, Charles Aniagwu, said the bill, sponsored by Governor Sheriff Oborevwori, is awaiting assent.

Aniagwu said the payment would equal workers’ full December earnings, not just their basic salaries. “The 13th month salary is not calculated on the basic salary alone — it is the same full amount a worker earns in December,” he said, adding that the policy would boost workers’ purchasing power, support businesses and ease the financial burden of January expenses, including school fees.

The commissioner said improved internally generated revenue, which rose from N75 billion in 2023 to N204 billion, would help sustain the policy, with further gains expected from businesses in the Koko Free Trade Zone/Special Economic Zone. “We are doing this because we believe in enhancing purchasing power, speeding up industrialization, and improving security,” Aniagwu said.

The Delta State Government has condemned the reported political disturbance in Effurun, Uvwie Local Government Area, involving suspected supporters of the Nigerian Democratic Congress (NDC) and All Progressives Congress (APC), directing security agencies to investigate and prosecute perpetrators.

Aniagwu, who stated this on Friday, said Governor Sheriff Oborevwori had directed security agencies to fish out perpetrators.

“Governor Oborevwori has directed the security agencies to investigate the incident and ensure that whoever is found to have participated in the act is made to face the full weight of the law,” he said.

Aniagwu said every political party, candidate and supporter had the right to campaign freely and peacefully anywhere in Delta, provided they remain within the law.

He said the viral video of the incident was a cause for concern, saying the administration maintained zero tolerance for political violence.

The commissioner urged political leaders and supporters to restrain their followers and ensure peaceful campaigns and called for a level playing field for all political actors.

“Political affiliation is not a shield against the law. If anybody commits an offence, the law should take its course,” he said.

Aniagwu said no election or political ambition was worth the life of any Deltan, urging politicians to compete with ideas, programmes and records rather than violence.

Delta targets N5bn grassroots injection to boost purchasing power

The Delta State Government has said it is targeting a N5 billion injection into the local economy through the empowerment of 100,000 people engaged in nano businesses across the state.

Commissioner for Works (Rural Roads) and Public Information, Charles Aniagwu, disclosed this on Friday at a press briefing in Asaba, saying the initiative formed part of Governor Sheriff Oborevwori’s efforts to cushion the impact of economic reforms and strengthen purchasing power at the grassroots.

Aniagwu said councillors had been directed to empower 200 persons in each of the state’s 500 wards, with N50,000 going to each beneficiary. According to him, the intervention is expected to stimulate economic activity as beneficiaries spend within their communities.

The commissioner also highlighted the recently passed legislation on the 13th-month salary, saying the measure would guarantee the payment beyond the present administration. He stressed that the payment would be equivalent to a worker’s full December salary, rather than being calculated on the basic salary alone.

Aniagwu said the government’s interventions were designed to complement improvements at the macroeconomic level, including regular salary payments, increased capacity to pay contractors and the stabilisation of academic activities in the state’s universities.

“We believe the reforms that have given some form of life back at the macro level came with real challenges for our people, and it is important that those challenges are dealt with,” he said.

He added that the government’s strategy was aimed at ensuring that economic recovery translated into tangible benefits for people at the grassroots.

“We do not intend to keep that solvency and liquidity from our people,” Aniagwu said, explaining that government was seeking to channel the benefits of improved revenue and resource management into wider economic activity.

He said the government would continue to combine infrastructure development with interventions targeted at low-income earners, arguing that increased purchasing power would stimulate consumption, business activity and investment.

Delta State Commissioner for Works (Rural Roads) and Public Information, Charles Aniagwu, has urged Deltans to take greater interest in the 2027 general elections, saying voter registration and participation remain essential to determining who governs the state.

Aniagwu spoke while being a guest on the show Political Talk, a programme of DotTV, where he discussed the political build-up to 2027, including voter mobilisation, the position of the Delta State Government and developments within the All Progressives Congress (APC).

He said efforts to mobilise people for voter registration were not necessarily driven by expectations that all new voters would support a particular party, but by the need to encourage citizens to exercise their franchise.

“It is their civic responsibility to first get enrolled into the voter register and then be able to exercise their franchise,” he said.

The commissioner also defended Governor Sheriff Oborevwori’s political position, saying individuals should distinguish between the governor’s responsibilities as a government leader and his obligations as a member of a political party. He said supporting the party’s presidential candidate should not be interpreted outside that context.

On the economic reforms of the Federal Government, Aniagwu acknowledged the hardship being experienced by Nigerians but argued that the reforms should be assessed against their intended long-term objectives. He likened the process to choosing an uncomfortable vehicle that nevertheless takes passengers to their destination.

Turning to Delta politics, he said the movement of political actors between parties was not unusual, arguing that competition within the political space was necessary to give voters choices. He rejected suggestions that the presence of competing political structures meant democracy was weakened, saying: “We don't want a one party state.”

Aniagwu said the Oborevwori administration would remain focused on governance and development while political actors prepared for the 2027 elections. He also linked the administration’s economic interventions, infrastructure projects and workers’ welfare measures to efforts to improve the purchasing power of residents and stimulate economic activity.

The commissioner said the political process should ultimately allow citizens to make informed choices, stressing the importance of participation rather than political apathy.

Delta State Government has launched the Bail Information Management System (BIMS) to reduce delays in bail administration and ease congestion in correctional centres across the state.

The pilot phase commenced yesterday with the training of seven designated court registrars at the High Court Complex, Asaba.

The initiative, developed in collaboration with the Rule of Law and Anti-Corruption (RoLAC) Programme, implemented by the International Institute for Democracy and Electoral Assistance and funded by the European Union, will enable courts to capture and securely store biometric records and fingerprints of defendants and sureties.

Speaking at the event, the Attorney-General and Commissioner for Justice, Ekemejero Ohwovoriole, SAN, said BIMS would automate the documentation, processing, tracking and verification of defendants and sureties, thereby reducing delays in bail applications.

He said the system would be deployed in the High Court and Magistrates’ Courts and provide judges with access to relevant information, including defendants’ previous bail records, to aid their discretion.

Ohwovoriole described the system as a “game changer” in criminal justice administration, noting that prolonged pre-conviction detention imposed costs on both defendants and the state.

The Chief Judge of Delta State, Justice Tessy Diai, represented by Justice Briki-Okolosi, said the initiative demonstrated the judiciary’s commitment to digital solutions and stressed that properly trained personnel were essential to its sustainability.

RoLAC consultant, Musbau Famuyiwa, in his presentation, said seven registrars had been trained for the pilot scheme, which would provide a more efficient mechanism for managing bail information.
